State Bank completes apparatus arrangement

Speaking at the conference, Governor Nguyen Thi Hong emphasized that the process of reviewing and restructuring the State Bank's organizational structure was completed in a short period of time, less than three months. Accordingly, the system of 63 State Bank branches in provinces and cities was restructured into 15 regional branches, helping to improve operational efficiency. This is the result of the drastic efforts and high consensus of the Party Committee, the State Bank's leadership and the entire industry, closely following the direction of the Central Committee, the Politburo and the Secretariat on streamlining the apparatus.

The Governor acknowledged the outstanding contributions of the Steering Committee, the Standing Unit and related units in completing a large amount of work in a short time with a spirit of urgency, democracy, ensuring the principles and directions set out. Given the specific nature of the banking industry, especially the connection through the payment system and the management of currency circulation, the arrangement of the apparatus requires even more caution to ensure smooth operations. It is expected that the new apparatus will officially come into operation from the beginning of March, in accordance with the provisions of Decree 26/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the State Bank.

According to the report of Ms. Tran Thu Huyen, Director of the Department of Organization and Personnel (State Bank), the restructuring process has significantly streamlined the State Bank's apparatus. Specifically, the number of focal units under the State Bank has decreased from 27 to 25 units; units under the Banking Inspection and Supervision Agency have decreased from 11 to 7 units. At the department level, the number has decreased from 514 to 391 departments, equivalent to a decrease of 23.9%.

Regarding personnel, the total number of civil servants in units under the State Bank decreased from 5,491 to 4,963 people, a decrease of 528 people, equivalent to a decrease of 9.62%. Of which, the leadership team from the department level and above decreased by 372 people, equivalent to 22.7%.

Implementing the direction of the Central Steering Committee and the Government, the State Bank has completed the plan to reorganize the apparatus and submitted it to the Government for promulgation of Decree No. 26/2025/ND-CP dated February 24, 2025. This Decree takes effect from March 1, 2025, replacing the previous Decree No. 102/2022/ND-CP.

According to the plan, the State Bank has restructured its apparatus, reducing from 25 to 20 focal units, equivalent to a reduction of 20%. If including State Bank branches in provinces and cities, the total number of focal units has decreased by 52 units, or 60%. In addition, the State Bank has also drastically cut the number of departments, from 391 to 212, a reduction of 46% compared to before.

The Party Executive Committee of the State Bank has held many meetings to agree on the implementation plan, ensuring that the restructuring process does not disrupt operations. For the dissolved and merged units, the State Bank has established a Preparatory Committee to coordinate and ensure that the new apparatus operates immediately after the Decree takes effect. At the same time, the State Bank has stepped up propaganda and created internal consensus on the policy of streamlining the apparatus.

At the conference announcing personnel decisions, the State Bank mobilized and appointed 5 unit heads, 15 deputy department heads, 8 directors and 7 deputy directors of regional branches. Many leaders also proactively applied for early retirement to create opportunities for young personnel. To date, the State Bank has recorded 653 officials registering to resign or retire according to the regime, accounting for 12.93% of the total payroll. The number of officials applying to retire or quit from March 1, 2025 is 316 cases, of which 45 comrades are holding department-level leadership positions.

Sharing at the conference, Mr. Nguyen Xuan Hien, Director of the State Bank of Vietnam, Tay Ninh branch, said that he voluntarily applied for early retirement under the voluntary streamlining of the apparatus. As a pioneer and exemplary leader of the unit and a Party member, he strongly agreed, supported, responded to and had strong faith in the revolution to streamline the Party's apparatus to achieve the goal of "refined, compact, strong, efficient, effective and efficient".

Governor Nguyen Thi Hong expressed her gratitude to the officials who have contributed to the banking sector and emphasized that streamlining the apparatus will be associated with improving the quality of human resources, meeting the development requirements of the economy.

Previously, Permanent Deputy Governor of the State Bank Dao Minh Tu announced the decisions of the Government Party Committee regarding the establishment of the State Bank Party Committee and key leadership personnel for the 2020-2025 term. According to the above decision, the State Bank Party Committee was established on the basis of reorganizing the Party Committee of the Central Bank Agency and taking over the functions and tasks of the State Bank Party Committee.

This is the direct superior party committee of 43 subordinate grassroots party organizations, with a total of 4,794 party members. The State Bank Party Committee Executive Board for the 2020-2025 term consists of 24 members, including 8 members participating in the Party Committee Standing Committee. Ms. Nguyen Thi Hong, member of the Party Central Committee, Governor of the State Bank, was appointed to hold the position of Secretary of the State Bank Party Committee for the 2020-2025 term.

Deputy Governor Dao Minh Tu also announced the full text of Decree No. 26/2025/ND-CP dated February 24, 2025 of the Government. The Decree clearly stipulates that the State Bank is a ministerial-level agency of the Government, the Central Bank of the Socialist Republic of Vietnam. The State Bank performs the function of state management of currency, banking activities, foreign exchange and public services within its scope of management. At the same time, the State Bank performs the function of the Central Bank in issuing money, banking of credit institutions and providing monetary services to the Government.

At the conference, authorized by the Prime Minister, Governor Nguyen Thi Hong presented the decision and congratulated Mr. Nguyen Ngoc Canh, Vice Chairman of the State Capital Management Committee at Enterprises, on his appointment as Deputy Governor of the State Bank for a term of 5 years. The decision takes effect from March 1, 2025.

In his acceptance speech, Mr. Nguyen Ngoc Canh expressed his deep gratitude to the Party, State, Government and the leaders of the State Bank for entrusting him with the new responsibility. With nearly 30 years of experience in the fields of finance, banking and state capital management, he affirmed that he will make every effort to contribute and work together with the State Bank's Board of Directors to successfully complete the assigned tasks, contributing to promoting economic growth in the new development stage of the country.
