Whose responsibility is it?
Speaking with a reporter from Giao Thong Newspaper, a leader of the People's Committee of Ha Khau Ward, Ha Long City said that the collection of waste and garbage in the fence area of Ha Khau cemetery was due to a business exploiting soil to make bricks and was restoring the environment.
Hundreds of cubic meters of garbage and waste were dumped on hillsides and in water in the area adjacent to the boundary of Hekou cemetery.
"The authorities have received information from people reporting the collection of waste in the Ha Khau cemetery area. Currently, the authorities are conducting inspections and handling according to regulations," said the leader of the Ha Khau Ward People's Committee.
It is known that on May 20, 2024, the People's Committee of Ha Khau Ward made a record of the dumping of waste at Ha Khau cemetery. The record clearly stated that the source of the waste was from households in the process of building, repairing, and renovating tombs.
The dumping location was determined after inspection to be the northern area of the cemetery, within the land use rights boundary granted by the State to Ha Long Quang Ninh Urban Environment Joint Stock Company.
A section of concrete road leading to the construction waste and household waste dumping area was crushed.
In the minutes, Ha Long Quang Ninh Urban Environment Joint Stock Company affirmed that the enterprise did not hire and did not allow the dumping of waste from outside into the cemetery premises. Therefore, the People's Committee of Ha Khau Ward requested: Ha Long Urban Joint Stock Company to implement measures and develop a plan to have a plan to protect the Ha Khau cemetery area to ensure that there is no dumping of waste.
However, speaking with Giao Thong Newspaper reporter, Mr. Pham Duc Son, General Director of Ha Long Quang Ninh Urban Environment Joint Stock Company, said that within the cemetery's management area, there were no violations related to dumping, affecting the environment...
"This is because people during the process of renovating and building the mausoleum brought waste to the collection point. The company will soon take measures to prevent it, if there is any violation," said Mr. Son.
A large amount of waste and garbage suspected of not meeting quality standards is being used to restore the environment of the land adjacent to Ha Khau cemetery.
Regarding the images provided by Giao Thong Newspaper reporters about the dumping situation at Ha Khau cemetery and the surrounding area of this cemetery as reflected by Giao Thong Newspaper reporters, the leader of a functional unit under the Department of Natural Resources and Environment of Quang Ninh said: Dumping waste in this area must be permitted by competent authorities.
"Especially when it comes to environmental restoration, not all waste can be dumped, because it will risk affecting groundwater. In the future, the unit will coordinate inspections and recommend handling if there are violations," he said.
