As Uncle Ho affirmed, each cadre has its own movement, cadres are the root of all work, success or failure of all work depends on good or bad cadres.

In recent times, besides the achieved results, Quang Nam still has limitations and weaknesses in many areas, especially in the fields of public investment, private investment, and slow disbursement of capital for basic construction investment; many difficulties of enterprises and people have not been resolved... This situation has objective causes, but the most overarching cause is still from the staff.

If we want Quang Nam to develop, we must first build a team of cadres who are both capable of working and have the spirit of serving the people and the country. This cadre force must know how to nurture aspirations and build ambitions for the development of Quang Nam. This is the top priority task and solution.

In particular, leaders must always be close to and listen to their subordinates, closely follow the grassroots, and be exemplary in learning, training, and action. As leaders, we must avoid two tendencies: One is to think that success is due to good leadership; and one is to think that failure or mistakes are due to poor advice from subordinates.

Currently, a number of cadres, civil servants, and public employees at all levels have a mentality of avoiding and shirking responsibility. This requires leaders to know how to listen and create conditions to help their subordinates; but on the contrary, we are not close to and avoid working with our subordinates. This is the second tendency. Being a leader like that is not good enough.

Therefore, at this time, leaders at all levels and sectors must be close, listen, share, and create favorable conditions for subordinates to complete their tasks. In particular, leaders must protect cadres who dare to think, dare to do, and dare to take responsibility. And to protect cadres who dare to think and dare to do, it is necessary to address the above two trends, this is an extremely important solution.

In addition, in work, we must boldly criticize, review, mobilize, and rotate cadres who are afraid of taking responsibility, avoid taking on other positions, or even not promote or include them in the planning. The entire province must strongly and resolutely implement these solutions to overcome the situation of cadres avoiding, pushing away work, and not daring to do it.

In addition, it is necessary to summarize the practice and propose to the Central Government to promptly amend, supplement and adjust legal documents that are still overlapping and stuck in the implementation process. Removing legal barriers is also an important solution for officials at all levels and sectors in the province to have conditions to fulfill their tasks well in the coming time.

Strengthen inspection and supervision of public service performance

Through the inspection and supervision work of the Central and the province, the situation of some party organizations, cadres and party members violating and showing signs of violations and lack of responsibility in performing public duties is not uncommon. This leads to a decrease in the leadership and direction capacity of the Party Committee, the effectiveness and efficiency of state management.

In Quang Nam, from 2021 to 2023, through inspection and supervision work, Party committees at all levels disciplined 279 party members; and Inspection Committees at all levels disciplined 205 party members for violations of lack of responsibility in performing assigned duties and tasks.

Seeing this situation clearly, the Party and the State have issued many documents and regulations to rectify, prevent and enhance responsibility in performing tasks; at the same time, tighten discipline, improve effectiveness and efficiency in leadership, direction and implementation of tasks among cadres, civil servants and party members. Along with concretizing the Central's policy, Party committees at all levels in the province continue to strengthen the work of inspecting and supervising party organizations, leaders and key cadres in areas, localities and working positions that are prone to corruption, negativity, have many prolonged complaints and low levels of completion of professional tasks.

Focus on overcoming limitations

The Central Inspection Commission's inspection results for Quang Nam, the Party Committee of the Department of Natural Resources and Environment for the 2015-2020, 2020-2025 terms and 2 department leaders were disciplined. Along with that, 2 subordinate party cells and 15 related party members were considered for disciplinary action; a number of ministries and party members of the Department of Natural Resources and Environment at all levels were also considered. From there, arose the mentality of a few party members, cadres, civil servants, and workers of the Department of Natural Resources and Environment in general and the Department of Natural Resources and Environment in particular, sometimes, in some places, they began to show signs of avoidance, fear of responsibility, and not daring to be bold in advising on the implementation of assigned tasks.

Among the identified manifestations, there are manifestations of still performing advisory tasks when assigned but not proactively proposing and organizing the implementation of tasks within the assigned authority and responsibility. Advising but not daring to clearly state political views; advising without clearly stating the work, progress, and responsibilities for assigned tasks when the law is not clear. Not coordinating or coordinating ineffectively with relevant agencies in organizing the implementation of unclear legal content.

With the violations and shortcomings mentioned in Conclusion Notice 581 dated November 30, 2023 of the Central Inspection Committee, the Party Committee, the Department's Board of Directors, Party cells and each Party member have seriously reviewed and focused on finding solutions to overcome the limitations and shortcomings pointed out for timely handling and advice on solutions.

In the immediate future, assign each Party Committee member and member of the Department's Board of Directors to be responsible for each task; regularly monitor and direct, speed up work progress, especially key projects of the province. For projects that need to be overcome, the Department's Party Committee and Board of Directors focus on evaluating and classifying each group of work, each type and proposing specific viewpoints of the industry to report to the Provincial Party Committee and the Provincial People's Committee for resolution.

At the same time, review administrative procedures; find the cause of delays in documents; solutions to overcome; especially documents related to land allocation, land lease, issuance of land use right certificates and land prices. For any content that is unclear or not specifically regulated in legal and sub-law documents, promote collective spirit, collect collective opinions, to find consensus in consultation...

Specify the policy of encouraging cadres to have innovative and creative thinking

After more than 2 years of implementing Resolution No. 16-NQ/TU of the Provincial Party Committee, administrative reform work has been implemented relatively synchronously by departments and branches. However, the announcement of the list of administrative procedures (AP) and approval of internal procedures in handling AP under the one-stop and one-stop mechanism in Quang Nam is still slow. The review and simplification of AP is mainly reducing the processing time.

In 2023, Quang Nam's Administrative Reform Index ranked 56th; Satisfaction Index on Administrative Services was 59; Provincial Governance and Public Administration Performance Index was 48; Provincial Competitiveness Index was out of the top 30. The satisfaction level of people and businesses with the service of the province's state administrative agencies in 2023 was still low and decreased compared to 2022, specifically: departments and branches: 81.28% (2022: 89.95%).

The self-inspection, supervision, assessment and handling of some departments towards affiliated units and civil servants and public employees in handling administrative procedures for organizations and individuals have not been carried out in accordance with the provisions of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government.

In some agencies, units and a number of civil servants and public employees, they do not dare to advise or propose work handling, do not decide on work within their authority; in some cases, they push work to higher-level agencies or to other agencies, and there is a lack of close, timely and effective coordination between departments, branches and localities...

The consequence is that the work processing is prolonged, hindering and reducing the effectiveness and efficiency of the direction and administration of authorities at all levels; in some places, it is very stagnant, reducing the trust of people and businesses in state agencies, affecting the implementation of the set socio-economic development goals.

To overcome this situation, I think that in addition to promoting propaganda, raising awareness and responsibility of each cadre, civil servant and public employee, there should be a policy to encourage and protect dynamic and creative cadres for the common good according to Conclusion No. 14-KL/TW, dated September 22, 2021, of the 13th Politburo, "On the policy to encourage and protect dynamic and creative cadres for the common good", Decree No. 73/2023/ND-CP regulating the encouragement and protection of dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good.

Party committees and authorities should research and concretize the policy of encouraging cadres to have innovative and creative thinking and breakthrough ways of doing things into regulations, rules and other documents, ensuring feasibility, effectiveness, and suitability with the unit's reality, creating a legal basis to motivate, encourage and protect dynamic and creative cadres for the common good. First of all, research, supplement and update the content of encouraging and protecting dynamic and creative cadres for the common good into the working regulations of Party committees and authorities to unify direction and organize implementation.

Eliminate the idea of ​​"no action, no wrong"

The Party Committee of the Provincial Agencies Bloc currently manages 65 subordinate party organizations with a total of more than 4,500 party members. Almost all policies, decisions and resolutions of the Party are advised by cadres and party members of the Party Committee of the Bloc to the Provincial Party Committee, People's Council and People's Committee. More specifically, among the cadres under the management of the Provincial Party Committee Standing Committee, more than 70% belong to the Party Committee of the Bloc.

This force has a great influence, spreading throughout the political system, in all areas of Party building, political system building and socio-economic development. It is undeniable that the role and position of grassroots party organizations and Party members of the Bloc Party Committee contribute to the overall development of the province. However, there are still some cadres who push away, avoid work, do not dare to do, do not dare to take responsibility.

To overcome the situation of pushing and avoiding work, first of all, the problem is still ideological work. It is necessary to propagate and educate cadres to have a strong political stance and clearly identify their responsibilities as public servants; eliminate the idea of ​​"no work, no wrong". At the same time, the Party Committee must lead to organize many political activities for cadres and party members to self-reflect and self-correct, to see for themselves what they have not done well or are not right, and then correct them.

The Party Committee of each agency, unit, and grassroots party organization in the Party Bloc needs to regularly review and supplement working regulations to clearly define responsibilities, decentralize authority, and clarify the work of collectives and individuals to organize implementation and evaluate work efficiency more clearly. At the same time, improve the leadership capacity and fighting strength of grassroots party organizations in conjunction with the mechanism for monitoring and evaluating cadres and party members.

“Avoiding and pushing work, along with the mentality of worrying, fearing inspection, and fearing disciplinary action, causes a number of cadres and civil servants to withdraw, keeping themselves safe with the idea of ​​“doing less, making less mistakes”, or even “not doing anything to avoid mistakes”.

Regarding personnel work, in addition to assessment and review of planning, there should be additional regulations on job transfer in sensitive areas; for cadres who show signs of pushing or avoiding work, they should be rearranged. Along with transferring and arranging cadres, it is necessary to evaluate, recognize, commend and reward cadres, party members, civil servants and public employees who are dynamic and creative, dare to think and dare to act for the common good, for the development of the agency or unit.

Studying and following Uncle Ho's example, implementing the 2024 theme, the Party Committee of the Provincial Agencies Bloc is implementing a political activity in the entire Party Bloc with the theme "Improving the sense of responsibility and effectiveness in performing public duties of cadres, party members, civil servants and public employees" to contribute to solving the problem of shirking responsibility.
