The key to opening the door to digital transformation and a cashless economy

In the strong flow of the Industrial Revolution 4.0, the Government's Project 06 is not only a technology project, but also a beacon for the national digital transformation process. With the mission of laying the foundation for digital government, digital society and digital citizens, Project 06 is gradually shaping a modern Vietnam, where technology gives wings to sustainable development. In particular, this project plays an important role in effectively implementing Resolution 57 of the Politburo, towards a comprehensive digital economy, where all transactions and services are carried out quickly, conveniently and safely.

Digital payment - a "bright spot" in digital transformation

In many Government meetings on science and technology development, innovation and national digital transformation, Prime Minister Pham Minh Chinh emphasized: Digital transformation is not simply the application of technology, but also a change in management thinking, operation and provision of public services. The Government's Project 06 is the key to removing old barriers, building a smart digital ecosystem, where data plays a central role and brings practical benefits to every citizen and business.

One of the biggest highlights of Project 06 is the development of a national population database. This is not only a huge data warehouse that helps optimize state management, but also a bridge to deploy a series of digital services such as healthcare, education, insurance, finance, and banking without using cash payments. Thanks to that, administrative procedures become more streamlined, transparent, saving time and costs for both people and businesses.

The changes do not stop there. Project 06 also creates a solid legal corridor, ensuring information security, preventing fraudulent acts in online transactions. With a chip-embedded citizen identification card and a VNeID electronic identification account, each individual can access public services without cumbersome paperwork, opening a new era of convenience and security. In particular, data-based tools have helped promote cashless payments, which is also an inevitable trend in a digital society when citizens have been developed into digital citizens.

Colonel Vu Van Tan, Director of the Department of Administrative Police for Social Order, Ministry of Public Security, Secretary of the Government's Project 06 Implementation Working Group, assessed: The explosion of non-cash payments is a clear demonstration of the achievements of Project 06. When population data is linked to the financial and banking system, transactions become faster, easier and safer than ever. People can now pay with just one touch on their phones, through methods such as e-wallets, QR Codes or bank transfers, gradually eliminating dependence on traditional cash.

Not only stopping at personal transactions, cashless payments have been and are being strongly deployed in public areas. Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police, assessed: In Hanoi, smart parking services using electronic payments have helped reduce traffic congestion, save time and costs. Not only that, cashless payments also contribute to preventing fraud, tax evasion, and negative phenomena that cause insecurity and disorder.

In the healthcare sector, the Ministry of Health has promoted cashless payment of hospital fees at many major hospitals, helping patients and their families avoid long waiting lines. In addition, many hospitals have developed paperless hospitals such as Bach Mai Hospital, Cho Ray Hospital, Bac Ninh General Hospital, creating the most favorable conditions for patient management and healthcare, which has been highly appreciated by the people, patients and public opinion.

Similarly, the education system is also gradually becoming digital, as parents can pay their children's tuition fees through online platforms, and social security benefits are also transferred directly to the beneficiary's bank account. Promoting electronic payments not only creates favorable conditions for people but also contributes to economic transparency, minimizing tax evasion and money laundering. At the same time, it also helps reduce printing and cash circulation costs, bringing great benefits to both the State and businesses.

Resolution 57 and the transformation of the digital economy

Resolution 57 of the Politburo has outlined a strategic path to develop the digital economy and digital society, and the digital government. Project 06 is considered one of the important components, a sharp tool to help realize that vision. With the extensive application of technology in State management and life, the project not only improves governance efficiency but also creates a digital ecosystem where people, businesses and State agencies can connect and interact seamlessly, administrative procedures are increasingly being cut "unlimitedly" according to the direction of the Prime Minister.

People who make cashless payments also contribute to promoting the building of digital citizens and digital society.

To date, according to the report of the Government's Project 06 Implementation Working Group, ministries and branches have completed the integration of 58/76 essential administrative procedures on the National Public Service Portal. Of which, the Ministry of Public Security has proactively reviewed and evaluated 495 administrative procedures of ministries and branches. Specifically, there are 324 administrative procedures that can be cut or reduced (with file components that are information that has been integrated on the VNeID account), 200 administrative procedures can exploit digitized civil status data and land data to cut or reduce file components.

For example, the Ministry of Construction has developed a roadmap to deploy VNeID and biometric applications at Tan Son Nhat International Airport and Noi Bai International Airport, facilitating people when doing procedures at the airport. The Ministry of Health has officially launched and put into operation the Medical Data Coordination System, and to date, 142 medical examination and treatment facilities in 29 localities have used electronic medical records. 98% of civil status data has been digitized, 99% of civil servant and public employee data has been cleaned with the National Population Database; data on taxes, insurance, land, etc. are also being urgently digitized and cleaned.

On the side of the Ministry of Public Security, it has organized a working session with the Ministry of Science and Technology and technology enterprises accompanying the Government to focus on researching and proposing the implementation of 38 service tasks and products for ministries, branches and localities; worked with the Ministry of Health and 5 banks (Agribank, MBBank, BIDV, Vietinbank, Vietcombank) to deploy infrastructure, electronic medical records and agreed to support the opening of free social security accounts for people.

The Ministry of Public Security also worked with 7 technology enterprises to deploy key task groups including: Building an overall strategy to present land data; Building an overall strategy in the financial sector; Deploying a Construction and Planning Database; Income and Asset Control Database; Administrative Violation Database; Agricultural Database; Social Security Database; Deploying an education platform; Civil status database; Immigration Database; AI products; Comprehensive digital transformation solutions for the healthcare sector.

The above actual figures have clearly demonstrated the effectiveness of Project 06. Up to now, millions of online payment transactions have been successfully carried out on digital platforms, helping to save thousands of billions of VND for society. The habit of using cash is gradually changing, people and businesses increasingly trust electronic payment methods, contributing to promoting the sustainable development of the digital economy as well as thoroughly reforming cumbersome administrative procedures, which are not without harassment.

Project 06 is not only a project about data or technology, but also a solid step towards building a digital Vietnam - where all transactions and procedures can be carried out online. When public administrative services become smarter, when every financial transaction is carried out in a split second without cash, it is a sign that digital transformation is truly coming to life. By leveraging the power of technology, Project 06 not only helps effectively implement Resolution 57 of the Politburo but also opens up a new horizon for the country's sustainable development. A digital Vietnam is gradually taking shape, where every citizen can proactively seize opportunities and move forward with the digital era.
