Kinhtedothi-"Through a field survey, the Organizing Committee of the 2024 Hanoi Administrative Reform Training Course hopes that trainees will learn technologies and methods to advise leaders on solving administrative reform problems in their units"- said the Head of the Administrative Reform Department (Hanoi Department of Home Affairs).
This morning, November 12, the Hanoi Department of Home Affairs coordinated with the Institute of Administrative Science Research - National Academy of Public Administration to organize the 2024 Hanoi City Administrative Reform Training Course to exchange experiences on administrative reform at the Saint Paul General Hospital - Hanoi Department of Health.
Participating in the experience exchange were more than 100 civil servants and public employees from departments and agencies equivalent to departments; central vertical agencies located in the city and public service units under the Hanoi People's Committee.
During the program, the students visited and surveyed the actual administrative reform and digital transformation work at Xanh Pon General Hospital through the following models: Self-service kiosk, High-tech treatment, Clinic A.
Sharing the results of administrative reform and digital transformation work since the beginning of the year of the Department, Deputy Director of Hanoi Department of Health Vu Cao Cuong said: implementing the City's instructions, the Department of Health always considers administrative reform and digital transformation of the Hanoi health sector as a regular, continuous and focused task. Every year, in addition to the tasks assigned by the City, the Department selects tasks suitable to the practical situation of the year to develop specific, scientific and methodical administrative reform and digital transformation plans.

In 2024, the Department issued a Master Plan on State Administrative Reform of the health sector, 11 specialized plans on administrative reform, digital transformation and many documents directing the implementation of tasks on administrative reform and digital transformation. In particular, the use of self-service kiosks for reception, registration for medical examination and treatment; the contest on Propaganda of Administrative Reform, Digital Transformation of the health sector... The plans all have appendices detailing specific tasks to be performed, with specific progress and assigned permanent and presiding focal points.
“Administrative reform has helped the Hanoi health sector ensure the effectiveness and efficiency of state management and fairness, transparency, and eliminate cumbersome and overlapping procedures that cause difficulties for people and businesses; at the same time, it helps medical examination and treatment facilities implement the autonomy mechanism well, improve the quality of medical examination and treatment towards patient satisfaction. In the coming time, the Department of Health will make more efforts in administrative reform and digital transformation to contribute to the completion of the city's common goals and plans and build an increasingly intelligent, modern health sector, worthy of the region and the world," affirmed Mr. Vu Cao Cuong.
Notably, information about the pilot implementation of the self-service Kiosk model at Xanh Pon General Hospital and its replication in a number of direct units, MSc. Doan Tien Minh - Head of the Hospital's IT Department said that through the actual implementation period at the Hospital, the model has been and is bringing practical benefits. That is, it helps reduce administrative procedures, reduce waiting steps so that patients can enter the examination room without having to bring a lot of documents; the information security system combines with facial recognition and accurate data information.
The model also helps prevent social insurance fraud, automates and reduces the risk of errors from manual data entry; integrates many features on the Kiosk such as reception, payment... At the same time, helps standardize input data in medical examination and treatment with 18 information fields read from the CCCD/VneID chip.
Head of the Administrative Reform Department - Hanoi Department of Home Affairs Luu Kiem Anh emphasized that within the framework of the 2024 Hanoi Administrative Reform Training Course organized by the Department of Home Affairs in coordination with the Institute of Administrative Science Research, the program of practical survey, experience exchange, learning from models and initiatives of administrative reform today was organized after the trainees had completed a number of intensive theoretical sessions on regulations and policies related to administrative reform of the Central and the City. 2024 is the first year that the Hanoi Department of Home Affairs organizes in-depth training and fostering on administrative reform for cadres, civil servants, and public employees of agencies, units, departments, branches, districts, and towns in the city.
“Through the field survey, the Organizing Committee of the Training Course hopes that cadres, civil servants and public employees can draw lessons and good practices in administrative reform work, not simply copying the visited model but learning technologies and methods to advise leaders on solving administrative reform problems in their units,” Mr. Luu Kiem Anh stated.
