Improving the effectiveness of administrative reform in Nghi Loc district

Resolve promptly

To concretize the administrative reform plan of the District People's Committee, recently, Nghi Long commune has issued directive documents and organized conferences to deploy to all cadres and civil servants of the People's Committee to continue promoting administrative procedure reform according to the one-stop and one-stop mechanism.

On that basis, the commune assigns tasks and specific responsibilities to each cadre and civil servant to perform well the assigned tasks; builds and improves the quality of cadres and civil servants; reforms public administration and modernizes administration; implements the posting and publicization of regulations and procedures for resolving areas under its jurisdiction.

Mr. Nguyen Dinh Dung - Chairman of Nghi Long Commune People's Committee said: "In addition to promoting the role and responsibility of the Administrative Reform Steering Committee in inspecting and supervising the implementation of administrative reform of departments, branches, organizations and one-stop shops, the commune reviews and develops a training plan to improve the professional qualifications of cadres and civil servants; well implements the regimes and policies for cadres and civil servants. Directs the departments, branches and organizations of the commune to do a good job of propagating administrative reform in the commune to each hamlet and village.

Thanks to that, from the beginning of 2023 until now, the commune's reception and result delivery department has received and processed a total of 2,290 records; of which 2,266 records were processed early and on time. The time to process administrative procedures is always guaranteed to be on time and implemented in accordance with the provisions of law."

In Nghi Thai commune, taking the satisfaction of people and business organizations as a measure of the effectiveness and quality of administrative reform work, up to now, the commune's administrative reform activities have been in order, contributing to increasingly better serving people and businesses in the district.

As of December 15, 2023, the Commune's Reception and Results Department has received 2,880 records; of which 2,860 were newly received in the period (1,198 records online; 1,662 records directly and via postal service). The number of records transferred from the previous period is 20 records. The total number of records that have been resolved is 2,877 records; of which 2,682 records were resolved before the deadline and 70 records were resolved on time.

Mr. Nguyen Van Manh, a construction materials trader in Nghi Thai commune, commented: “In recent years, transactions between people, businesses and state agencies have been much more convenient than before. Many procedures are carried out through the electronic software system, very quickly, without having to wait long. For businesses like us, time is gold, sometimes delaying a few procedures means losing opportunities. I hope that in the coming time, the locality will continue to promote this spirit to better serve people in handling related procedures and documents”...

Clear transformation

In 2022, DDCI Nghe An ranked Nghi Loc district as the first locality in terms of competitiveness index of Nghe An province (85.43 points). This is the recognition and high appreciation of VCCI Nghe An, the Provincial People's Committee, the business community and the people for the drastic direction and management efforts of the Party Committee and the government of Nghi Loc district in the comprehensive and sustainable administrative reform of the district.

Promoting the achieved results, in 2023, the District People's Committee issued many documents to lead, direct and effectively implement administrative reform in the area. At regular monthly meetings, the District People's Committee regularly directs, disseminates and sets requirements for specialized departments, agencies and units in the area to strengthen administrative reform, focus on digital transformation, apply information technology to improve the effectiveness of direction, operation and handling, and resolve work, ensuring compliance with the set plan.

In the field of administrative reform, the District People's Committee has directed specialized departments, People's Committees of communes, towns and affiliated units to proactively study and implement plans to review legal documents on the administrative field; develop and perfect administrative procedures; improve the quality and efficiency of administrative work; innovate and perfect administrative procedures in a number of work stages, focusing on the process of direct contact, handling complaints, denunciations, and petitions of citizens. During the year, the district received 59,460 records, of which 35,764 records were received online (accounting for 60.1%), and 23,282 records were received directly (accounting for 39.16%).

In addition, the District People's Committee organized a conference to implement the construction of a commune-level digital transformation model for 6 communes: Nghi Long, Nghi Lam, Nghi Thuan, Nghi Trung, Nghi Thai and Phuc Tho. After the conference, a signing ceremony was held to sign a commitment to successfully build a commune-level digital transformation model in 2023 in the above 6 communes.

Currently, the 6 communes building the model have conducted a survey of the current status of information technology infrastructure, fully supplemented computers and information technology equipment for officials and civil servants, deployed LAN installation, reviewed all stores in the area to simultaneously deploy payment boards via QR codes; digitized records on the system to contribute to the implementation of digitization tasks according to the Directive of the Provincial People's Committee.

During the year, 100% of the specialized departments of the District People's Committee and 29/29 communes and towns with records received on the Provincial Public Service Portal have digitized input and attached output results. The result is that the digitization rate of input records reached 68.51%, ranking first in the province.

To improve the effectiveness of administrative reform in the district, in the coming time, the district Party Committee and government will focus on resolving overdue records on the system, ensuring the overdue rate is below 2%; strengthen the direction to increase the rate of online records and digitize records to 100%; strengthen the implementation of digital signature of administrative procedure settlement results, electronic authentication, online submission of records; strengthen the implementation of online payment models for people when people do not have bank accounts or have not installed e-wallets.

Ensure that all communes and towns can make online payments and manage the collection of fees and charges through registered accounts. Strengthen inspection of discipline and administrative discipline; inspect administrative reform work in communes and towns to promptly overcome shortcomings and limitations in the implementation of discipline and administrative discipline as well as the implementation of reporting on the implementation of administrative reform tasks, processing records on the information system and handling administrative procedures of the province. Promote the assessment of people's satisfaction through 3 forms: When submitting documents online, scanning QR codes and through the system measuring people's satisfaction, ensuring a rate of 20% of the number of administrative procedure records on the Information System and handling administrative procedures of the province in all fields.
