During the visit, the Ambassador and Consul General met with provincial leaders; spoke at seminars connecting businesses of both sides, exchanged ideas on trade promotion, investment attraction, strengthening local cooperation and cooperation in areas where both sides have potential such as labor, tourism and science and technology...
The delegation also included representatives of the Vietnam Digital Transformation Association in Japan and the Vietnam Trade and Investment Promotion Association in Kyushu.
At the meetings, the leaders of the four provinces expressed their gratitude and appreciation for Ambassador Pham Quang Hieu and Consul General Vu Chi Mai for taking the time to visit the provinces in the Kyushu region. They affirmed that the provinces highly value and wish to strengthen cooperation with Vietnam in general and with Vietnamese localities in particular.
Provincial leaders affirmed that Vietnamese people living, studying and working have become the largest foreign community in the provinces, and highly appreciated the contributions of Vietnamese workers to the socio-economic development of the provinces, and believed that Vietnamese workers are and will continue to become an indispensable labor force of the provinces in the coming time.
In the coming time, the provinces hope to receive more Vietnamese workers not only in traditional fields such as manufacturing, construction, and agriculture but also in new industries such as information technology and high technology, while encouraging Vietnamese enterprises to open branches and expand their business activities locally.

Miyazaki Governor Kono Shunji said that Miyazaki and Kyushu provinces are making efforts to promote regional links between the government and businesses, aiming to build Kyushu into Japan's leading semiconductor and digital transformation industrial base. Therefore, the province wishes to strengthen cooperation in training and receiving semiconductor and information technology human resources from Vietnam.
The Governor also expressed his wish to soon open a direct flight between Miyazaki and Vietnam, promote two-way tourism, as well as strengthen cultural and sports cooperation.

Oita Governor Sato Kiichiro hopes to promote the reception of Vietnamese students, organize cultural exchange activities between the Vietnamese community and local people, and promote youth exchanges and study tour programs for high school students to Vietnam.

On behalf of Governor Kimura Takashi, Deputy Governor of Kumamoto Prefecture Takeuchi Shingi affirmed that the prefecture is actively building a multicultural symbiotic society and securing foreign human resources. The prefecture has established a Steering Committee for Promoting Support for Foreigners and a Counseling Support Center to resolve difficulties, improve the living environment and strengthen support for the local Vietnamese and foreign communities.

Saga Governor Yamaguchi Yoshinori expressed his wish to welcome more Vietnamese people to live, study and work in order to make up for the shortage of young people. He also directed departments and branches to support the Vietnamese Association in organizing the Homeland Spring 2026 program in Saga Prefecture.
Thanking the provincial leaders for their good feelings towards Vietnam and their warm welcome, Ambassador Pham Quang Hieu and Consul General Vu Chi Mai respectfully invited the provincial leaders to soon lead business delegations to visit Vietnam, sign cooperation agreements with localities, and encourage businesses to participate in major exhibitions and fairs on goods supply to promote investment. At the same time, the two sides will coordinate to promote typical specialties, maximizing the potential for cooperation.

The leaders of the Embassy and Consulate General requested that Japanese provinces pay attention to and create conditions to retain Vietnamese workers with appropriate mechanisms and policies, and at the same time support training before going to Japan to improve their expertise and Japanese language skills, meeting higher standards under the new law on job training programs expected to take effect from July 2027.
In addition, Vietnam proposed that Japan create conditions for Vietnamese IT enterprises and engineers to start businesses and participate in supporting digital transformation in the provinces; encourage universities to expand scholarships and increase the number of Vietnamese students; and support the Vietnamese community in organizing cultural and sports exchange activities, especially the Xuan Que Huong program directly in the locality.

Ambassador Pham Quang Hieu and Consul General Vu Chi Mai affirmed that the Embassy and Consulate General always accompany and actively support the promotion of local exchanges and cooperation between established pairs of relationships, such as Miyazaki - Nam Dinh, Miyazaki - Quang Ngai, Oita - Tuyen Quang, Kumamoto - Hai Duong, as well as expanding cooperation with other localities of Vietnam.

During the discussions, Ambassador Pham Quang Hieu and Consul General Vu Chi Mai answered questions related to Vietnam's foreign policy, the potential to promote cooperation between Vietnamese enterprises and enterprises in the Kyushu region, measures to support the promotion of Kyushu's specialty products in Vietnam, the possibility of cooperation in developing semiconductor human resources and high-skilled workers in Japan, support for Vietnamese people to take the Japanese standard driver's license exam, support mechanism for Vietnamese workers to learn Japanese before going to work in Japan, and the progress of the Long Thanh international airport project.
