On the afternoon of April 24, the Central Party Secretariat held an online conference to disseminate and implement Directive No. 32-CT/TW dated April 10, 2024 of the Secretariat on strengthening the Party's leadership in combating illegal, unreported and unregulated fishing and sustainable development of the fisheries sector. Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission chaired the conference at the Hanoi bridge.
Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference at Ninh Binh bridge. Also attending were members of the Provincial Party Committee Standing Committee, members of the Provincial Party Committee Executive Committee; leaders of provincial departments, branches, sectors, and organizations; members of the Provincial Party Committee Inspection Committee; leaders of districts and cities. The conference was connected online to the Kim Son District Party Committee bridge.
At the conference, delegates heard the main contents of Directive No. 32-CT/TW and the action program of the Government Party Committee on implementing Directive 32-CT/TW.
Accordingly, Directive 32 of the Secretariat identifies the fight against illegal, unreported and unregulated fishing (IUU) as an important, urgent task of long-term significance for the sustainable development of the fisheries sector; is the responsibility of the entire political system and the whole society, first of all, Party committees, Party organizations, leaders in the sector and localities who are directly responsible for leadership and direction, creating unity, synchronization, and high determination to achieve the goal of removing the "Yellow Card" warning in 2024 and maintaining sustainable results, contributing to socio-economic development; protecting sovereignty, sovereign rights over seas and islands; strengthening political and diplomatic relations and Vietnam's position internationally.
Effectively implement the Party's resolutions and policies on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; national plans, strategies, and programs related to sustainable development and international integration of the fisheries sector.
Focus on improving the State management capacity in combating illegal, unreported and unregulated fishing; ensure tools and means for inspection, examination and handling of violations by law enforcement forces at sea. Pay attention to investing State resources; encourage socialization and public-private partnership to develop technical facilities and fisheries infrastructure.
Promote the application of advanced science and technology, innovation, digital transformation in aquaculture and fisheries exploitation, establish sustainable production chains, comprehensive ecosystems, create a favorable environment for the fisheries industry to develop long-term, have prestige, high competitiveness, participate deeply in the global supply chain, adapt to climate change, and be environmentally friendly.
Focus on conserving, protecting and developing aquatic resources; developing the fisheries sector must be associated with ensuring social security, sustainable livelihoods, improving the material and spiritual lives of fishermen and related workers; building a national defense and security posture at sea, contributing to firmly protecting the sovereignty of the sea and islands of the Fatherland.
At the same time, focus on improving the effectiveness of international cooperation, especially with European countries and the EU, strengthen diplomatic measures, seek support from relevant parties to soon remove the "Yellow Card" warning; do not let fishing vessels and fishermen illegally exploit in foreign waters affect relations with other countries...
To effectively implement Directive 32 of the Secretariat, the Government has issued an Action Program and Implementation Plan, which clearly defines the objectives, requirements, tasks, and implementation solutions. With the goal of removing the "Yellow Card" warning in 2024, the Government has set out two groups of tasks and major solutions in the short and long term. The focus is on improving information and propaganda work, perfecting and synchronously implementing relevant legal regulations.
Strengthen investigation, verification and thorough handling of IUU fishing activities, without exception. Strengthen international cooperation, allocate resources and inspect, check and supervise. Continue to review and perfect policies and laws in the fisheries sector; improve livelihoods and raise the living standards of coastal and island fishing communities. Prioritize investment in developing fisheries infrastructure; build a national defense and security posture at sea, contributing to firmly protecting the sovereignty of seas and islands...
In their speeches at the Conference, leaders of ministries, sectors and localities focused on clarifying the results achieved, difficulties and causes of limitations in IUU fishing. At the same time, they proposed solutions to effectively implement Directive No. 32 in the coming time.
Speaking at the conference, Comrade Truong Thi Mai, Standing member of the Secretariat and Head of the Central Organizing Committee, affirmed that the issuance of Directive 32 by the Secretariat demonstrated the Party and State's strong political determination to combat IUU fishing. This is an important, urgent task of long-term significance for the sustainable development of the fisheries sector - an important economic sector that contributes greatly to the GRDP and the lives of each person.
He emphasized: Since the European Commission (EC) issued a yellow card warning for Vietnam's exploited seafood (October 23, 2017), up to now, the entire political system has been resolutely involved in implementing the EC's recommendations. To achieve the goal of removing the "Yellow Card" in 2024, it is necessary to have synchronous solutions and resolute participation of the entire political system down to each level, each sector, locality and each person, fishing vessel in compliance with Vietnamese and international regulations on exploitation and catching of aquatic and seafood. This is considered an important decisive factor in the journey to remove the EC's "Yellow Card" IUU.
The Standing Member of the Secretariat also noted that international experience in removing the "Yellow Card" is very necessary for Vietnam to absorb. In the long term, it is necessary to pay attention to restructuring sustainable fisheries, developing the fisheries industry sustainably, increasing fishermen's income, making an important contribution to protecting national sovereignty and security, and enhancing Vietnam's image, position and prestige.
