According to the content of the document, one of the requests of the Chairman of the People's Committee of Thua Thien-Hue province to the heads of departments, branches and sectors under the Provincial People's Committee, Chairman   The People's Committees of districts, towns and Hue City must promptly review, replace or transfer to other jobs for cadres, civil servants and public employees with weak capacity. Resolutely overcome the situation of pushing things around, not daring to do, not daring to advise, propose, avoid, work half-heartedly, and delay. For cadres who do not dare to take responsibility or do not decide on issues and jobs under their authority, causing consequences, they must review and handle the collective and individual responsibilities involved in accordance with the regulations of the Party and the State.  

At the same time, in coordination to resolve work within the authority, only organize to collect opinions from agencies directly related to projects, programs, plans, etc., do not collect opinions from agencies that are not directly related or unnecessary. The agency that is consulted has the responsibility to respond on time, in accordance with its functions and tasks, with clear viewpoints and responsibilities, not to respond generally, avoid or shirk responsibility, affecting the progress of the work of the agency or unit that is consulted.  

In particular, it is necessary to promote the effectiveness of channels for receiving feedback and recommendations from people and businesses; proactively and actively organize dialogues with people and businesses to promptly and thoroughly resolve feedback, recommendations, thoughts and aspirations of people and businesses; report to competent authorities for consideration and handling of issues beyond their authority; absolutely do not push back, beat around the bush or avoid.

In addition, the Chairman of the People's Committee of Thua Thien-Hue province also requested the Department of Home Affairs.   Preside over and coordinate with relevant agencies and units to review and advise competent agencies to perfect mechanisms, policies and laws on the management of cadres, civil servants and public employees, including: Focusing on innovation and improving the quality of cadres, civil servants and public employees' evaluation work according to criteria, products, specific results, and quantifiable evaluation; linking individual evaluation with collective and task performance results of agencies, units and localities; effectively using evaluation results as a basis for arranging, using, appointing, rewarding and disciplining cadres, civil servants and public employees.
