Deputy Prime Minister Tran Hong Ha requested to urgently select investors for component project 3, Ring Road 4 - Hanoi Capital Region under the public-private partnership (PPP) method.

The Government Office issued Notice No. 466/TB-VPCP dated October 14, 2024, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation of the Investment Project to build Ring Road 4 - Hanoi Capital Region.
At the announcement, Deputy Prime Minister Tran Hong Ha highly appreciated the drastic participation of local Party committees and authorities: Hanoi City, Bac Ninh Province, Hung Yen Province in recent times have made efforts to speed up the progress of site clearance and implementation of component projects in the area. However, according to the report of the Hanoi People's Committee, the implementation of the Project encountered a number of difficulties and problems in terms of mechanisms, policies; selection of investors, etc.
The Deputy Prime Minister concluded: The project was decided on investment policy by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022; therefore, the adjustment of contents related to capital structure, change of financial plan of Component Project 3 invested under the PPP method... must be submitted to the National Assembly for consideration and resolution.
Relevant ministries, agencies and localities should learn from their experience in surveying, evaluating and providing inaccurate data when preparing the Pre-Feasibility Study Report (in which the main responsibility lies with consulting units).
The Hanoi People's Committee shall preside over and coordinate with relevant localities to accurately review data, agree on adjustments and balances on the increase and decrease in total investment of component projects, etc., on that basis, carefully consider the content and timing of submission to the National Assembly. Note that the implementation of Component Project 3 requires consultation with interested investors, ensuring feasibility and compliance with the law on investment under the PPP method.
The Ministry of Planning and Investment and the Ministry of Transport coordinate and guide Hanoi City and localities to properly implement the contents approved in Resolution No. 56/2022/QH15 of the National Assembly; promptly select investors to implement Component Project 3 under the public-private partnership (PPP) method;
At the same time, review and summarize the difficulties of all three localities, paying attention to the provisions of Resolution No. 140/2024/QH15 of the National Assembly; the process of deploying and implementing procedures according to regulations to submit to competent authorities for issues beyond their authority, and submit to the National Assembly to adjust the investment policy of the Project (when necessary).
The Ring Road 4 - Capital Region Project is a national key project. The Ring Road 4 - Hanoi Capital Region Project has a total length of more than 112 km, passing through 3 provinces and cities, including Hanoi, Hung Yen and Bac Ninh. The project is divided into 7 component projects, of which the Ring Road 4 Expressway is invested under PPP (component project 3). This component project is considered the "heart" of the Project, and is currently in the process of seeking investors. The Hanoi People's Committee strives to complete the selection of investors and start construction of Component Project 3 in the fourth quarter of 2024.
