October 11 Opening of the 27th Session of the National Assembly Standing Committee

The National Assembly Office said that the 27th session of the National Assembly Standing Committee is scheduled to take place over 4.5 days, from October 11 to the morning of October 17 at the Tan Trao meeting room, National Assembly House. National Assembly Chairman Vuong Dinh Hue attended, delivered the opening speech, and together with the National Assembly Vice Chairmen took turns presiding over the content of the session.

At this session, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

Regarding supervision activities, the National Assembly Standing Committee will give opinions on the report on the results of supervising the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly; the results of receiving citizens, handling petitions and supervising the settlement of citizens' complaints and denunciations sent to the National Assembly in 2023; reviewing the National Assembly's report on people's petitions in September 2023; giving opinions on the Government's report on the results of reviewing the system of legal documents before submitting it to the National Assembly at the 6th Session as required in Resolution No. 101/2023/QH15 of the National Assembly.

The National Assembly Standing Committee reviewed the Government's report on citizen reception, complaint and denunciation settlement in 2023 (synthesizing the contents of the reports of the Supreme People's Court, the Supreme People's Procuracy, and the State Audit); and provided comments on the draft report synthesizing voters' and people's opinions and recommendations sent to the 6th Session of the National Assembly.

The National Assembly Standing Committee gave opinions on socio-economic issues, including: Assessment of the implementation results of the 2023 Socio-Economic Development Plan, the draft Socio-Economic Development Plan for 2024; mid-term assessment of the implementation results of Resolution No. 16/2021/QH15 on the 5-year Socio-Economic Development Plan 2021-2025 and mid-term assessment of the implementation results of Resolution No. 31/2021/QH15 on the Economic Restructuring Plan for the 2021-2025 period.

The National Assembly Standing Committee gave opinions on the contents related to budgetary finance, including: The implementation of the state budget in 2023, the state budget estimate, the central budget allocation plan in 2024 (including the implementation of the state budget public investment plan in 2023, the expected state budget public investment plan in 2024); mid-term assessment of the implementation of the National Financial Plan and 5-year Public Debt Borrowing and Repayment for the 2021-2025 period; mid-term assessment of the implementation of the Medium-term Public Investment Plan for the 2021-2025 period.

The National Assembly Standing Committee conducted thematic supervision on "Implementation of policies and laws on energy development in the 2016-2021 period."

Regarding decisions on important issues, the National Assembly Standing Committee will give opinions on the report on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; give opinions on the Government's Report on the implementation results, difficulties and obstacles in implementing three national target programs in the 2021-2023 period and propose specific solutions and mechanisms to remove difficulties and obstacles, speeding up the implementation progress of the programs in the coming time.

At the same time, the National Assembly Standing Committee considered and decided on the supplementary budget for revenue and expenditure of foreign aid capital in 2023 of Quang Binh province; considered and decided on the plan to allocate and use the increased revenue and regular expenditure savings of the central budget in 2022 and the increased revenue of the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting the remaining rent for workers.

At the Session, the National Assembly Standing Committee will consider and approve the Prime Minister's proposal on the appointment/dismissal of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; give opinions on the preparation for a vote of confidence for the person holding the position elected or approved by the National Assembly at the 6th Session of the 15th National Assembly; give opinions on important issues to be submitted to the National Assembly at the 6th Session and the preparation for the 6th Session of the National Assembly./.
