Japan and Indonesia have taken a very important step forward in promoting bilateral cooperation in general and cooperation in the military, defense and security fields in particular with the agreement to resume negotiations on Japan's transfer of defense technology, especially the construction of modern warships, to Indonesia.

In fact, the two sides initiated negotiations when Joko Widodo was still President of Indonesia and current President Prabowo Subianto was defense minister at the time - but there was little progress. Before officially taking office, Subianto visited China and Japan first, showing his intention to prioritize foreign relations with these two partners. China and Japan are not allies, so it can be seen that Subianto intends to build cooperative relations with all partners and seek to balance between conflicting partners. This leader advocates promoting cooperative relations with China but at the same time also preventing China. He strives to promote relations with Japan and the United States to counterbalance China, create a balance with China and thereby prevent China from forcing Indonesia into a situation of being forced to choose sides. The resumption of negotiations with Japan on defense technology transfer serves the above strategic calculations.
For the Japanese government, transferring defense technology to Indonesia is a way to circumvent the current law prohibiting the export of finished products of the Japanese defense industry. Instead of exporting finished products made in Japan to Indonesia, they will produce finished products in Indonesia. Both sides get their wishes, and can use this as a glue for bilateral ties and create more foreign cards for each side in dealing with partners who are both cooperative and defensive.
