On February 24, the Government issued Decree No. 26 stipulating the functions, tasks, powers and organizational structure of the State Bank, effective from March 1.

The new structure of the State Bank has changed compared to before, including 18 administrative organizations: Monetary Policy Department; Payment; Credit for economic sectors; Forecasting, statistics - Monetary and financial stability; International cooperation; Legal affairs; Finance - accounting; Personnel organization; Office; State Bank Inspectorate; Transaction Office. In addition, there are Departments: Information technology; Issuance and treasury; Foreign exchange management; Anti-money laundering; Management and supervision of credit institutions; Safety of the credit institution system; State Bank branches in the regions.
In particular, the new apparatus reduced from 11 departments to 8 departments. Compared to before, the 2 Internal Audit Departments and the Communications Department were streamlined; the Foreign Exchange Management Department was transformed into the Foreign Exchange Management Department.
At the same time, the new apparatus reduces the Administration Department and adds the Department of Credit Institution System Safety compared to before.
Regarding public service units serving the management function of the State Bank, the new apparatus consists of 2 units compared to the previous 5 units: Vietnam National Credit Information Center and Banking Times. The Governor is assigned to submit to the Prime Minister a list of other public service units under the State Bank.
During the restructuring, Governor Nguyen Thi Hong pointed out a number of difficulties. She also said that there should be a roadmap to ensure regular operations of the sector and ensure the safety of state assets. At the same time, issues related to ensuring policies and regimes for cadres, civil servants, public employees and workers after the restructuring also need attention.
The State Bank also said that in the past time, it has seriously and urgently implemented the restructuring and streamlining of the apparatus and quickly established a Steering Committee headed by Governor Nguyen Thi Hong. Accordingly, the Steering Committee has developed plans to restructure and streamline the apparatus in the spirit of one task, one focal point and assessed the impact of the plans.
The two largest reductions are the State Bank branches in provinces and cities and the restructuring of the Banking Inspection and Supervision Agency from a general department model to bureaus.
