Following Quarter 4 Quarter Chief Nguyen Van Vung to Hoi Chua, the reporter noticed many landslides that had been eating deep into people's gardens; along Hoi Chua, many large blocks of soil and bamboo bushes were waiting to fall into the water. "Hoi Chua has been collapsing for many years, but the situation has become increasingly serious in the past 5 years. Due to the landslides, Hoi Chua is getting wider while people living around this area are increasingly worried because the land is shrinking and the risk of affecting their houses is also clearly present," said Mr. Nguyen Van Vung.

Local people said that Hoi Chua was formed a long time ago, this is actually a large stream originating from Lam Lang village, Cam Thuy commune, Cam Lo district, passing through the area of Ward 4 about 150m long and then flowing into Hieu river. Previously, the landslide was not serious but since the drainage project in Ward 4, the intersection with Hoang Dieu street of the 19/5 Cam Lo dam sub-project, Hoi Chua - Dong Ha canal, T5 Cam Lo canal invested by the Department of Agriculture and Rural Development (completed in 2012) has been operating unstably, the landslide situation at Hoi Chua has become complicated.

Having lived next to the pagoda for decades, Mr. Vo Trong's family now feels more worried than ever when the pagoda's bank is only a short distance from his garden because the erosion is becoming more and more serious, especially after several heavy rains and floods in 2023 and 2024. "Every time there is a prolonged heavy rain, my family is very worried about the bank eroding and affecting the land and houses. I am 71 years old this year, my family has few people, and this worry makes me very tired. I hope that the authorities at all levels will soon have a solution to overcome this so that people can live in peace," Mr. Trong said.

Living next to the Temple bank, Ms. Vo Thi Nhung and many other households also share the same feeling of insecurity as the Temple bank is eroding deeper and deeper into farmland and residential land. The large bamboo bushes on her family's garden land adjacent to the bank have been thinning out year by year following the fierce water flow. "The bank that passes my house has been eroding heavily in the past few years. The neighborhood and ward authorities have come to inquire and understand the situation, but I still don't know how to handle it," Ms. Nhung said.

According to Quarter 4 Chief Nguyen Van Vung, Hoi Chua landslide is currently directly affecting 5 households: Ho Sy Thanh, Vo Trong, Ho Thi Bon, Vo Thi Lam, Le Thi Thuy. If authorities at all levels do not have a solution soon, the landslide will become more complicated, affecting many other households in the area. People and the ward committee have repeatedly reported to the authorities and meetings with voters of People's Council delegates at all levels, but so far the matter has not been resolved. We request that the authorities promptly resolve this situation so that people can live in peace.

Speaking to reporters, Chairman of Dong Thanh Ward People's Committee Vo Ngoc Nam said that the landslide situation at Chua bald area has been reported many times by the people, and the ward authorities have also conducted many field surveys and reported the situation to the City People's Committee. In the report explaining voters' recommendations before the regular meeting at the end of 2024 of the Dong Ha City People's Council, the City People's Committee has acknowledged the people's recommendations. At the same time, it said that to handle this situation, the City People's Committee has included the embankment project at Chua bald area in the list of medium-term public investment plans for the period 2026 - 2030, submitted to the City People's Council for consideration and approval. "On the local side, on February 19, 2025, the Ward People's Committee submitted a report on the appraisal and approval of the report proposing the investment policy for the embankment project to prevent erosion at Chua bald area to the City Finance - Planning Department.

Accordingly, the project will build a 190m long embankment on the left bank of the Pagoda with a total estimated investment of over 2.7 billion VND, of which compensation and resettlement support costs are about 200 million VND and construction costs are nearly 2.05 billion VND.

The investment goal is to completely resolve the erosion of the Chua bank, stabilize the lives and production of people in the area as well as contribute to the completion of urban infrastructure in the ward. However, in the current context, it is not known when this project will be approved and implemented by the competent authority," Mr. Vo Ngoc Nam added.

The landslide at Hoi Chua is making the people of Ward 4 feel insecure and the authorities of Dong Thanh Ward are worried. Therefore, this issue needs to be resolved soon by the relevant agencies to ensure the safety of people's lives and property as well as the State's infrastructure works.
