Da Nang tax sector innovates to collect budget effectively

2025 is the decisive year in completing the socio-economic development plan of Da Nang for the period 2021-2025, creating the premise for implementing the plan for the period 2026-2030. Therefore, budget collection, especially domestic revenue, must "accelerate" to create resources corresponding to the city's goals.

Lesson 1: Modernizing tax administration

In addition to promoting solutions to complete the state budget revenue estimate, the city's tax sector effectively implemented digital transformation, applied information technology, and provided electronic tax services to facilitate and reduce procedures for organizations and individuals.

Improve tax management with eTax Mobile

Having been using the eTax Mobile electronic tax application since August 2024, Mr. Duong Dinh Tu, owner of Lang Chai seafood business (Phuoc My ward, Son Tra district) said that since installing the application, he no longer forgot to pay taxes, leading to being fined for late tax payment like before. Installing and using this software saves him a lot of time and money.

Before installing the application, he had to go to the local tax office every month to fulfill his tax declaration and payment obligations as prescribed. Now, he only needs to set up a reminder on his phone to log in to the application and fulfill his obligations to the State. In case he forgets the application password, Mr. Tu can log in with his VNeID electronic identification account, which is very convenient.

Son Tra District is one of the localities that has early deployed and popularized the installation of eTax Mobile to each area in the district. Accordingly, the District People's Committee issued Plan No. 229/KH-UBND dated August 22, 2024 on guiding and installing the eTax Mobile application to taxpayers in the district.

From August 2024 to present, the Son Tra - Ngu Hanh Son Tax Department has organized 10 training sessions, instructing on the use of eTax Mobile for cadres, civil servants, public employees, youth union members, and heads of residential groups in Son Tra district; 30 installation sessions for tax-paying and declaring businesses, contract households, etc. in the two districts.

As a result, as of February 15, 2025, the total number of taxpayers who installed eTax Mobile in the two districts was 10,651 taxpayers; the total number of tax payment transactions via eTax Mobile was 20,262, the total amount paid was 11.7 billion VND. Of which, 197/197 households had installed the declaration, reaching 100%, and for contracted households, 2,150/6,959 households, reaching 30.89%.

Mr. Pham Duc Thuong, Director of the Da Nang Tax Department, informed that the eTax Mobile application creates a connection between the tax authority and taxpayers, while helping to reduce time and costs for households and individuals doing business. Accordingly, eTax Mobile provides the following services: registering to open an electronic tax transaction account with the tax authority; looking up personal income tax obligations, value added tax, registration fees; financial obligations on land...; looking up tax declaration records, tax settlement, taxpayer information, dependent information and a number of other utilities for taxpayers.

In 2025, the Tax Department will coordinate with departments, branches, sectors, labor federations, student associations, and youth unions to continue deploying the application. With the spirit of "going to every alley, knocking on every door", strengthen coordination with youth unions to mobilize and ensure that individuals with income register to use the application to grasp and promptly and quickly fulfill their tax obligations.

Expanding the implementation of electronic invoices

Nearly a year after Hoa My petrol station (Hoa Minh ward, Lien Chieu district) deployed electronic invoices for retail petrol, Mr. Tran Nguyen Thanh Son, the store manager, said that the DCS-POS data management electronic invoice system has been operating relatively stably. Therefore, after each sale, there are specific data and invoices can be issued to customers without any problems, which helps customers easily compare and track, as well as conveniently save documents.

The store has replaced or upgraded the circuit boards for 4 gas pumps, corresponding to 9 pump nozzles since March 2024 to be able to issue electronic invoices for each sale. Up to now, the store issues about 3,000 electronic invoices/day. Customers receive electronic invoices, compare and manage gasoline purchases through the electronic invoice system of the General Department of Taxation at the address: https://hoadondientu.gdt.gov.vn.

According to the Da Nang Tax Department, in 2024, interdisciplinary teams conducted 155 inspections and supervisions at retail gasoline stores in the city and regularly supported and urged stores to accelerate the implementation of electronic invoices for each sale. To date, 100% of businesses operating in the gasoline business managed by the city's tax sector have applied electronic invoices for each sale (including 36 businesses with 76 stores and 361 gasoline measuring stations). Compared to the same period in 2023, the number of electronic invoices used increased by 17.3 million invoices, gasoline and oil consumption increased by 7.8%, and total tax paid to the state budget increased by 18.9%.

Mr. Pham Duc Thuong said that, identifying the importance of managing the use of electronic invoices, electronic invoices generated from cash registers contribute to creating an equal, transparent and favorable business environment for people and businesses, while successfully implementing the requirements of modernizing the tax sector and the national digital transformation strategy, the Tax Department thoroughly grasps and directs units to continue to organize propaganda, disseminate the content and benefits of applying electronic invoices to taxpayers who are subject to application in many forms.

In 2024, the Tax Department will review and make a list of 1,537 establishments subject to the implementation of electronic invoices generated from cash registers in the city. To date, 1,577/1,537 enterprises and business households have implemented the implementation, reaching 102.6% of the progress of the plan assigned by the General Department of Taxation. Regarding the implementation of electronic invoices, in 2024, the Tax Department received 24,758 declarations for registration of information/change of information on the use of electronic invoices and processed and returned results, of which 22,663 cases were accepted and 2,096 cases were not accepted. The Tax Department has received and processed and returned results for 4,829 declarations requesting the issuance of electronic invoices with codes for each occurrence, of which 4,658 dossiers have been granted codes and 171 dossiers have refused to grant codes.

“The Tax Department is proactively coordinating with relevant departments, agencies and sectors in disseminating and inspecting the management and use of electronic invoices. At the same time, it will strictly handle cases that have regulations on the use of electronic invoices but do not comply, ensuring that all violations are handled in accordance with the provisions of law. In addition, the Tax Department is reviewing and supporting businesses in the area, requiring the application of electronic invoices generated from cash registers.

The goal is to focus on direct-to-consumer retail businesses such as food and beverage services, retail goods at shopping malls, consumer goods retail stores, and especially gasoline retail stores. This solution not only helps facilitate the issuance of invoices but also protects the rights of consumers, encouraging customers to get invoices when purchasing goods and services," said Mr. Thuong.
