Workers hang banners demanding debt
On August 1, Mr. Nguyen Quang Thuan, Deputy Director of the Department of Labor, War Invalids and Social Affairs (DOLISA) of Dak Lak province, said that the unit had sent a document to the People's Committee of Buon Ma Thuot City requesting coordination with relevant agencies and units to verify the gathering of workers at the Eco City Premia Buon Ma Thuot Urban Area project to demand wages of more than 6 billion VND.

According to Mr. Thuan, the initial determination was that the debtors were the subcontractors of the project, the unit that hired the teams of workers to work.
"The gathering of crowds and hanging banners demanding debt affects the security and order situation in the area. There are some workers working for the contractor but not signing labor contracts, making it difficult for authorities to review and handle the situation.
Therefore, the Department recommends that employees working for units and companies need to sign contracts to ensure their legitimate rights," the Deputy Director of the Department of Labor, Invalids and Social Affairs of Dak Lak emphasized.
Having struggled to collect debt since before Tet, Ms. Truong Thi My Hang said that in 2022 she started working in the cleaning team in the Eco City Premia Buon Ma Thuot Urban Area project for ACG Vietnam Investment Joint Stock Company and Dang Long Construction Company Limited.

By November 2022, Ms. Hang had not seen any regular payments from the companies. When she and other workers spoke up and put pressure on them, the employer paid a small amount before Tet. However, since then, the companies have continued to not pay salaries, and now owe Ms. Hang's group over 200 million VND.
"Since June, I have not worked for these companies anymore because the businesses only made empty promises. I am very upset. Therefore, we also request the authorities to intervene to support the workers in getting their money back," said Ms. Hang.
Mr. Nguyen Quang Thu (plastering team) said that the construction team is also owed over 300 million VND in wages by contractors. Mr. Thu said that because they repeatedly complained about not being paid, the workers had no choice but to hang banners to collect the debt.
"For the past few months, I have had to "tighten my belt" and save money when I cannot get my wages. Most of us workers are having a hard time, our whole families depend on our wages, but they refuse to pay," Mr. Thu said indignantly.
Labor debt of more than 6 billion VND, subcontractor promises to pay soon
After the incident of workers hanging banners demanding debt, the People's Committee of Tan An Ward (Buon Ma Thuot City) verified the incident.
Specifically, the authorities determined that on July 17, 25 and 26, workers from Thang Long Construction and Production Joint Stock Company; ACG Vietnam Investment Joint Stock Company and Dang Long Construction Company Limited hung banners in front of the gate of the Eco City Premia Urban Area project in Buon Ma Thuot to demand payment of wages. The incident caused insecurity and disorder in this area.

According to the People's Committee of Tan An Ward, the general contractor no longer owes any debts to the subcontractors. However, the subcontractors owe money to the workers. Specifically, Thang Long Construction and Production Joint Stock Company owes 2.9 billion VND; ACG Vietnam Investment Joint Stock Company owes 1.8 billion VND and Dang Long Construction Company Limited owes 2.3 billion VND.
Mr. Vu Ba Sang, General Director of Dak Lak Urban Development Investment Company (representative of the project investor) said that the unit had paid the general contractor of the project in full according to the progress in the contract and the general contractor also paid the subcontractors. However, 3 subcontractors owed money to the workers, leading to the workers' anger in demanding payment.
Mr. Sang informed that recently, the project owner invited the contractor to work and requested that there be measures to pay and ensure the rights of the workers. Here, the contractor committed to soon pay the labor teams.
"Initially, the project's general contractor planned to pay subcontractors based on the volume of work, but after the incident, the unit announced that it would pay workers directly without going through subcontractors. The payment process will involve all three parties to ensure legality," Mr. Sang proposed a solution.
At the same time, Mr. Sang said that the unit will ask the police to intervene to ensure security and order in the project area if the above situation recurs.
