The National Center for Hydro-Meteorological Forecasting has made specific forecasts on rainfall from August to December 2023 in regions nationwide. Specifically, in the Northern region, from August to September 2023, total rainfall in mountainous areas will generally be 5-10% lower than the average of many years. The midland region will be approximately at the average of many years. The plain and coastal areas will be approximately 5-15% higher than the average of many years in the same period. In October 2023, total rainfall will generally be approximately at the average of many years in the same period. In November and December 2023, total rainfall will generally be approximately 10-25% higher than the average of many years in the same period.

In the Central region, in August 2023, total rainfall is about 5-20% higher than the average of many years in the same period, in September 2023 it is approximately the average of many years, in October 2023 it is 10-25% lower. In the South Central region, it is 5-15% lower than the average of many years in the same period. In November 2023, total rainfall in the Thanh Hoa to Quang Binh area is 10-20% higher than the average of many years. Total rainfall in the Quang Tri to Binh Thuan area is generally 10-20% lower. In December 2023, the area from Thanh Hoa to Thua Thien - Hue is generally 10-20% higher. The area from Da Nang to Binh Thuan is generally approximately the average of many years in the same period.

In the Central Highlands and the South, in August 2023, total rainfall will generally be about 5-20% higher, in September 2023 it will be about 5-15% higher, and in October, total rainfall will be about 5-10% lower than the average of many years in the same period. In November 2023, total rainfall will be 5-20% lower than the average of many years in the same period; in December 2023, there will be little rain (total rainfall is approximately the average of many years in the same period). Due to the possibility of rainfall shortage in the last months of 2023 and little rain in the first months of 2024, authorities at all levels and people need to take measures to use water resources economically and effectively, and change to drought-resistant crops in the winter-spring months of 2023-2024, especially in the southern regions.

2023 is forecasted to be affected by the El Nino phenomenon, with reduced rainfall, water shortages, heat waves and drought. In the context of the ongoing storm season, most recently, storm No. 1, although it did not make landfall in our country, its influence covered the entire North, Thanh Hoa and Nghe An, meteorological experts said that people and authorities at all levels need to proactively respond to possible natural disasters to minimize damage to people and property, the environment and socio-economic activities.
