Schools 'drawing' 16 contributions at the beginning of the year, a middle school in Hanoi planning to spend more than half a billion VND on the fund are information that has caused public outrage recently.

Nearly 9 million/student, shocking fee

In early September, social networks were abuzz with images of statistics showing the amount of money parents of students at Thanh Mien III High School, Hai Duong had to pay at the beginning of the school year, up to 8.7 million VND.

The items listed in this table include: Tuition, parking, personal insurance, health insurance, notebooks, seats, student ID cards, drinking water, sanitation, parent association fund, uniforms, electronic contact book, surveys, general tests, television, socialization, scholarship fund.

According to the case verification report of the Department of Education and Training of Hai Duong, this school made errors and violations in collecting school fees.

Specifically, 6 fees not included in the regulations include notebook fees, chair fees, survey fees, general test fees, class funds, and textbook fees. 3 fees exceeding the regulations include drinking water fees, student card fees, and electronic contact book fees.

In addition, two revenue streams have not been properly implemented, including sponsorship funds and parent-teacher association funds.

The Department's inspection team requested the school to stop collecting the fees that were being implemented. At the same time, the Principal of Thanh Mien III High School was asked to review his own responsibilities and those of related individuals.

School 'draws' 16 contributions at the beginning of the year

On September 26, social networks were abuzz with an image of a statistical table of 16 beginning-of-the-school-year revenues of Nguyen Trai Secondary School (Hai Duong).

Among the 16 items listed, there are items that are not included in the list of items to be collected according to the regulations of the Ministry of Education and Training and Resolution No. 8 of the Hai Duong People's Council.

Some fees are outside the regulations such as: chairs and flags 25,000 VND/student; life skills 432,000 VND; buying televisions 300,000 VND, parents' association fund 250,000 VND; supporting excellent students to take exams 50,000 VND; buying speakers 15,000 VND; supporting facilities 168,000 VND.

Regarding the school's collection of fees that are not in accordance with current procedures and regulations, the Department of Education and Training of Chi Linh City requires that they be returned to parents.

Also last week, social media spread images of a list of revenue and expenditure for the operating expenses of the Parents' Representative Committee of Tu Hiep Secondary School (Thanh Tri, Hanoi) with dozens of "strange" revenue items.

"Strange" revenues include gratitude to teachers on November 20 (45 - 50 million VND), paying tuition fees for students to study at Chu Van An (10 - 15 million VND); meeting fees for class leaders, heads of parent representatives of the whole school to review the first semester and the school year (12 - 15 million VND); supporting the organization of the Mid-Autumn Festival for all students in the whole school (32 - 39 million VND), gratitude to teachers on the occasion of Lunar New Year (45 - 50 million VND).

Total estimated revenue and expenditure for the school year ranges from 437 to 518 million VND. The Department of Education and Training of Thanh Tri district is verifying and clarifying.

Class fund spends nearly 230 million to repair classrooms

On September 27, information about the parent fund revenue and expenditure estimate of class 1/2 of Hong Ha Primary School, Binh Thanh District, Ho Chi Minh City spread quickly on social networks, making many people "dizzy".

Accordingly, the items in the income and expenditure table of class 1/2 include: Advance payment to the contractor to repair classrooms for 3 days: August 13, August 19 and September 13, totaling 220 million VND. Of which, on August 13, 150 million VND was advanced, on August 19, 50 million VND was advanced and on September 13, 20 million VND was advanced.

In total, according to the statement, the amount collected from the parent fund of class 1/2 is 313,300,000 VND, 260,328,500 VND has been spent, and there is still 52,971,500 VND left.

Each parent in the class had to pay 10 million VND. The total number of students in class 1/2 is 32, of which 1 student has not paid yet.

The Department of Education and Training of Binh Thanh District directed Hong Ha Primary School to return nearly 250 million VND in class funds collected and spent in violation of regulations to parents, and criticized the principal.

On the evening of September 28, class 1/2 of Hong Ha Primary School held a parent meeting after school hours to clarify the matter of each student contributing 10 million VND to the class fund, the spending of nearly 230 million VND to repair classrooms, and the refund of 10 million VND collected from each parent.

The Department of Education and Training directed the school to criticize the homeroom teacher of class 1/2 for the above violations.
