Mass mobilization work in ethnic minority areas plays an important role in contributing to socio-economic development, ensuring national defense, security, social order and safety, consolidating and strengthening the great national unity bloc. Recognizing that importance, in recent times, Party committees and authorities at all levels in the province have promoted their leadership and direction in implementing mass mobilization work in ethnic minority areas.
Binh Thuan has 34 ethnic minorities with more than 105,000 people, accounting for about 8% of the province's population, living intermingled and widely; of which, the Raglai, Co Ho, and Cho Ro ethnic minorities live concentrated in 11 pure communes and 20 mixed villages; the Cham ethnic minorities live concentrated in 4 pure communes and 9 mixed villages; the Tay, Nung, and Hoa ethnic minorities live in 2 pure communes and 2 mixed villages. In recent times, the Provincial Party Standing Committee has always paid attention to leading leaders at all levels to effectively carry out mass mobilization work in ethnic minority areas in all fields. Notably, the work of propagating and disseminating the Party's guidelines and policies and the State's laws has been focused on implementing in conjunction with the National Target Program on Poverty Reduction, New Rural Development, and the campaign to build cultural life in residential areas... Thanks to that, the role of village elders, village chiefs, religious dignitaries, prestigious people, key members, union members, and association members who are ethnic minorities has been increasingly promoted.
At the same time, each locality has cadres who closely follow up to understand the thoughts and aspirations of ethnic minorities. From there, promptly advise on resolving the legitimate and legal concerns and aspirations of ethnic minorities. At the same time, in order to effectively promote the production land granted to ethnic minorities according to Resolution No. 04 of the Provincial Party Committee (10th tenure), the Provincial Party Committee Standing Committee has directed propaganda and mobilized ethnic minorities not to transfer or illegally convert production land granted by the State according to the policy. Along with that, well implement investment policies, guide ethnic minorities to apply advanced models and techniques to improve crop productivity, create revenue on the granted production land and stabilize their lives.
Regarding the mass mobilization work in ethnic minority areas, the provincial armed forces pay attention to implementing. In particular, the models of "Self-defense, self-management", "Light of security", "Skilled mass mobilization in ethnic minority areas", "Armed forces strengthen solidarity with religion and ethnicity", "House of military-civilian affection"... In addition, activities in the content of twinning between agencies, units with villages and communes in ethnic minority areas are organized and implemented with high efficiency...
To improve the effectiveness of mass mobilization work in ethnic minority areas in the coming time, the Provincial Party Standing Committee will continue to effectively implement Directive No. 49 of the Central Party Secretariat on strengthening innovation in mass mobilization work in ethnic minority areas. For the political system from the province to the grassroots level, it will step up propaganda and mobilization of ethnic minorities on the Party's guidelines and policies, the State's laws on ethnic affairs in association with building the great unity bloc of ethnic groups. The Vietnam Fatherland Front and socio-political organizations at all levels will continue to promote emulation movements, campaigns and social security activities in ethnic minority areas; support ethnic minorities in economic development, building a civilized lifestyle associated with preserving and promoting traditional cultural identities. At the same time, continue to promote exchange and twinning activities with communes and villages in ethnic minority areas according to the direction of the Provincial Party Standing Committee, in conjunction with strengthening the team doing mass mobilization work in ethnic minority areas...
