Implementing the Prime Minister's Official Dispatch No. 86 dated September 3, 2024 on urgently deploying response to storm No. 3 in 2024, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention sent an official dispatch to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention; Directors of Departments; Heads of departments, branches, and organizations; Chairmen of People's Committees of districts, cities, towns and related units.

The telegram stated:

On the morning of September 3, international storm YAGI crossed Luzon Island (Philippines) into the northeastern East Sea, becoming the third storm to operate in the East Sea in 2024.

It is forecasted that storm No. 3 will be very strong and will continue to strengthen. The strongest wind at sea can reach level 13, gusting to level 16 in the coming days, moving quickly towards Hainan Island (China) and the Gulf of Tonkin, with a very high possibility of directly affecting the sea and mainland of the Northern and North Central regions.

To proactively respond to storms and floods caused by storms, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) requests the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense; Directors of Departments; Heads of departments, branches, and organizations; Chairmen of People's Committees of districts, cities, towns and related units to deploy response work to storm No. 3 with the most urgent and drastic spirit, focusing on the following specific tasks:

1. Proactively organize close monitoring of forecast information, developments of storms, rains, and floods, promptly direct and deploy response work according to the "four on-site" motto according to assigned tasks and authority, avoid being passive or surprised to ensure safety of life and minimize property damage to people.

2. For sea routes

- Organize inspection, counting, proactively inform and guide vehicles and boats (including fishing boats, transport ships, and tourist boats) still operating at sea to know, not to enter or exit dangerous areas or to return to safe shelters; take measures to ensure the safety of vessels at anchorage areas. Prepare rescue forces and means to promptly handle situations;

- Review and implement measures to ensure safety for tourism, aquaculture and fishing activities at sea, estuaries and along the coast; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them.

3. For plains and coastal areas

- Proactively organize the evacuation of people from unsafe weak houses, areas at risk of deep flooding and landslides, especially at river mouths and coastal areas;

- Implement measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, dikes; protect agricultural production, prevent flooding in urban areas and industrial parks;

- Proactively direct the harvesting of rice, crops, and aquaculture areas until harvest time according to the motto "green at home is better than old in the fields";

- Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety.

4. For mountainous areas

- Deploy shock forces to inspect and review residential areas along rivers, streams, dykes, dams, low-lying areas, areas at high risk of flooding, flash floods, landslides to proactively organize the relocation and evacuation of people when situations arise; clear the flow, promptly handle construction incidents from the first hour;

- Prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations;

- Check and proactively take measures to ensure safety of reservoirs and downstream areas; arrange permanent forces ready to operate, regulate and handle situations;

- Control and guide safe traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes;

- People are strictly prohibited from collecting firewood, fishing,... on rivers, streams, and downstream of dams during floods to avoid human casualties.

5. The Director of the North Central Hydrometeorological Station closely monitors, strengthens forecasts, warnings, and timely information on storm developments, floods, flash flood and landslide risks so that relevant agencies and people can proactively deploy response measures.

6. The Director of the Department of Agriculture and Rural Development closely monitors the situation of storms and floods, proactively directs and effectively implements the work of ensuring the safety of dikes, dams, protecting agricultural production and aquaculture, and exploiting aquatic and seafood products.

7. Commander: Provincial Military Command, Provincial Border Guard Command; Provincial Police Director directs and coordinates with forces stationed in the area to review response plans, proactively deploy appropriate forces, means and equipment to be ready to support localities in responding to storms, floods, evacuating people, and conducting rescue operations. Provincial Border Guard Command, based on storm developments and forecasts, promptly advises the Provincial People's Committee to issue a sea ban.

8. The Department of Industry and Trade, according to its state management functions and assigned tasks, shall proactively direct hydropower reservoir owners to strictly implement regulations on dam safety management and reservoir operation procedures; closely coordinate with local authorities to promptly provide information and ensure safety for people, especially in emergency flood discharge situations; inspect the work of ensuring the safety of the power grid system, maintaining supply when rain and floods occur, especially ensuring electricity for flood control and drainage works; ensure the reserve and supply of goods and necessities to serve the needs of the people.

9. The Director of the Department of Health directs and guides localities in implementing environmental sanitation and disease prevention and control during and after floods.

10. The Director of the Department of Tourism directs to grasp the number of tourists, especially at coastal tourist areas; inform tourism businesses about the storm situation so that businesses can proactively prepare plans.

11. Provincial Radio and Television Station, Nghe An Newspaper, and press agencies increase the time and report promptly on developments of storms, floods, and response work so that people know and proactively prevent and avoid them.

12. Directors of Departments, Heads of other relevant departments, branches and organizations, according to their state management functions and assigned tasks, proactively direct and coordinate with localities to promptly and effectively deploy measures to respond to storm No. 3 and floods caused by storms.

13. Members of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Response, according to their assigned tasks, inspect and supervise response work in the localities they are responsible for, especially inspecting evacuation plans and locations.

14. The Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention organizes a duty team to closely monitor the situation, proactively direct and urge localities to deploy response work in accordance with actual natural disaster developments; promptly summarize damages, report, and propose to the Provincial People's Committee to direct and handle issues beyond its authority.
