Kinhtedothi-According to the leader of the Department of Home Affairs, the "Contest to find ideas and solutions for administrative reform in Hanoi in 2024" has found highly applicable solutions, contributing to spreading the spirit of reform, improving the quality of service to the people; is a premise for the city to replicate in the coming years.


Promoting creativity of cadres and civil servants

With the advice of the Hanoi Department of Home Affairs, 2024 is the first year that Hanoi City has implemented the Contest "Searching for ideas and solutions for administrative reform (PAR)" throughout the city, achieving results beyond expectations.

Deputy Head of the Administrative Reform Department (Hanoi Department of Home Affairs) Tran Thi Minh Phuong said that in the first 11 months of this year, the city recorded many encouraging results in administrative reform. The continuous efforts of all levels of government, agencies, units and the active participation of the people have brought about practical results, improving the quality of government operations and serving the people and businesses better and better.

In particular, in April 2024, the City People's Committee issued a Plan to organize the Contest "Searching for ideas and solutions for administrative reform in Hanoi City in 2024", which is expected to find breakthrough ideas and solutions that contribute to improving the PAR Index and promoting innovation in the activities of agencies and units; an opportunity to promote the dynamism, creativity and responsibility of the team of cadres, civil servants and public employees (CBCCVC) of the City. Each idea and initiative is very important, bringing social efficiency and contributing to improving the satisfaction of people and organizations.

The solution to build the platform
The solution to build the platform "Digital Capital Citizen - iHanoi" of the Hanoi People's Committee Office won First Prize at the Competition.

After 7 months of launching, the Contest has attracted 100% of agencies and units to participate and received a total of 196 entries from 53 teams of departments, branches, sectors, People's Committees of districts, towns and cities in the City, of which departments, branches and sectors had 31 entries and districts, towns and cities had 165 entries.

Notably, in the 8 launched fields, the field of "Digital transformation and application of IT in state administrative agencies" had the largest number of entries, with 109 entries (accounting for 57%); the field of "Administrative procedure reform" 25%, the field of "Implementation of one-stop, one-stop mechanism" 10%; other fields 8%.

According to regulations, the scoring process is organized through 2 preliminary and final rounds. In August 2024, the preliminary round jury (the Director of the Department of Home Affairs as the head of the jury and members are leaders of a number of departments and branches advising on administrative reform fields, leaders of Party agencies and mass organizations) scored the entries, with a total of 392 scores.

Scoring criteria based on the ballots are specified in the Competition Rules, with key evaluation contents: novelty, difference of the initiative and solution compared to old solutions; implementation methods and steps; applicability in practice; feasibility, effectiveness, and benefits obtained from applying the initiative and solution.

At the end of the preliminary round, the City selected 11 best entries, of which 6 entered the Final Round held last weekend, from which 1 First Prize, 2 Second Prizes, 3 Third Prizes and 5 Encouragement Prizes were awarded.

Excellent ideas and solutions from here will not only stop at the competition level but will be implemented in practice, making an important contribution to improving the quality of service for people, organizations and businesses, thereby building a Hanoi that develops sustainably and integrates internationally. Demonstrating a commitment to better serve the people

In fact, although it was held for the first time, the Contest attracted a large number of entries, including many outstanding initiatives right from the grassroots level, which can bring significant benefits in improving work efficiency, improving the quality of public service provision (PSP) and optimizing the process of handling administrative procedures. The solutions and initiatives from groups and individuals not only demonstrate creativity but also meet the practical needs of people and businesses.

A typical example in the field of “Administrative Procedure Reform”, the solution to replace the automatic queuing machine at the People's Committee of Long Bien District helps improve the working process at the “One-stop shop” Department, reducing waiting time for people, and was awarded Second Prize at the Final Round of the Contest “Searching for ideas and solutions for administrative reform in Hanoi City in 2024”. The new system uses smart technology to streamline and arrange the order of service, helping to optimize the processing of citizens' requests.

Head of the Internal Affairs Department of Long Bien District People's Committee Nguyen Thi Thu Hang shared that the novelty of this device is that it can replace the current automatic number taking machine while still ensuring order and priority for citizens and organizations when transacting; does not require annual maintenance; operates on a charging mechanism with very low power consumption; does not require software, internet connection, and is compact in size.

Meanwhile, the device does not consume materials; does not discharge paper into the environment, thereby saving the effort of cleaning the headquarters; does not make noise due to loudspeaker calls, but has a large operating radius, so it supports citizens not to have to sit and wait continuously for their turn like the old solution. In addition, the frequency of card reuse is large; easy to replace components because the product is widely sold on the market, with many options.

“In particular, the cost of purchasing this equipment is quite low, saving up to 90% of the estimated investment in new purchases, while reducing the entire annual maintenance cost for the system. After 1 year of use, it has served more than 200,000 administrative procedure records, while no equipment has broken down and needs to be replaced or maintained,” Ms. Nguyen Thi Thu Hang informed.

At the People's Committee of Me Linh district, the integrated solution of "interconnected birth registration procedures combined with registration to receive vaccination reminders for children from 0 to 24 months old" has also shown high efficiency in helping families with young children perform two important administrative procedures in just one registration, saving time, effort and enhancing the connectivity between administrative procedures.

For Chuong My district, the model of "Shortening the time to process marriage registration procedures involving foreign elements at administrative agencies from 15 days to 10 days" of the District People's Committee has helped shorten the time to process documents, reduce complicated procedures and facilitate couples with foreign elements to complete legal procedures, thereby quickly stabilizing their lives and common plans.

Regarding the reform of the civil service regime, there is a solution to apply software to score the monthly PAR Index in Bac Tu Liem district, helping to evaluate the working performance of departments, offices, and ward People's Committees, thereby creating motivation for units to improve work quality, increase transparency and responsibility of civil servants.

By monthly evaluating the administrative reform indicators of departments, offices and ward People's Committees, district leaders can easily identify issues that need improvement and propose timely adjustments. This solution was also awarded Second Prize at the City-level Competition.

Regarding digital transformation and IT application, the solution to build the platform “Digital Capital Citizen - iHanoi” of the Office of the City People's Committee won the first prize at the City-level Competition. According to the representative of this unit, the idea was developed with the goal of building a synchronous digital platform for the residents of the Capital, iHanoi not only provides online public services but also creates conditions for people to easily access information and reflect on issues in daily life. This is a pioneering step towards building a smart, modern urban area for Hanoi.

In this field, right from the commune level, there have been very active units, typically the model of "Communication on administrative procedure control via Tiktok platform" in Tram Troi town (Hoai Duc district). By using social networks such as Tiktok, the civil servants of the town's "one-stop" department promote communication, raise people's awareness of administrative procedure reform and the "one-stop, one-stop" mechanism; create interaction, attract the attention of the community, especially young people - the digital citizens of the future.

In addition, through the Contest, there have also emerged ideas and mobile solutions aimed at the people; helping to improve convenience, quickly meeting the needs of resolving administrative procedures, especially for disadvantaged groups in society. The model of the Hanoi Department of Health - "Receiving medical examination and treatment with self-service kiosks" stands out.

“At the hospital, the model helps reduce administrative procedures, waiting steps for patients to enter the examination room without having to bring a lot of documents, the information security system combines facial recognition and accurate data information. At the same time, it contributes to preventing social insurance fraud, automating and reducing the risk of errors arising from manual data entry; integrating many features on the Kiosk (reception, payment...); standardizing input data in medical examination and treatment with 18 information fields read from the chip of CCCD/VneID”, said Doan Tien Minh, Head of IT Department of Xanh-pon Hospital.

According to the leader of the Hanoi Department of Home Affairs, many agencies and units responded strongly, with a large number of entries and consistent quality, such as the People's Committees of My Duc and Ba Vi districts, Cau Giay District People's Committee..., which contributed positively to the spread of the Contest. The excellent initiatives participating in the contest not only demonstrate the creativity and innovation of civil servants and public employees but also demonstrate Hanoi's commitment to improving the system of state administrative agencies, aiming to better serve the people.
