On the afternoon of April 2, Prime Minister Pham Minh Chinh chaired the second meeting of the Steering Committee for the development of the private economic project.
According to the Steering Committee, after its establishment and holding the first meeting, the Steering Committee has outlined the program, identified the tasks, viewpoints, goals, and main directions for building the Private Economic Development Project; organized 8 workshops and survey delegations in countries and localities; and sought opinions from ministries, branches, and localities to further perfect the draft Private Economic Development Project.

At the meeting, the Steering Committee continued to discuss and give opinions on the draft Project on private economic development. In particular, the Steering Committee members assessed the role of the private economy; the current state of private economic development; limitations, shortcomings, causes, lessons learned; proposed goals, tasks, and solutions for private economic development; specific mechanisms and policies for private economic development to ensure feasibility and effectiveness; private economic development to ensure market economic mechanisms and international commitments that Vietnam participates in.
Concluding the meeting, Prime Minister Pham Minh Chinh welcomed and highly appreciated the dedicated, responsible, quality opinions, demonstrating the high experience of the Steering Committee members; requested the editorial team to synthesize and complete one more step of the draft reports, projects and resolutions to be submitted to the Politburo to ensure time and quality.
Agreeing with the Project outline, the Prime Minister requested that the Project content must be presented clearly, with simple, easy-to-remember, easy-to-implement, easy-to-monitor and inspect words; the Project's scope is private economic development in the period from now to 2030, with a vision to 2045; the private economic development space includes individuals, individual business households and all types of private enterprises.
The Project is required to demonstrate a stronger breakthrough guiding ideology, innovate thinking, overcome the limits of conventional thinking, focus on key points, with breakthrough mechanisms and policies, leverage, create a push, turning point for feasible and effective private economic development, making important contributions to the implementation of the country's two 100-year goals.
In particular, it is necessary to liberate the entire production capacity and resources of the country through the private economy; mobilize all private resources for national development; effectively promote internal resources including human resources, natural resources, history, culture, effectively combine with external resources such as capital, technology, human resources, and management experience.
In particular, the Project must fully grasp and inherit the Party and State's guidelines, policies and strategies on private economic development, especially closely following and concretizing the guiding opinions and content of General Secretary To Lam's article on the private economy.
The Prime Minister emphasized that we must have a full and profound awareness of the role and importance of the private economy in the overall national economy, identifying the private economy as the most important driving force for the country's economic development.
For the private economy to develop, it is necessary to ensure property rights, freedom of business, equal access to natural resources and national assets; to change the state from passively receiving and resolving administrative procedures and recommendations from people and businesses to actively promoting the development of the private economy, for the benefit of the nation and people.

It is necessary to set higher targets for private economic development in terms of quantity, quality, contribution to GDP, and increased labor productivity. The Prime Minister emphasized that the Project must provide solutions for institutional improvement, including building and organizing institutional implementation, ensuring transparency, reducing administrative procedures, cutting unnecessary procedures, not causing inconvenience and congestion for people and businesses, reducing compliance costs to the highest possible level, including a specific time for establishing a business.
The project must outline ways to mobilize resources, diversifying resources, products, markets, and supply chains; creating the most favorable access conditions for the private economy to participate in the market; promoting public-private cooperation, especially applying the models of "public leadership, private governance", "public investment, private management", "private investment, public use"; liberating resources among the people, while ensuring property rights, protecting the rights and legitimate interests of the people, and not criminalizing economic relations.
Requiring trust, hope, motivation, inspiration, and encouragement for all people to participate in developing the private economy, which is also developing the country, especially promoting science, technology, innovation, digital transformation, green transformation, and sustainable business in the private economy, the Prime Minister directed to mobilize and assign tasks to the private economy to participate in implementing the three strategic breakthroughs that the Party and State are implementing, especially large infrastructure development projects such as high-speed railways, airports, seaports, and highways; or in modernizing the defense and security industry, as well as participating in solving major national issues such as pandemic prevention and control...
Noting the need to strengthen the connection between private enterprises with state-owned enterprises and foreign-invested enterprises; creating conditions for private enterprises to develop regionally and internationally, the Prime Minister requested to continue to seek opinions from experts, scientists, localities, especially private enterprises and individual business households to complete the Project.
At the same time, develop and submit to the National Assembly for consideration and promulgation laws and resolutions of the National Assembly on private economic development; develop a resolution of the Government on the Government's action program and organize the implementation of the Central Committee's resolution on private economic development so that after the Central Committee has a resolution, it can be implemented immediately.
