On the morning of May 22, the National Assembly continued the process of electing the President. After the Resolution on electing the President for the 2021-2026 term was passed, the oath-taking ceremony for the new President began. With 472/473 National Assembly deputies (96.92% of the total number of National Assembly deputies) approving the Resolution to elect the President, General To Lam became President for the 2021-2026 term. In a solemn atmosphere in Dien Hong Hall, Party and State leaders and National Assembly deputies stood up to witness the oath-taking ceremony of new President To Lam. "Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters of the whole country, I, the President of the Socialist Republic of Vietnam, swear: to be absolutely loyal to the Fatherland, the People and the Constitution of the Socialist Republic of Vietnam, to strive to fulfill well the tasks assigned by the Party, the State and the People," the new President To Lam swore, placing his hand on the Constitution. General To Lam was born in 1957 in Van Giang district, Hung Yen province. He was a member of the Politburo of the 12th and 13th tenures; a member of the Party Central Committee of the 11th, 12th and 13th tenures; and a National Assembly delegate of the 14th and 15th tenures. General To Lam served 6 years as Deputy Minister and 8 years as Minister of Public Security, before being elected by the 15th National Assembly as President for the 2021-2026 term. In his inaugural speech, the new President thanked the National Assembly for electing him and entrusting him with the important responsibility of President. He also thanked the Party Central Committee, General Secretary Nguyen Phu Trong and other Party and State leaders for trusting him to take on this noble responsibility. "This is an honor, a great responsibility, and at the same time an opportunity to, together with the Central Committee, the Politburo and the Secretariat, devote all our efforts and intelligence to serving the country and the people," the new President shared. The new President pledged to seriously and fully perform the duties and powers stipulated in the Constitution; actively carry out the country's domestic, foreign, national defense and security tasks; and together with the entire Party, people, army and organizations in the political system, promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening and national pride". Prime Minister Pham Minh Chinh congratulated new President To Lam. Party and State leaders presented flowers to congratulate new President To Lam.
