According to Decree 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation, effective from January 1, 2024, the bonus level for People's Artists is 12.5 times the base salary, and for Meritorious Artists is 9 times the base salary.
Specifically, artists receiving the title of People's Artist receive a bonus of 22.5 million VND (equivalent to a coefficient of 12.5). Artists receiving the title of Meritorious Artist receive a bonus of 16.2 million VND (equivalent to a coefficient of 9).
In addition, artists who are awarded the title will also receive a salary increase from their governing body.
Artist My Uyen received the title of People's Artist after 28 years of artistic activities.
Sharing with VTC News , artist My Uyen - Director of the Ho Chi Minh City Small Stage Drama Theater (stage 5B) said that the salary increase is only for artists working in public agencies, under the management of the state. As for freelance artists, apart from the bonus according to the prescribed framework and the certificate of merit from the President, there will be no additional treatment.
My Uyen said that in 2012, when she was awarded the title of Meritorious Artist, the reward she received was a certificate of merit and nearly 7 million VND. This year, because the award ceremony has not yet taken place, she personally does not know the exact amount of the reward.
“The Meritorious Artists and People's Artists will receive a salary increase, but this is a benefit only for individuals in state-owned troupes. All artists in socialized theaters and freelance artists will not enjoy this policy, there are no special salary and bonus mechanisms," artist My Uyen added.
“If I work outside, with the title of Meritorious Artist or People's Artist, the organizations will respect me and may increase my salary by 10-15%. As for the salary paid by the stage, of course there will be no change at all,” artist My Uyen shared more.
My Uyen affirmed that the title of People's Artist is simply a spiritual reward for freelance artists like her.
According to artist My Uyen, up to now, most artists living and working in Ho Chi Minh City are freelance artists, working with a love for art, participating in any suitable role, any stage or any director invited by them without thinking about seeking a title.
“Our works when competing receive medals, are recognized by cultural managers. Then we make a file to be considered for the title of Meritorious Artist or People's Artist. This is like a reward with more spiritual meaning for those working in the profession. But for freelance artists, artists of socialized theater, this title has no mechanism or priority, treatment.
There are only about 10 state-run groups in Ho Chi Minh City, but many of their independent artists have become famous and received medals," said artist My Uyen.
However, My Uyen does not feel disadvantaged when choosing to be a freelance artist. Because she believes that: “If artists just sit around waiting for support money or salary, how can they do their job? We artists are racing with passion, with love for the profession, with works and the sublimation of artistic emotions .”
