According to the report of the Provincial People's Committee, implementing the directions of the Prime Minister and the Ministry of Agriculture and Environment, the province has so far established two interdisciplinary working groups to resolve legal issues and allocate construction materials for projects.
For construction stone, the province has conducted field surveys and worked with mine owners many times to ensure the supply of materials for key projects in the South. The current difficulty is that mining enterprises have only signed land lease contracts for part of the area, the remaining area has not completed the procedures to lease the land, so the mining capacity has been significantly reduced. If the procedures and mining are allowed to be carried out in parallel, in the remaining months of 2025, the mines can exploit about 9.6 million m3 .
Regarding the allocation of construction stone, the Provincial People's Committee has allocated it to each contractor who signed a contract with the quarry owner. During the implementation process, the province will continue to adjust if there are any changes compared to the actual situation of the projects. In addition, the province has extended 4 stone mining licenses.

Regarding the land filling for 2 projects: Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3 section through Dong Nai, up to now, the Provincial People's Committee has granted licenses for 6/7 dossiers of exploitation of filling materials, with a total volume of nearly 4.4 million m3 .
In addition, after resolving land lease procedures for quarries in Tan Cang area, about 1 million m3 of accompanying land will be recovered to supply the projects. Thus, the total volume of exploitable land is about 200 thousand m3 higher than the needs of the 2 projects.
At the meeting, representatives of investors, contractors, and project management boards: Long Thanh International Airport, Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3, etc. reported on the demand and volume of materials that have arrived at the construction site and are currently lacking. The mine owners also reported on difficulties and obstacles, and at the same time hoped that the working group would provide guidance on removing land procedures and permits to increase mining capacity.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha suggested that the agriculture and environment sector learn from experience and do better in mineral planning for upcoming projects so as not to be passive.

Deputy Minister of Agriculture and Environment Tran Quy Kien said that Dong Nai is the "capital" of construction stone, with the mining capacity of mines being more than 20 million m3 , while the demand for key projects this year is more than 7 million m3 , so it cannot be said that there is a shortage of construction stone.
The problem must focus on solving existing problems so that the mine owner can increase mining capacity and have a reasonable allocation plan to ensure that construction sites have enough material sources according to demand, with special priority given to the Long Thanh International Airport Project and the Bien Hoa - Vung Tau Expressway.

Regarding land resources, it has been basically ensured. Licensed mine owners are requested to be responsible for exploiting at the right capacity and bringing minerals to the right construction site. The head of the working group also informed that in the soonest time, the Government will propose to add the Long Thanh International Airport Project to the list of special mechanisms according to the recommendations of the locality and the investor so that the quarries supplying the project can increase their exploitation capacity by 50%.
