In response to the complaints of many candidates who were unable to log into the system to register for the Competency Assessment exam, Mr. Nguyen Tien Thao - Director of the Testing Center, Hanoi National University confirmed that candidates were unable to access the website to register for the Competency Assessment exam this morning.
Network congestion for registration for the Competency Assessment exam
The Director of the Testing Center said that the registration portal for the High School Student Assessment (HSA) exam of Hanoi National University opened from 9:00 a.m. on February 18 to receive applications from candidates taking the HSA exam in March and April 2024.
The HSA registration portal has been inaccessible since registration opened at 9am this morning.

"By 9:25 this morning, the number of accesses to over 96,200 accounts led to network congestion. The Testing Center immediately took action to resolve the network congestion and recommended that candidates wait in line to register or return to register later.
The connection can only handle about 50,000 students accessing, but there were about 100,000 candidates accessing at the same time. Many students had finished registering and did not exit the page, so the connection was overloaded and could not handle it.

Mr. Thao added that the system is currently closed, when the traffic gradually decreases, the system will automatically reopen for other candidates to access. The registration portal for the competency assessment exam will continue to be open until the exam session has enough candidates or closes 14-18 days before the official exam date.
This registration portal only serves 52,000 exams, so more than 1/3 of candidates will choose the registration portal opening on March 6 for the May and June 2024 exams.
The first round of exams (HSA 401) took place on March 23 and 24. Items allowed into the exam room included an ID card, a Vietnam Geography Atlas (without any additional characters), and a simple handheld calculator that candidates were allowed to bring into the exam room without text editing functions and without a memory card to store data, without the function of transmitting and receiving information, and only capable of performing arithmetic, trigonometric, and simple calculations.

In 2024, the Hanoi National University Examination Center will organize 6 exam sessions from March 23 to June 2 in 10 localities nationwide, including: Hanoi, Thai Nguyen, Hung Yen, Hai Duong, Nam Dinh, Thai Binh, Hai Phong, Thanh Hoa, Nghe An, Ha Tinh. The first registration portal opens at 9:00 a.m. on February 18.

Hanoi National University Examination Center notes: The exam schedule may change and will be notified to candidates 14 days before the exam. Candidates register for the exam at http:/hsa.edu.vn/ and select the exam location, exam date, and exam session. The registration system only allows accounts to log in and operate on one computer device at the same time.
The system allows candidates to register for a maximum of 2 exams per year (as of December 31, 2024). The two exams must be at least 28 days apart. The exam will be automatically closed when the registration space is full. The exam fee is 500,000 VND/candidate/exam and is non-refundable for any reason. Therefore, candidates should read the instructions carefully and consider carefully before paying the fee. After 96 hours, the exam will be automatically canceled if the candidate does not complete the fee payment.
The Testing Center reminds candidates that when registering for the exam, they need to choose the appropriate option to avoid overlapping with the high school semester exam schedule or the exam schedule of the Department of Education and Training organized in early April every year.
The test to assess high school students' abilities is done on a computer, lasting 195 - 199 minutes, consisting of 3 parts with objective multiple choice questions (choosing answers) and fill-in-the-blank questions in the fields of Mathematics (50 questions, 75 minutes), Literature - Language (50 questions, 60 minutes), Natural and Social Sciences (50 questions, 60 minutes). Part 1 and Part 3 will have 1-3 additional test questions that are not scored.
Candidates can check their exam results and receive their Certificate of Exam Results 14 days after taking the exam. The Certificate of Exam Results will be sent via registered mail to the address and phone number declared in the HSA exam registration account.
