Improve the efficiency of state administrative agencies

Identifying the effectiveness of administrative reform to contribute to improving the effectiveness of the State administrative apparatus at all levels, the Provincial People's Committee directed all levels and sectors to focus on reviewing and rearranging the State administrative apparatus in a streamlined manner while still ensuring full and not omitting the functions and tasks of State management. At the same time, decentralization and delegation of authority are reasonable and clear on the basis of clearly defining the tasks, authority and responsibilities of each level and unit. Up to now, the whole province has 19 specialized agencies under the Provincial People's Committee, with 162 departments, offices and affiliated organizations. For specialized agencies under the District People's Committees, the functions, tasks and powers have been consolidated, with a total of 128 departments and offices.

Along with that, all levels and sectors have promoted administrative procedure reform, ensuring transparency, administrative discipline, minimizing costs in terms of time and money for individuals and businesses in complying with administrative procedures, creating convenience for organizations and citizens when interacting with State administrative agencies; minimizing negativity and harassment in the process of performing public duties. Since the beginning of the year, the whole province has standardized and announced 179 new administrative procedures; promptly revised, supplemented, and replaced 150 procedures and reviewed and abolished 45 expired administrative procedures. At the same time, 329 procedures under the jurisdiction of local authorities have been publicly announced and updated on the national database.

Thanks to that, the direction and administration methods of departments, branches, and People's Committees at all levels have been strongly innovated in the direction of being close, specific, "clear about people, clear about work, clear about responsibilities, clear about processes, clear about efficiency", "one job, one focal point throughout". Strengthening the application of information technology in management, administration and service for people and businesses, focusing on implementing the construction of e-government. In recent years, the effectiveness and efficiency of management and administration of provincial governments at all levels have been continuously improved, serving people and businesses better and better. The level of satisfaction of people and businesses in administrative transactions and public administrative services has improved over the years. This is reflected in the index assessing the performance of provincial governments (the provincial PAR index in 2022 ranked 22nd out of 63 provinces and centrally-run cities, up 2 places compared to 2021).

In recent times, the drastic implementation of administrative reform at the Department of Planning and Investment has contributed to improving the capacity, effectiveness and efficiency of State management. Administrative procedures are publicly and transparently listed in accordance with regulations; the working ideology and style have changed from "licensing" to proactive "serving"; the time for granting a Certificate of Business Registration has been reduced from 3 working days as prescribed to 1.3 working days. Thanks to that, in the first 6 months of the year, the Department has received 980 dossiers in the fields of business registration, dossiers for appraisal of investment proposal reports, and dossiers of contractor selection plans. 969 dossiers have been processed and resolved, 11 dossiers are being processed and consulted with sectors; the dossiers received and processed are in accordance with the prescribed procedures and time; there are no overdue dossiers.

Not only the Department of Planning and Investment, through the results of the assessment of the quality of service for people and businesses in performing administrative procedures and public services in the electronic environment in the second quarter of 2023, 17/18 provincial agencies and units have implemented it. Of which, 16 units are ranked as good or better; for the district level, 10/10 localities are ranked as good or better. At the same time, the PAR index in 2022 of specialized agencies under the Provincial People's Committee and District People's Committees has improved significantly. The average score of 19 specialized agencies under the Provincial People's Committee is nearly 82%, an increase of nearly 2% compared to 2021. The average score of the district level is more than 81%, an increase of 0.44% compared to 2021; of which, 10/10 districts, towns and cities all achieved good or better.

The way the government serves the people and businesses has changed significantly, not only through changes in scores and indexes but also through actions. The government sends letters of apology to the people when administrative tasks are not resolved on time; the government sends letters of thanks when the people's suggestions are correct and reasonable.

For example, at the end of 2022, the People's Committee of Thanh Luong Commune (Dien Bien District) received the marriage registration application of Ms. Dam Khanh Duong (Thanh Luong Commune). However, in the process of processing the application for the citizen, due to the slow internet connection, the result was not returned to the citizen on the same day. In addition, when explaining to the people, the judicial officer himself was impatient, not up to the standards of a civil servant, causing misunderstandings. In response to that incident, the People's Committee of Thanh Luong Commune disciplined the civil servant and issued an apology to Ms. Duong.

To continue to improve the effectiveness and efficiency of State administrative agencies, improve the provincial competitiveness index, and promote socio-economic development, in the coming time, all levels and sectors need to promptly overcome some limitations such as: Some documents still have overlapping regulations, are not synchronized, and are not suitable for reality; administrative reform work in some places is slow and ineffective; some cadres and civil servants have inadequate professional qualifications and capacity...
