Russian President Vladimir Putin announced strategic nuclear training on October 29. According to the leader, nuclear forces are a "reliable guarantee" of Russia's sovereignty and security. Mr. Putin affirmed that Moscow is not participating in an arms race, will not rush into a new arms race, but needs to maintain the strength and combat readiness of nuclear forces at a "sufficient" level.
