Mr. Nguyen Thanh Ha, Chief of Office of Khanh Hoa Provincial People's Committee, said that the province has reclaimed more than 9,200 square meters of land and construction works on the land, including 5 Bao Dai relic villas, to hand over to the Relic Management Center of the Department of Culture and Sports (VH-TT) for management.

Almost 10 years to waste

The scenic spot Cau Da Villa (Vinh Nguyen Ward, Nha Trang City), commonly known as Bao Dai Palace, includes the grounds, infrastructure and 5 ancient villas located on Canh Long Hill - a prime location overlooking Nha Trang Bay. The 5 villas include: Nghinh Phong, Vong Nguyet, Bong Giay, Phuong Vi and Cay Bang, built by the French more than 100 years ago. Notably, Nghinh Phong and Vong Nguyet villas were beautifully built. From 1940-1945, King Bao Dai and Queen Nam Phuong and their family often came here to rest, so this place still retains many related souvenirs.

In 2011, according to the policy of Khanh Hoa Provincial People's Committee, Khanh Viet Corporation (Khatoco - the management unit of Bao Dai tower) cooperated with Ha Do Group Joint Stock Company to establish Khanh Ha Investment Joint Stock Company (abbreviated as Khanh Ha Company) to implement the Bao Dai luxury villa project. In 2013, Khanh Hoa Provincial People's Committee granted an investment certificate to Khanh Ha Company to use over 8.9 hectares of land and 4.7 hectares of water surface in Canh Long hill area to build 45 new villas and a 5-star hotel with 108 rooms.

Bao Dai Palace relic site has been closed to tourists for 10 years now.

Until now, 10 years have passed but these 5 villas are still lying around the messy project area. Khanh Hoa Provincial People's Committee has decided to reclaim these 5 villas, but when we arrived at the Bao Dai building area, we were stopped by the project's security guards and had to present documents to the investor before being allowed in. The current state of the interior and the relics in these 5 villas after 10 years of abandonment is a mystery to the public.

According to the Department of Culture and Information of Khanh Hoa province, there are 42 artifacts at the Bao Dai palace relic being preserved in the villas, divided into 4 groups. Group 1 has 3 portraits dating from the early 20th century; group 2 has 10 artifacts, dated from the first half of the 20th century; group 3 has 16 artifacts, dating from the second half of the 20th century and group 4 has 13 artifacts, dating from the late 20th century. Among them are artifacts with value in terms of time, history and culture.

The leader of Khanh Hoa Monuments Conservation Center said that after 10 years of disuse, deterioration is inevitable. Restoration and renovation will take a lot of time.

Don't know when it will reopen!

According to Mr. Nguyen Thanh Ha, Khanh Hoa Provincial People's Committee has issued a document assigning the Department of Culture and Sports to develop a plan to repair the 5 villas above. In addition, the department has prepared a dossier to rank and recognize the Cau Da Villa as a relic. The Provincial People's Committee has also assigned this department to develop a plan to manage and exploit the above relic site after completing the restoration work.

According to Decision 1125/QD-UBND on the recovery of 5 villas at Bao Dai Luxury Resort Project, Khanh Hoa Provincial People's Committee assigned Nha Trang City People's Committee to direct the Department of Natural Resources and Environment to coordinate with Vinh Nguyen Ward People's Committee and related units to specifically determine the boundary of the recovered land plot and hand it over to Khanh Hoa Monuments Conservation Center for management according to regulations. Assign Khanh Hoa Land Registration Office to recover and reissue land use right certificates to the investor.

However, as of August 2, the leader of the Department of Culture and Sports of Khanh Hoa province (the governing body of the Khanh Hoa Monuments Conservation Center) said that this unit has not yet received the handover of the 5 villas mentioned above for management. To what extent these ancient villas have degraded, there must be a plan to survey and assess the current condition for restoration. Therefore, it is not possible to answer the question of when they will be opened to the public and visitors.

Speaking to a reporter from Nguoi Lao Dong Newspaper, a representative of Khanh Ha Company said that the transfer of management rights for the above 5 villas will be carried out in accordance with legal regulations. The value of the 5 existing villas when returned to Khanh Hoa province is nearly 4 billion VND. This value will be included in the company's production costs after the transfer. "The enterprise has invested a lot of money in the project but it has not been implemented yet due to many problems in planning and appraisal... The biggest wish is for the province to consider and soon approve the plan to adjust the construction planning of Bao Dai resort Nha Trang project so that the investor can continue to construct and complete the project" - said a representative of Khanh Ha Company.

Reasons for not ranking as national monument

In 1995, the Bao Dai Palace was listed as a provincial-level relic by the Khanh Hoa Provincial People's Committee under the name of Cau Da Palace Scenic Landscape. Meanwhile, in the provinces where King Bao Dai's villas are located, they have all been ranked as national relics. The Khanh Hoa Provincial Department of Culture and Information said that the reason this relic has not been ranked as a national relic is because of the lack of a request from the management unit, the relic has not been documented, and the design drawings of the 5 villas mentioned above are missing. The Department is still reviewing this project to prepare a dossier to propose ranking as a national relic.
