Continue to accompany and support businesses to overcome trade defense lawsuits
Along with the process of deep international economic integration, Vietnam's goods exports continue to make significant progress, demonstrated by the increase in total export value and expansion into new potential markets. However, the trend of trade protection, typically countries increasing the application of trade defense measures, also poses many challenges for Vietnam's export products.
In 2025, with the forecast of intertwined advantages and challenges for export activities, trade defense will continue to affirm its important role in improving the effectiveness of the international economic integration process, making the most of favorable conditions of trade agreements and treaties.

At the Conference on summarizing the work of the Trade Defense Department in 2024 and implementing the plan for 2025, on the afternoon of January 6, Mr. Nguyen Dang Chung - Deputy Director of the Department of Multilateral Economic Cooperation, Ministry of Foreign Affairs said that in the context of the rapidly changing world, the protectionist trend is increasing, the Ministry of Industry and Trade in general and the Department of Trade Defense in particular have a big role in protecting and supporting businesses in export activities to international markets.
In the past, according to Mr. Nguyen Dang Chung, the Department of Multilateral Economic Cooperation has coordinated with the Department of Trade Defense for a period of time, especially the two units have cooperated closely, actively implementing the campaign to get the United States to recognize Vietnam's market economy status. In the coming time, according to Mr. Nguyen Dang Chung, the protectionist trend in the world is increasingly fierce, the role of trade defense is increasing; accordingly, the two units need to continue to cooperate in implementing tasks for the United States to recognize the market economy, in order to reduce pressure on businesses when the market increases trade defense investigations.

Sharing at the Conference, Director of the European-American Market Department Ta Hoang Linh also pointed out that currently, unilateralism in trade is dominating again, trade protection policies applied by countries are increasingly diverse and complex. Many major trade partners of Vietnam, especially the United States and the European Union (EU), have continuously established new standards and regulations related to imported products, especially many markets have increased investigations and applied trade defense measures.
In particular, according to Mr. Ta Hoang Linh, for the European and American regions, the United States and the EU are considered two key markets. These are all demanding markets with high standards and increasingly using technical barriers and investigations against Vietnamese export goods. Notably, the second-term Trump Administration is expected to issue a series of new policies, which are likely to have a profound impact on bilateral economic and trade relations. As for the EU, the protectionist trend is increasing in a number of areas, reflecting efforts to pursue strategic autonomy in the context of fierce global competition. These measures risk increasing import costs, causing reactions from major trading partners, and complicating the global supply chain.

Vietnam is a country with a very open economy, so the task of protecting our interests in these key markets is extremely important. In the current context, Mr. Ta Hoang Linh suggested that the Trade Defense Department should coordinate to promote close cooperation, ensure policy dialogue between Vietnam and major trade partners, to strengthen strategic trust; at the same time, it is necessary to proactively continue to build a strategy to lobby the United States to recognize Vietnam's market economy.
In addition, Mr. Ta Hoang Linh proposed that the Trade Defense Department should continue to strengthen early warnings, build an early warning list, coordinate the supervision of licensing of new investment projects, strictly screen foreign investment capital to avoid Vietnam becoming a transit location, taking advantage of the origin of a third country; at the same time, strengthen the implementation of anti-origin fraud, illegal transshipment, etc.
On the Association's side, Mr. Nguyen Hoai Nam - Deputy General Secretary of the Vietnam Association of Seafood Exporters and Producers (VASEP) said that in recent times, VASEP has always received attention and support from ministries and branches, especially the Department of Trade Defense in the process of participating in anti-dumping and anti-subsidy lawsuits.
In the coming time, Mr. Nguyen Hoai Nam shared, VASEP hopes to continue receiving attention from the Ministry of Industry and Trade and the Department of Trade Defense in updating information and developments of anti-dumping lawsuits in the United States and other markets; giving early warnings about the risk of investigation to businesses, in order to help businesses overcome the lawsuits and achieve the best results.

Promote strengthening early warning work
Speaking at the Conference, Deputy Minister Nguyen Sinh Nhat Tan acknowledged and highly appreciated the results of the Trade Defense Department's trade defense work in 2024. " 2024 is a successful year for the Trade Defense Department, the year the Department has successfully and excellently completed the assigned tasks " - the Deputy Minister assessed.
The Deputy Minister pointed out that 2025 is a year of great pressure and is not only a year of unpredictable fluctuations but also of abnormalities. In that context, there are many issues that must be strived for and developed with specific indicators. In particular, import and export activities continue to set breakthrough growth targets with very high requirements, so issues related to trade defense must also be raised.
In particular, Deputy Minister Nguyen Sinh Nhat Tan emphasized that we have been participating in the implementation of many Free Trade Agreements (FTAs), which, if well utilized, will not only have a positive impact on exports but also imports. In addition, according to Deputy Minister Nguyen Sinh Nhat Tan, early warning work needs to be strengthened in 2025. However, to make this work effective, it is necessary to actively coordinate with industry associations. "The early warning mechanism needs to be layered in terms of information. If it is not proactive, it will not meet the expectations of businesses and industry associations; avoid forecasting without the same criteria as businesses and associations, leading to a lack of synchronization in implementation related to responding to incidents, even dragging out incidents " - the Deputy Minister pointed out.
Deputy Minister Nguyen Sinh Nhat Tan further emphasized that in the coming time, there will be a shift from big countries, so we will face incidents as well as the application of trade defense measures. Therefore, trade defense work needs to continue to promote solutions to protect the interests of businesses and export goods.
Along with that, according to the Deputy Minister, it is necessary to continue to persistently lobby the United States to recognize Vietnam as a market economy. "I am very pleased that the Prime Minister has issued a Decision approving the overall project on requesting countries to recognize Vietnam as a country with a market economy in trade defense investigations in the period of 2024-2030," said the Deputy Minister.
In addition, the Deputy Minister noted that the Trade Defense Department needs to conduct a review according to the goals and policies of the Party and State in Resolution 18-NQ/TW on continuing to innovate and reorganize the apparatus, as well as ensuring and completing well the tasks assigned by the Ministry of Industry and Trade.

After the conference, the Trade Defense Department will immediately deploy the 2025 task plans, in particular, the collective unit will unite to successfully complete the assigned tasks.
