Promote communication to disseminate the contents and tasks of the National Target Program on cultural development for the period 2025-2035

On the afternoon of April 4, Member of the Party Central Committee, Deputy Prime Minister Mai Van Chinh chaired a meeting to listen to a report on the Implementation Plan and draft feasibility report of the National Target Program on Cultural Development for the 2025-2035 period.

Reporting at the meeting, Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung said that on November 27, 2024, the National Assembly issued Resolution 162/NQ-QH on approving the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

The program is implemented nationwide and in a number of countries that have long-term cultural interactions with Vietnam, and have a large number of Vietnamese people living, studying and working. The program will be implemented from 2025 to the end of 2035.

Regarding the progress of the preparation of the Program's feasibility study report, the Ministry of Culture, Sports and Tourism has drafted the first report (including: Feasibility study report; Draft Decision of the Prime Minister approving the feasibility study report; Draft National Criteria for Comprehensive Cultural Development at All Levels; Draft Decision of the Prime Minister on principles, criteria, allocation norms and counterpart fund ratios of local budgets to implement the Program) and has sent it to 63 provinces, cities, ministries, branches and relevant agencies for comments.

On February 28, 2025, the Ministry held a workshop on "Contributing comments on the draft feasibility study report of the National Target Program on Cultural Development for the period 2025-2035" with ministries, branches, and 63 People's Committees of provinces and cities.

The Ministry is reviewing and identifying priority tasks, key focus points in accordance with the requirements of Resolution 62, and at the same time, receiving 12 opinions, including 7 opinions from localities, 8/24 opinions from ministries and branches contributing to the dossier. Up to now, 53 localities have submitted investment proposals, the Ministry is evaluating and arranging them according to 10 groups of component contents of the Program.

Concluding the meeting, Deputy Prime Minister Mai Van Chinh acknowledged and highly appreciated the spirit and responsibility of the Ministry of Culture, Sports and Tourism in performing the tasks assigned by the National Assembly, the Government and the Prime Minister to complete the Government's plan to implement Resolution 162 of the National Assembly.

Emphasizing that this is a national target program of great significance, the Deputy Prime Minister requested that the report be completed soon and the communication be proactively promoted so that the contents and tasks of the program are spread, awareness is raised and the entire political system is mobilized to participate.

In the process of preparing a feasibility study report, it is necessary to comply with legal regulations and relevant documents as well as the practical situation of ministries and branches to advise and make appropriate proposals to ensure feasibility.

Sharing the difficulties in implementing the Program in the context of apparatus restructuring, the Deputy Prime Minister requested the Ministry of Culture, Sports and Tourism to coordinate with ministries and branches to issue standards, criteria, and principles for capital allocation, reform administrative procedures, and decentralize and delegate power to localities that can do it, study Resolution 57 to supplement and perfect it; focus on developing cultural industries, entertainment industries, and cultural and artistic innovation ecosystems.

Ministries, branches and localities need to propose mechanisms, implementation solutions, tasks and funding for the Program to complete and submit to the Prime Minister on schedule.
