On September 6, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a Politburo meeting to give opinions on the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development in the 5-year period 2026-2030.

At the conference, after listening to the representative of the 14th Party Congress's Socio-Economic Subcommittee present the draft Report, the Politburo members focused on discussing and basically agreed on the major and important policies and viewpoints stated in the draft Report.
In his concluding remarks, General Secretary and President To Lam acknowledged Socio-Economic Subcommittee The 14th National Party Congress has seriously absorbed the opinions of the Party Central Committee members at the 9th Central Conference of the 13th tenure. The Subcommittee has studied a number of specialized topics on important and key areas; studied the contents of the Central Committee and Politburo resolutions to include in the draft Report; promptly updated the contents of the reports to ensure consistency on the principle that the Political Report is the central report and the Socio-Economic Report is a specialized report.

The General Secretary and President emphasized that the implementation Socio-economic development strategy The 10-year period of 2021-2030 takes place in a context of extremely complicated developments in the world and the region, with many unprecedented events causing more severe impacts than forecast. Our country is deeply affected by adverse factors from the external environment, especially the Covid-19 pandemic, military conflicts in the regions..., but we still achieve many important, outstanding, and quite comprehensive results, basically completing the set goals. Vietnam is classified as an emerging industrial country, surpassing the lower middle-income level; the human development index has improved; awareness of the role of culture in sustainable development has increased significantly; administrative reform and improvement of the investment environment have achieved many positive results. These are the fundamental factors for higher development in the following period.

Proposing the Socio-Economic Subcommittee to urgently complete the draft Report to submit to the 10th Central Conference of the 13th tenure, the General Secretary and President noted that the Report assessing the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021-2030, the directions and tasks of socio-economic development for the 5-year period 2026-2030 need to closely follow the viewpoints and development goals, clarify the main tasks and solutions to continue perfecting the development institutions, and improve the quality of the socialist-oriented market economic institutions.
In particular, focusing on strongly developing science, technology, innovation and digital transformation; continuing to fundamentally, comprehensively, effectively and substantially innovate education and training; promoting industrialization, modernization, and economic restructuring associated with growth model innovation; developing synchronous infrastructure; developing culture, ensuring social progress and equity; effectively managing and using resources; protecting the environment; consolidating and strengthening national defense, ensuring national security; maintaining social order and safety; improving the effectiveness of foreign affairs and international integration; promoting the building of a socialist rule-of-law state.
