Virtual filtering still worries about virtuality

TPO - The Ministry of Education and Training has started organizing virtual filtering of university admission wishes in 2024. This will be done 6 times until 5:00 p.m. on August 17. Running virtual filtering in parallel with the Ministry of Education and Training to support schools, there is also a virtual filtering group in the North chaired by Hanoi University of Science and Technology and a group in the South chaired by Ho Chi Minh City National University.

The Ministry of Education and Training notes that the admission application processing system only filters out candidates who have passed the lower admission application to another training institution (CSDT) from the expected admission list that the institution sends to the system. The system does not have the function of adjusting the quota and benchmark scores that CSDT has determined. The system does not consider admission on behalf of CSDT.

The CSĐT will receive full priority information of candidates after candidates register for admission on the system. CSĐT that organize early admission without using data on the system must be responsible for the information to consider priority subjects and areas, and absolutely must not set out requirements that cause inconvenience to candidates such as requiring them to submit or present household registration books or certificates of residence information when performing administrative procedures (according to Government regulations...).

The CSĐT absolutely complies with and agrees to implement the regulations on the list of successful candidates. The official list of successful candidates is the list of candidates that the application processing system sends back to the CSĐT (based on the list of expected successful candidates uploaded by the CSĐT to the System) after processing the application for the last time on August 17. The CSĐT absolutely cannot adjust this official list of successful candidates.

The Ministry of Education and Training emphasized that training institutions are not allowed to ask candidates to confirm admission or enroll before August 19 and are not allowed to finish confirming admission or finishing enrollment before 5:00 p.m. on August 27 (including for joint training programs with foreign countries).

Associate Professor, Dr. Vu Duy Hai, Head of Admissions and Career Guidance Department, Hanoi University of Science and Technology, said that the Northern virtual filtering group received about 3 million registration wishes from candidates from 60 schools in the group. During the virtual filtering period, the group will run virtual filtering once a day before transferring data to the Ministry of Education and Training. Mr. Hai assessed that this year the system is running stably after adjustments from last year. This year, the system recorded more than 733,000 candidates registering for admission (equivalent to 68.5% of the number of high school graduation exam takers), an increase of about 73,000 candidates compared to last year.

Fear of unfairness due to early admission

The final stages of the first round of admissions in 2024 are being implemented. At the 2024 University Education Conference recently held by the Ministry of Education and Training, the leaders of the Ministry of Education and Training said that throughout the system, this year's admissions season, universities are still using many complicated admission methods and options, and many places have not ensured fairness.

According to statistics from the Ministry of Education and Training, there are currently about 20 admission methods applied by institutions. This situation has been going on for many years, invisibly causing difficulties for candidates in the selection process.

According to the report of the Department of Higher Education, Ministry of Education and Training, in 2022 and 2023, some early admission methods had admission rates of less than 1%. In 2023 alone, 214/322 training institutions conducted early admission with more than 1.2 million successful candidates. After virtual filtering, more than 300,000 candidates were admitted early. The number of candidates registering for the first choice (admitted after virtual filtering) by the early admission method was more than 147,000 (less than 50% of the successful candidates).

Looking at many admission seasons, virtual filtering is still difficult to limit virtual candidates. For example, in the 2023 admission season, despite many virtual filterings, some schools still had difficulty determining the benchmark scores. At that time, the Ministry of Education and Training had to postpone the announcement of university benchmark scores to support schools in accurately filtering virtual candidates. Therefore, schools need to review and analyze input quality according to admission methods to eliminate ineffective methods.

Deputy Minister of Education and Training Hoang Minh Son said that early admission has positive aspects but also causes students to be distracted. Recently, many Departments of Education and Training and high schools have reported and worried about this, because many students neglect their studies when they know they have been admitted early. Early admission is good if it is for direct admission of very talented and gifted candidates, but if the quota is not controlled, it will lead to unfairness.

Mr. Son emphasized the issue of unfairness when schools announce admission quotas early, which will have a certain degree of illusion, making it difficult to have a basis for verification; or leading to some schools having actual enrollment numbers that greatly exceed the quota. Therefore, in the coming school year, the Department of Higher Education needs to urgently coordinate to simplify, ensure enrollment quality, as well as fairness for candidates.
