This is the information given by the Ministry of Transport in the 2024 Year-end Summary Report and Key Task Deployment Report for 2025. This report was announced by the Ministry of Transport at the Conference to Summarize the Work of 2024 and Deploy Key Tasks of 2025 of the Transport Industry scheduled to take place this afternoon, December 30.
Accordingly, in 2025, the Ministry of Transport aims to accelerate progress and ensure quality to complete component projects of the North-South Expressway Construction Investment Project in the Eastern region in the 2021-2025 period and other expressway projects, contributing to the completion of the goal of putting 3,000 km of expressway into operation nationwide by the end of 2025.
The Ministry of Transport will also speed up investment preparation to start projects: Upgrading and expanding the Ho Chi Minh City - Trung Luong - My Thuan, Ho Chi Minh City - Long Thanh, Cam Lo - La Son, La Son - Tuy Loan expressways; Cho Moi - Bac Kan expressway, My An - Cao Lanh expressway phase 1... in the first and second quarters of 2025.
For the 12 component projects of the North-South Expressway Construction Investment Project in the Eastern Region in the 2021-2025 period, it is expected that there will be 3 groups of component projects that will reach the finish line according to 3 time frames associated with important national holidays: April 30; September 2 and December 31, 2025.
Specifically, there are 4 component projects of the North-South Expressway in the East expected to be completed by April 30, 2025, including: Bai Vot - Ham Nghi, 35.28 km long, invested by Thang Long Project Management Board; Ham Nghi - Vung Ang, 54.2 km long, invested by Thang Long Project Management Board; Bung - Van Ninh, 49 km long, invested by Project Management Board 6.
There are 5 component projects of the North-South Expressway in the East expected to be completed on September 2, 2025, including: Vung Ang - Bung, 55 km long, invested by Project Management Board 6; Van Ninh - Cam Lo, invested by Ho Chi Minh Road Project Management Board; Hoai Nhon - Quy Nhon, 70 km long, invested by Project Management Board 85; Quy Nhon - Chi Thanh, 61.7 km long, invested by Project Management Board 85; Chi Thanh - Van Phong, 48 km long, invested by Project Management Board 7.
There are 3 component projects of the North-South Expressway in the East expected to be completed before December 31, 2025, including: Quang Ngai - Hoai Nhon, 88 km long, invested by Project Management Board 2; Can Tho - Hau Giang, 37.65 km long, invested by My Thuan Project Management Board; and Hau Giang - Ca Mau, 37.65 km long, invested by My Thuan Project Management Board.
According to the Department of Construction Investment Management (Ministry of Transport), in addition to projects that are likely to be completed, or even ahead of schedule, there are still 8 projects/281 km (Ministry of Transport: 3 projects/123 km; localities: 5 projects/158 km) that need to focus on resolving difficulties in site clearance, construction material sources, and organizing construction in 3 shifts and 4 teams to be able to finish on schedule.
In the Mekong Delta region, where 5 key transport projects and the Ho Chi Minh City Ring Road 3 Project are being implemented, meeting the total demand for sand filling materials of about 65.3 million m3 is a major bottleneck, affecting the ability to complete according to the set plan.
Although localities have mobilized all mines in the area to supply projects according to assigned targets, licensing procedures are still slow and mining capacity has not yet met the required progress of the projects.
Currently, the average capacity according to the environmental impact assessment of the mines in operation is 76,131 m3/day, and the mines in the process of completing procedures is 68,894 m3/day. If the procedures for all mines that have submitted documents are completed in December 2024, the exploitation capacity will only reach 145,025 m3/day, while the capacity needed to meet the project completion schedule is 239,046 m3/day, still lacking 94,021 m3/day.
“To ensure capacity to meet the construction progress of projects, mobilizing maximum sand resources from mines in the region (including sea sand) as well as sand resources available on the market is an extremely urgent requirement,” said a leader of the Ministry of Transport.
