Lao Cai province planning:
New resources for Lao Cai to "take off"
It can be said that the Planning for the 2021-2030 period, with a vision to 2050, is a "golden opportunity" for Lao Cai to take off because before the Planning Law took effect (from January 1, 2019), the master plan for socio-economic development, the planning for the development of industries, fields, and key products were mainly implemented according to many different regulations, so there were many shortcomings, limited quality, and lack of inter-regional and inter-sectoral cohesion.
The management and inspection of planning implementation are not clearly regulated, sanctions for violations in planning are not strict, and the mobilization of resources to implement planning is limited, leading to a prolonged situation of "suspended" planning, causing waste of development resources.
Recognizing this issue, Lao Cai province pays special attention to planning work, considering it a key political task, so the province always prioritizes financial resources as well as human resources for planning work. During the construction process, the province has mobilized the participation of the entire political system to ensure that the planning is close to reality, has a strategic vision and has breakthrough thinking.
On December 13, 2019, the province submitted and received approval from the Prime Minister for the Provincial Planning Task. The planning process took place from April 2020 to November 2021... After many times of receiving and adjusting based on the recommendations of central ministries and branches (20 ministries and branches), the provinces in the Northern Midlands and Mountains, Lao Cai has completed the Lao Cai Provincial Planning for the period 2021-2030, with a vision to 2050, to submit to the Prime Minister for approval.
Looking at the planning of Lao Cai province for the period of 2021-2030, with a vision to 2050, we can clearly see the will and aspiration of Lao Cai province to rise with the goal that by 2030, Lao Cai province's GRDP per capita will be among the top 10 provinces and cities with the highest GRDP per capita in the country; per capita income will be among the top 30 provinces and cities with the highest per capita income in the country; becoming the center of the region and the country in terms of tourism, border gate economy, services and manufacturing and processing industry. By 2050, Lao Cai will be built into a developed province, a development center of the Northern Midlands and Mountains region and the whole country; an important connection center on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor between China, Vietnam, ASEAN and Europe with a synchronous, modern and integrated infrastructure system.
Lao Cai province has determined to develop tourism into a spearhead and breakthrough economic sector, gradually becoming a key economic sector, a driving force for socio-economic development; to build the Border Gate Economic Zone into a large and important logistics center of the country, a trading center connecting ASEAN countries with the Southwest market - China, Europe; to develop industry in the direction of deep processing, expanding the position and role of the province in the industrial production chain of the whole country; to focus on converting agriculture to commodity production, shifting thinking from agricultural production to agricultural economic development. The fields of trade, services, education, health, culture, society, information and communication, science and technology, etc. have been comprehensively developed and are among the advanced groups of the whole country; the material and spiritual life and living environment of the people have been improved; cooperation and integration have been expanded; and a solid national defense and security posture has been built.
Making the most of the opinions of central ministries, branches, experts, managers, scientists, businesses and people, Lao Cai province has built a picture of the future that is close to reality, has a strategic vision and breakthrough thinking.
Lao Cai province's planning for the period 2021-2030, with a vision to 2050, selects 3 breakthroughs : Completing a synchronous and modern socio-economic infrastructure system, focusing on key transport works, large urban infrastructure, border gate infrastructure, and digital infrastructure. Developing and enhancing the application of science, technology, innovation, and promoting digital transformation. Developing advantageous service industries with high knowledge and technology content: Border gate economy, tourism, education - training, and healthcare.
Focus on implementing 5 key tasks : Perfecting institutions and policies; Developing human resources and labor resources; Perfecting infrastructure, focusing on transport infrastructure and digital infrastructure; Developing agriculture, rural areas and arranging and stabilizing the population; Preserving and promoting the cultural identity of Lao Cai people.
Development priorities: Based on analysis and assessment of potentials, advantages and forecasting of development trends, the Provincial Planning has identified development priorities, including one dynamic axis, two development poles, three economic regions, and four pillars of economic development .
A dynamic axis: Forming a dynamic economic axis along the Red River, in which developing the urban axis: Bat Xat town expansion, Lao Cai city, Tang Loong town, Pho Lu town expansion (including: Son Ha, Son Hai), new urban areas of Bao Ha - Tan An, Trinh Tuong, Vo Lao; developing processing industry, manufacturing industry, deep mineral processing industry, light industry, deep agricultural processing industry; attracting investment in building logistics zones, dry ports, commercial infrastructure serving border gate economy, industrial parks, industrial clusters; developing tourism service areas, cultural - spiritual tourism and entertainment. The dynamic economic axis along the Red River plays a role in connecting the development space of the two development poles, the three economic regions of the province, connecting inter-provincial and connecting the whole country with the Southwest region - China on three connecting platforms: socio-economic infrastructure, historical culture and enterprises.
Two development poles: The northern pole includes Lao Cai city, Bat Xat district, Sa Pa town, Bac Ha district and part of Bao Thang district: Developing border gate economy, trade, urban, tourism, industry, agriculture, is an area directly connected to the Southwest region of China; The southern pole includes Bao Yen district, Van Ban district: Developing urban, industry, tourism, agriculture and forestry, is an area connecting the province with the provinces of the Northern Midlands and Mountains, the Northern Delta with the ASEAN region. The southern development pole, including Bao Yen, Van Ban, Bao Thang districts and the southern area of Lao Cai city: Has a role in linking and connecting with the Noi Bai - Lao Cai expressway, the Vietnam - China international railway, and cross-connecting roads to the eastern provinces (Ha Giang, Tuyen Quang), the western (Lai Chau, Dien Bien Son La), the southern (Yen Bai, Phu Tho, the northern provinces, Hanoi, Hai Phong, Quang Ninh).
Three economic regions: The lowland includes Van Ban and Bao Yen districts; The highland includes Bac Ha, Simacai, Muong Khuong districts, Sa Pa town, the western part of Bat Xat district; The central region includes Lao Cai city, Bao Thang district, the lower part of Bat Xat district along the Red River.
Four pillars of economic development: Developing border gate economy and services; Developing processing and manufacturing industry; Developing tourism; Developing agricultural, forestry and fishery economy.
To effectively implement the Provincial Planning for the period 2021-2030, with a vision to 2050, 6 fundamental groups of solutions have been clearly identified. First of all, it is a group of solutions on resource mobilization and use: Investment capital demand in the period 2021-2030 is about 774 trillion VND, of which the period 2021-2025 is about 260 trillion VND, the period 2026-2030 is about 514 trillion VND. The expected scale of capital mobilized from the following sources: State budget is about 80 trillion VND, ODA capital is about 6 trillion VND, government bond capital is about 6 trillion VND, foreign investment capital (FDI) is about 290 trillion VND, investment capital of the enterprise sector is about 122 trillion VND; investment capital of the residential area is about 270 trillion VND.
Along with that, groups of solutions will be deployed, including human resource development; environmental protection; science, technology and innovation development; development linkage mechanisms and policies; management and control of urban and rural development.
