To arrange and allocate human resources in accordance with the practical situation, the Department of Education and Training, together with localities in Quang Ninh, has paid attention to arranging the school system, assigning employees to multiple positions... to reduce the number of people working with salaries from the budget and improve the quality and efficiency of education.
With nearly 1,400 students, the largest in Dong Trieu City, Mao Khe 2 Secondary School currently has only 64 staff, teachers, and employees, while the payroll is 75 job positions. Due to the lack of teachers and employees, Mao Khe 2 Secondary School has proactively arranged and assigned suitable job positions, such as: Medical staff who also take on clerical and cashier duties; library staff who also manage laboratory equipment; accounting staff who take on accounting duties for 2 schools in the neighboring area.
The school also implements direct and online teaching through smart classrooms to solve the problem of teacher shortage in some subjects.
Teacher Tran Thi Anh Tuyet, Principal of Mao Khe 2 Secondary School (Dong Trieu City) said: The school has reviewed and developed specific job descriptions for each position, arranged priority work according to importance, to avoid overloading teachers and staff. Strengthened coordination between departments to support each other during peak times; organized training courses to improve professional skills... Thanks to that, the school's teaching and learning activities are still well guaranteed, the school always maintains its top position in the city.
In order to streamline the apparatus and staff, not only Mao Khe 2 Secondary School, the Education Department of Dong Trieu City has proactively reviewed personnel in all schools to arrange and assign suitable jobs, maximizing the capacity of the staff, civil servants and workers. For medical staff, clerical staff, equipment - laboratory staff, library staff, there are currently 97 people, while the number of staff needed to ensure the performance of tasks at schools is 140 staff. Therefore, the department has arranged for one staff to undertake 2 or more tasks.
Along with the arrangement of suitable part-time positions, from 2020 to present, the Education Department of Dong Trieu City has merged 14 public kindergartens and general schools into 7 schools (reducing 7 schools). The number of managers, staff, and teachers working as team leaders has decreased by 32 people ( 13 managers, 14 staff, and 5 teachers working as team leaders). Along with that, the locality also reduced 12 schools and 20 classes. The arrangement and merger of schools in accordance with the characteristics of the local situation ensures effective operating conditions, contributing to improving the quality of management, care, and education of students.
Currently, the Department of Education of Dong Trieu City has developed a comprehensive plan, proactively reviewing and rearranging the size of students/class, the number of classes/school, minimizing the number of school locations; transferring and arranging teachers reasonably after reviewing, arranging and balancing teachers/subjects according to the structure, implemented within a school and between schools in the same area. Ms. Pham Thi Thanh Tam, Head of the Department of Education and Training of Dong Trieu City, said: In 2025, the city will merge to reduce 5 schools. To do this, since 2013, the department has not appointed new management staff for schools subject to rearrangement, ensuring streamlining; continuing to hold some positions of staff concurrently...
In Tien Yen district, to overcome the shortage of teachers, the district education sector has also had many creative ways to ensure teaching and learning in the area. In the 2024-2025 school year, the district has 484 groups and classes with over 13,000 public students; 930 leaders, managers, teachers and staff. Compared to the industry-wide norm, the district is short of 169 civil servants (10 leaders, managers, 40 teachers and team leaders, 119 staff). The number of teachers lacking is mainly concentrated in the subjects: English, Information Technology, Technology, Geography, History.
To overcome this situation, the Tien Yen District Education Department has advised the District People's Committee to implement a number of solutions to ensure effective implementation of the district and province's staff reduction plan. Accordingly, the district has reviewed, arranged, and reduced the number of public service units from 30 public schools in the 2023-2024 school year to 27 public schools in the district; consolidated 81 schools and 181 classrooms.
Schools also proactively review and coordinate the arrangement of guest teachers to teach inter-school, especially at inter-level primary and secondary schools with only 1 class/grade; send teachers to participate in training to teach Informatics and Technology at primary level to promptly meet teaching requirements according to the 2018 General Education Program.
Continuing to innovate and reorganize the apparatus according to the direction of the Central and the province, the Department of Education and Training, together with localities in the whole province, has been implementing many flexible solutions in arranging managers and teachers. In particular, in order to overcome the surplus and shortage of teachers, the Department of Education and Training is also researching according to the new instructions of the Central to advise the Provincial People's Committee to assign the task of placing orders to schools. From there, ensuring that the reduction of staff does not mean cutting staff or cutting workers, but switching from receiving salaries from the State budget to receiving salaries from career revenue sources.
At the same time, the Department of Education and Training is also developing a plan to reorganize the unit's apparatus. Specifically, receiving the task of "vocational education" and the Department of Vocational Education (Department of Labor, Invalids and Social Affairs); merging the Department of Vocational Education, the Department of Continuing Education and Preschool Education (Department of Education and Training) into the Department of Vocational Education and Continuing Education; merging the Department Office with the Department of Personnel Organization and Quality Management into the Department of Organization - Administration; renaming the Department Inspectorate into the Department of Inspection and Quality Management; renaming the Department of General Education into the Department of General Education and Preschool Education. Thus, it is expected that after the reorganization, the Department of Education and Training will have 5 specialized departments and 37 public service units (reducing 2 focal points of units under the department due to the reorganization, equivalent to a rate of 28.6%).
