On the morning of February 12, at the 9th Extraordinary Session, the Government submitted to the National Assembly a supplementary project on socio-economic development in 2025 with a growth target of 8% or more.
At the 8th Session of the 15th National Assembly, the Government reported to the National Assembly on the results of the implementation of the socio-economic development plan for 2024 and the expected socio-economic development plan for 2025. Accordingly, the Government set a GDP growth target of about 6.5 - 7% and strived to achieve a higher growth rate (7 - 7.5%).
Demonstrating the Government's determination
However, at the 9th Extraordinary Session of the 15th National Assembly held on the morning of February 12, the Government submitted to the National Assembly a supplementary project on socio-economic development in 2025 with a growth target of 8% or more - higher than the Central target, the National Assembly has resolved to be 6.5-7%, striving for 7-7.5%.

Minister of Planning and Investment Nguyen Chi Dung emphasized that 2025 is of special importance, being the final year of implementing the 5-year socio-economic development plan 2021-2025, the year of acceleration, breakthrough, and reaching the finish line.
However, to achieve the growth target of over 8%, which means an increase of 1% compared to the previous plan, the Government needs to have solutions to ensure this growth rate is achieved.
Sharing on the sidelines of the National Assembly on the afternoon of February 12, Mr. Phan Duc Hieu, Standing Member of the National Assembly's Economic Committee, said: I welcome and appreciate the Government's goal of a growth rate of 8% or higher. This reflects the Government's determination right from the beginning of the year.
“ The Government's resolution at the beginning of the year was to increase by 6.5-7%, striving to reach 7-7.5%, however, in the presentation, the Prime Minister did not use the word "strive" but rather "breakthrough" decisively " - Mr. Phan Duc Hieu shared.
Mr. Hieu said that this is a very challenging target. If achieved, it will contribute to the overall success of the entire period (2021-2025), creating a material and immaterial foundation, and requiring the Government to have reforms and solutions to contribute to growth of over 8%, which will contribute to growth in the following years.
" I hope that in the near future, the Government will need to more clearly demonstrate new solutions to achieve an additional 1% growth. Those new solutions must not be included in the Resolution or already exist but the Government has changed them ," Mr. Hieu shared.
A comprehensive "stimulating" solution is needed.
In Mr. Phan Duc Hieu's personal opinion, to grow, countries will have policy stimulus packages. " The government should consider a comprehensive solution of a "stimulating" nature to promote consumption, services and business production such as: Tax policy focusing on supporting businesses to promote consumption and business production " - Mr. Hieu emphasized.

Mr. Phan Duc Hieu said that to promote consumption, we must increase income and savings, and thus it is necessary to amend the personal income tax law so that people can save more.
At the same time, it is necessary to review tax policies. If it is not really necessary in this context, no tax should be increased. Because it will reduce consumption due to production costs, prices will increase due to tax increases and reduce the competitiveness of goods and businesses.
" The policies on tax adjustment and increase, if approved, will take longer than the implementation roadmap, especially at the 5th Session, we approved a series of taxes. I hope the Government will extend the implementation time to 2027 or 2028, " Mr. Hieu suggested.
Next, review tax, fee and charge policies and have appropriate exemption and reduction measures; quickly and urgently review regulations that increase costs for businesses, making investment capital ineffective.
Mr. Hieu gave an example of the deposit regulations when importing paper scrap. According to Clause 2, Article 46 of Decree No. 08/2022/ND-CP, depending on the import volume, enterprises must deposit from 15-20% of the total value of the imported scrap shipment.
He said many businesses are complaining about this regulation because now "waste paper" is a rare raw material for production in the context of increasingly depleted resources.
During the past time, no business had to use that fund, but businesses had to contribute a huge amount of money to the fund. So why don't we modify or reduce the deposit level or manage it in a risk-based way. While businesses need capital. Along with that, we have to quickly resolve tax refunds for businesses, only then can we create motivation for businesses.
To contribute an additional 1% to growth, localities must step in and review all unfinished projects, immediately find out legal problems and resolve them promptly. This is the content that can contribute immediately to growth instead of attracting investment from the beginning, a project cannot be completed in 1 year. The sooner the problems of the projects are resolved, the better and localities must support businesses.
Mr. Phan Duc Hieu affirmed and emphasized that the Government, localities, ministries and branches have made a determination, then that determination must be demonstrated through specific actions, solving practical difficulties that businesses are facing, to be truly more effective.
