On the afternoon of February 4, Mr. Phu Vinh - Owner of Phu Vinh Lottery Agency (Ward 3, Tra Vinh City, Tra Vinh Province) confirmed with VietNamNet that a man brought 2 lottery tickets that had won the jackpot but were torn and asked him to submit a petition to the lottery company for consideration and resolution.
According to Mr. Vinh, the two winning lottery tickets were from Hau Giang Lottery Company Limited. The winning number was 916303 - drawn on February 1 (the 4th day of Tet). The person who won the two torn lottery tickets mentioned above is Mr. M. (residing in Tra Vinh).
“Mr. M.’s younger brother also won two special lottery tickets with the number 916303 and they were still intact, so I redeemed them on the evening of February 1. The next day (February 2), Mr. M. brought two special winning lottery tickets but they were torn, missing the head and tail, only the middle part remained, to ask for support in submitting a request to the lottery company for consideration of prize payment.
"Of his two lottery tickets, one had the winning number 9163 and the other had the number 91630," Vinh said, adding that the man bought the lottery ticket and put it in his pocket, then went down to the pond to catch crabs, so it got wet and torn.
“There were 15 lottery tickets that won the special prize with the number 916303 - most of the winners were relatives of the man mentioned above,” Vinh added.
A nephew of Mr. M. said: "My uncle bought 10 lottery tickets with the number 916303, and gave 8 to his siblings and relatives; he kept the other two.
After that, he put it in his pocket and went to catch crabs and pick coconuts. In the afternoon, when he heard the news of winning the jackpot, he looked for the two lottery tickets and found them torn to pieces.
The nephew added that his uncle and his family rented a car to go to Hau Giang Lottery Company, but were refused because the lottery ticket was torn and the stamp was missing. After the company explained clearly, he left, mentally broken.
Speaking with VietNamNet, Mr. Le Van Thang - Director of Hau Giang Lottery Company Limited confirmed that someone from Tra Vinh came to the company to "inquire" about whether the two lottery tickets that won the special prize but were torn would be paid or not.
Upon examination, these two lottery tickets were torn, no longer intact, and no longer had the original shape or size... according to Circular 75, so the company could not resolve them.
"The ticket is so small, unrecognizable, and cannot be compared. We feel very sorry for them, because they are very lucky to win the special prize, but the regulations require that they meet the conditions to be paid," said Mr. Thang.
