On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW, directing the merger of some provincial-level units, not organizing at the district level, and merging some commune-level units. This is part of the effort to streamline the organization of the political system to ensure efficiency and effectiveness.

People agree

In recent days, although there have been many different opinions among cadres and party members working at agencies in the political system at the provincial, district and communal levels, the vast majority have expressed consensus and support for the Party's guidelines and policies and the State's laws on the organization and apparatus of the political system to be streamlined, strong, efficient, effective and efficient.

At the grassroots level, in many tasks of the year, regular tasks that officials and people are focusing on and striving to complete, they are ready to "mentally" deploy and implement the conclusions of the Politburo on not organizing at the district level, implementing the 2-level provincial - communal local model that is receiving a lot of attention. People show their agreement and support for the arrangement of the apparatus of the political system to save the state budget, reduce administrative costs and waste in public spending, the government apparatus is streamlined, compact, and operates more effectively and efficiently, promoting socio-economic development. People hope that the arrangement of the apparatus when merging provinces and communes must select talented, skilled, ethical, and responsible people.

With a two-level government, people only have two options for public service providers: commune or provincial level.

However, people also expressed concerns that the merger of provinces and communes and the streamlining of the apparatus must be closely linked with administrative reform and the application of digital technology so that the reduction of personnel goes hand in hand with increased work efficiency, meeting the needs of people and businesses in handling administrative procedures.

Deputy Secretary of the Party Cell, Head of Bang Lang Hamlet, Tan Lap Commune, Tan Thanh District, Long An Province - Le Hoang Viet said: Since 2017, the Party has issued Resolution 6 of the Central Committee on streamlining the apparatus. But after 7 years, the results have not met expectations. Now, the whole Party is more determined than ever, creating consensus among Party members and people on the policy of strong reform.

This is a breakthrough, mobilizing resources to develop the country, standing shoulder to shoulder with the world powers. Ms. Viet said that when organizing a two-level local government, how will the commune-level administrative units in the province be arranged? Some district-level officials will be transferred to work at the commune level. Commune-level officials, especially non-professional officials, are very concerned about whether they will be able to continue doing their current jobs in the future. For the redundant cadres and civil servants in the streamlining process, she hopes that the State will ensure policies to support retraining and finding new jobs.

War invalid Nguyen Van Thang (Thanh An commune, Thanh Hoa district) said that he personally found this policy to be very correct and necessary. As someone who participated in the resistance war to protect the country, he hopes that this policy will bring benefits to the country, helping his homeland develop further. He also believes that there must be careful and thorough preparation to ensure feasibility and effectiveness.

High expectations for streamlining the apparatus

Not organizing district-level administrative units not only reduces the number of intermediate-level civil servants and reduces the budget burden, but also promotes streamlining and thoroughly reforms administrative procedures . Thanks to that, work is resolved more quickly, more economically and more effectively.

Among them, the people are the ones who benefit the most, because all government activities are to serve the people, to improve their material and spiritual life. Therefore, the people are very hopeful about this revolution.

When the administrative apparatus is streamlined, decision-making and policy implementation will be quick and effective, promptly responding to the general development pace of society and the economy, and directly impacting people and businesses in a more positive way.

In the context of the country entering a period of rapid and sustainable development, priority should be given to young cadres who dare to think, dare to do, and have practical experience. Each cadre also needs to proactively change, approach new jobs, "strive", and not let it affect the common work. With the requirement of streamlining, every position is important, and negative thoughts should not arise when transferring jobs or changing positions. When each person voluntarily changes, the whole system will operate effectively and the country will develop strongly.

In the organization restructuring, the arrangement of staff must be public and transparent, selecting suitable people, retaining competent and experienced staff, avoiding brain drain and causing internal disunity. The arrangement must not interrupt work, ensuring good service to the people and businesses.

During this time, the arrangement and streamlining of the apparatus is a topic that receives special attention from the people. Along with the agreement and support, the people want to streamline the apparatus but not to interrupt the work, affecting the normal activities of society and the people. Therefore, the arrangement is carried out by the province in a scientific and careful manner, ensuring the system operates continuously, serving the people without interruption; not allowing indifference, neglect of work, or negativity to arise.

On March 14, 2025, Provincial Party Secretary - Nguyen Van Quyet signed and issued Conclusion No. 1406 of the Provincial Party Standing Committee on continuing to study and reorganize the apparatus of the provincial political system. In particular, it requires Party committees at all levels, Party organizations, leaders of agencies, units, and localities to continue to lead, direct, deploy, disseminate, propagate, and strictly implement the resolutions and conclusions of the Central and the province related to the reorganization of the apparatus of the political system.

That is to strengthen political and ideological work, grasp the situation, mood, ideology of Party members, and public opinion among the people. The process of reorganizing the apparatus must ensure regular, continuous, uninterrupted operation, without affecting the activities of the Party, State, people and businesses,...

With firm, careful, and thoughtful steps, the province is determined to put the new apparatus into operation in a streamlined, strong, efficient, effective, and efficient manner, meeting the requirements of the tasks and expectations of the people. Successfully implementing the task of streamlining the apparatus while still retaining a truly virtuous and talented cadre team will create favorable conditions for our country to develop strongly and steadily enter the new era./.
