Urgent investment in social housing Quang Nam currently has Tam Ky city as a type 2 urban area; Hoi An city and Dien Ban town as type 3 urban areas. By 2025, the province will upgrade Ha Lam town (Thang Binh) and Nam Phuoc town (Duy Xuyen) to type 4 urban areas; form 4 new urban areas: Duy Nghia - Duy Hai (Duy Xuyen), Binh Minh (Thang Binh), Dai Hiep (Dai Loc), Tam Dan (Phu Ninh); the urbanization rate is expected to reach more than 37%. Quang Nam aims to reach more than 40% urbanization rate by 2030. The high urbanization rate means the demand for social housing is high.

Currently, the province has formed many large industrial parks (IPs) with high labor rates such as Dien Nam - Dien Ngoc IP (Dien Ban town); Dong Que Son IP; Tam Thang IP (Tam Ky); Bac Chu Lai IP, Truong Hai Auto Mechanical IP, Logistics IP, Tam Hiep Port (Nui Thanh) ... According to provincial statistics, the number of workers in IPs in the province is currently approximately 48 thousand people. Of these, most workers provide their own accommodation and rent houses.

According to Mr. Nguyen Thanh Tam - Director of the Department of Construction, currently the whole province has only 1 housing project for workers in Tam Thang Industrial Park put into use by Panko Company with a construction area of ​​5.1 hectares in phase 1 corresponding to 200 rooms.

Mr. Tam said that the demand for social housing of the people in the province is very large but the development of social housing is very low. The current investment projects to build social housing in Quang Nam are mainly at the investment portfolio level, preparing for investment.

Up to now, the whole province has not had social housing for people with meritorious services and policies. The reason for the slow development of social housing in Quang Nam is mainly due to agricultural production, the urbanization rate is growing but not much, and the average income per capita is low. In particular, the investment support mechanism is not attractive enough, not really attracting social housing investors to be interested in building.

Vice Chairman of the Provincial People's Committee Tran Nam Hung said that in order to encourage and attract social housing investors, Quang Nam really needs a resolution to support implementation. In addition to incentives for investors of social housing projects for sale and rent, Quang Nam will have other support mechanisms such as speeding up procedures, supporting the progress of project implementation...

Will submit to Provincial People's Council for approval

Recently, the Provincial People's Committee had a working session with departments and branches on the draft resolution to support the implementation of social housing investment projects in the province to submit to the Provincial People's Council for approval at the upcoming 28th Session. After listening to the presentation of the Department of Construction and comments from departments and branches, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the Department of Construction to urgently complete the draft resolution with many contents.

The province's mechanism is that the State provides funding to carry out compensation, support, and resettlement according to the provisions of the Land Law; creating clean land for investors to build houses.

The State supports 50% of the investment cost for building technical infrastructure systems (except for internal technical infrastructure systems) but not more than 10 billion VND/project and supports not more than 60 million VND/apartment.

Support all costs of appraisal of tasks, detailed construction planning projects; appraisal of feasibility study reports; appraisal and approval of fire prevention and fighting designs; construction permit fees, environmental permits. The support principle is after investment.

The objective of the draft resolution to support the implementation of social housing investment projects in the province is to basically meet the needs of people for suitable accommodation, especially workers and low-income laborers; gradually improve the quality of housing; create momentum for sustainable urban development towards industrialization and modernization. Quang Nam focuses on improving the quality of housing construction, the level of comfort of housing; diversifying housing products and models; ensuring social security...

Vice Chairman of the Provincial People's Committee Tran Nam Hung assigned the Department of Construction and related departments and branches to quickly review and select a list of land funds for investment in the construction of independent social housing with favorable locations; to immediately deploy documents, procedures and select investors to implement the project.

For commercial housing construction investment projects that have not completed site clearance but the investors have committed to carry out, the departments and branches require the investors to urgently coordinate with the localities to clear the site, organize the implementation of social housing construction with synchronous technical infrastructure and comply with the investment contents and progress that have been approved in the investment policy. Quang Nam strives to complete the investment target of building enough 19,600 social housing units by 2030.

Currently, STO Agricultural, Rural and Sports Tourism Services Investment Consulting Joint Stock Company is investing in infrastructure and 6 apartment blocks in the housing development project for low-income people in Dien Nam - Dien Ngoc Industrial Park. European Real Estate Company Limited is waiting for an investment license for a social housing project of 469 units for low-income people. Danatol Company is also waiting for an investment license for a social housing project of 600 units. Many other projects are carrying out procedures for social housing investment...
