In the process of national development, culture and people are always placed at the center by our Party and State - "the regulatory system of the development process". And these are also the fundamental factors, contributing to creating a progressive and civilized environment as the fundamental driving force for all sustainable development.

Relentless efforts
Thanh Nha Ho - a prominent name not only on the map of Vietnamese heritage, but also in the treasure trove of human cultural heritage, thanks to its extremely unique and exclusive values. If we consider a relic as a materialized "message" passed down from generation to generation; then Thanh Nha Ho is a "message" of miracles, beauties, values and mysteries. It is a "message made of stone", which has "stood the test of time" for more than 600 years, to tell future generations stories imbued with the national spirit, the spirit of humanity, the spirit of labor and the wonderful creativity of our ancestors.
More than 10 years since entering the world heritage treasure, Thanh Hoa province has made many efforts in management and conservation to gradually turn the Ho Dynasty Citadel into an attractive cultural and heritage destination. Discussing with Dr. Nguyen Ba Linh, Director of the Ho Dynasty Citadel Heritage Conservation Center on this issue, it is known that: In order to create a legal basis for the management of the Ho Dynasty Citadel heritage site, the Thanh Hoa Provincial People's Committee has issued regulations and rules in accordance with the specific management conditions of the heritage site. At the same time, a master plan for the conservation and promotion of the value of the Ho Dynasty Citadel heritage site was established and approved by the Prime Minister in Decision No. 1316/QD-TTg, dated August 12, 2015 on the Master Plan for the conservation and promotion of the value of the Ho Dynasty Citadel relic site and its surrounding areas associated with tourism development. This is an important decision, creating a legal and scientific basis for the conservation and promotion of the value of the Ho Dynasty Citadel heritage site. Along with that, the province has focused on implementing a strategic archaeological program at the heritage site, which serves as an important basis for implementing heritage conservation and restoration projects. In addition, it has built and implemented programs and projects to exploit and develop tourism at the world cultural heritage site of the Ho Dynasty Citadel.
Despite the province's interest, turning the Ho Dynasty Citadel into a "My Son Sanctuary of Vietnam" capable of attracting domestic and international tourists is still a matter of discussion. In reality, although the number of visitors to the Ho Dynasty Citadel increases every year, compared to the position and potential of a world cultural heritage, the number of visitors is still quite modest. For example, in 2024, the Ho Dynasty Citadel attracted 260,000 visitors; of which, domestic visitors were 257,008 and international visitors were 2,992. In addition, investment in infrastructure, accommodation services, and tourism products at the heritage site is still slow compared to the set goals and requirements.
In recent years, along with implementing the Party and State's policies and guidelines on culture, Thanh Hoa province has also developed and implemented many mechanisms and policies to promote cultural activities in the area. In the 2014-2024 period alone, the province has invested 6,501.9 billion VND from the State budget and 3,412.2 billion VND from socialized sources for the work of preserving and promoting the value of cultural heritage; organizing holidays, anniversaries, cultural and sports activities for the masses, traditional festivals; building and repairing cultural institutions; supplementing and improving the knowledge of cultural staff...
However, in reality, exploiting cultural resources to serve socio-economic development is always a difficult story and a two-sided issue. For example, exploiting cultural heritage to develop tourism is not easy, because to turn heritage potential into economic benefits requires many mechanisms and policies with enough leverage. Its two-sided nature is because it requires a scientific and methodical way of thinking about tourism economics. In particular, it is necessary to harmonize management so that heritage is not harmed by economic activities (tourism) and effective development (attracting many tourists). Not to mention, to effectively exploit heritage (especially world cultural heritage, special national cultural heritage) to serve tourism, it is necessary to pay attention to the stages of conservation, restoration and investment in tourism infrastructure items (food, accommodation, shopping, etc.). Meanwhile, to do this, we must "understand" many regulations related to the Law on Cultural Heritage, the Law on Construction, the Law on Investment...
In addition to the difficulties in exploiting and promoting cultural resources for development, the creation of a safe, healthy and civilized cultural environment is also facing many challenges. That is, social evils and law violations are still complicated, including the negative influence of social networks. That is, the implementation of a civilized lifestyle in weddings, funerals and festivals in some localities has many variations that cause disgust and waste. That is, the state of degraded relics and the hasty and arbitrary thinking in restoring relics causes bad public opinion among experts and the people. That is, the system of grassroots cultural institutions in rural areas still has a local surplus and shortage after merging administrative units and the exploitation of functions is still monotonous and formal...
The "key" to unleashing endogenous resources
The difficulties and challenges in turning cultural resources into endogenous strength for development are not new problems. However, to have effective and feasible solutions to remove the "bottlenecks" is not a matter of a day or two. Therefore, the drastic and effective implementation of Resolution No. 17-NQ/TU dated July 4, 2024 of the Provincial Party Committee on continuing to build and develop Thanh Hoa culture and people in the new period is expected to gradually overcome the existing shortcomings in the cause of developing Thanh Hoa culture. Thereby, creating a premise for the formation and development of a healthy cultural life and a good cultural lifestyle in the community. At the same time, distilling into universal and sustainable values, capable of governing, adjusting and orienting the development of the whole community, of each locality, agency, unit, family and each person.
Thanh Hoa Citadel - a destination with great potential for tourism development.
To do that, Resolution No. 17-NQ/TU has clearly stated that, first and foremost, it is necessary to "clear up" the thoughts and awareness of the community and each citizen about the role of culture in general; about the viewpoints, goals, meanings and effectiveness of development, Thanh Hoa people's culture for the development of the homeland. From there, arouse and promote the spirit of patriotism, national pride, conscience, and responsibility of each Thanh Hoa citizen towards themselves, their families, communities, society and their homeland and country. Especially, in the context of strong integration, especially the explosion of science and technology as today, the requirement is to fight against the negative influence of foreign cultures, contrary to good customs and traditions. To do that, it is necessary to rely on national culture, with core values such as patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity... nurtured and developed on the foundation of advanced Vietnamese culture, imbued with national identity, associated with the system of national - democratic - humanistic - scientific values. From there, create "antibodies" strong enough to prevent and repel harmful cultural flows that are contrary to national traditions and customs.
Culture is a product of endless creativity, therefore, it is necessary to encourage the creation of new cultural values and build brands for Thanh Hoa's typical cultural products. To do so, it is necessary to base on the core elements of the national value system, the cultural value system, the family value system and the standards of Vietnamese people in the new era, to focus on building Thanh Hoa people to develop comprehensively in terms of morality, intelligence, physical strength and aesthetics. At the same time, focus on building a healthy cultural environment, civilized lifestyle from the family to the community; build culture in politics, economics... In which, promote the spirit of solidarity, honesty, humanity, loyalty, promote democracy associated with the rule of law. Focus on cultivating in each citizen, especially the young generation, good traditional values in behavior, humane lifestyle, respect for honor, living responsibly towards society, having a scientific worldview, having ideals and aspirations to contribute; live with self-respect, have the courage to fight against the bad, the evil, honor the beautiful, the good in society...
To unleash cultural resources for development, it is necessary to invest resources in culture. These resources are not simply funds from the State budget invested in heritage conservation, organizing cultural activities, implementing movements, campaigns, etc.; but also human resources, human resources of cadres. At the same time, culture is the cause of all people, so it is necessary to implement socialization mechanisms and policies to mobilize maximum human and material resources in the community to build a safe, healthy, civilized cultural environment, or a popular culture "of the people", "by the people" and "for the people". This has also been emphasized in Resolution No. 17-NQ/TU as a key task and solution. Accordingly, in addition to researching, building and promulgating mechanisms and policies, prioritizing resources to build and develop Thanh Hoa culture and people in the new period; The province also builds appropriate mechanisms and policies to attract high-quality human resources to work in the cultural field; mechanisms and policies for the treatment of artists and cultural officials. At the same time, it invests in completing typical cultural institutions and works of the province and the system of grassroots cultural institutions, as well as exploiting the functions of the institutions as an environment for the creation and enjoyment of culture by the people.

President Ho Chi Minh affirmed: “Culture must light the way for the nation to go”. To do so, the process of implementing Resolution No. 17-NQ/TU must be based on a solid foundation of Thanh Hoa’s cultural traditions to “plant” and create new cultural values, or nurture and develop good values. From there, Thanh Hoa’s culture and people - with its identity values forged over thousands of years and new cultural values - truly become the fundamental “internal force” promoting the process of innovation and development of the homeland.
