This October, the Party Committee, Government and People of Phu Son Ward (Thanh Hoa City) are looking forward to an event of great significance: Celebrating the 70th anniversary of the founding of the Ward Party Committee and receiving the First Class Labor Medal. This is a momentous event, an opportunity for the Party Committee, Government and People of Phu Son Ward to appreciate the achievements they have made, while at the same time fostering trust, solidarity and determination to build Phu Son to become increasingly rich, beautiful and civilized, worthy of the title "Model Ward".
From the big turning point...
In the August Revolution of 1945, although there was no grassroots party organization to lead, the people of Phu Son soon became aware of the revolution, enthusiastically joined the people of Thanh Hoa town in particular and the people of all ethnic groups in Thanh Hoa province in general to stand up to fight against the invaders, overthrow the feudal regime, and take power into the hands of the people.
After the success of the August Revolution, to adapt to the new situation and tasks, on December 21, 1945, Thanh Hoa town adjusted its administrative boundaries from 10 neighborhoods to 4 neighborhoods. To protect the achievements of the August Revolution in difficult conditions, and at the same time to carry out President Ho Chi Minh's call "Rather sacrifice everything than lose the country, never become slaves", the people of Phu Son were brave and resilient in both resistance and nation building. During the resistance war against the French colonialists, Phu Son had 207 young people participating in the fight and hundreds of frontline laborers serving in combat on all battlefields. With many positive contributions, the cadres and people of Phu Son were awarded the Second Class Resistance Medal by the Party and the State.
Peace was restored in the North, to heal the wounds of war and rebuild the homeland, it was urgent to have a party organization to lead the implementation of the task. In May 1954, Phu Son had 5 comrades admitted to the Party. After being officially transferred to the Party, on June 15, 1954, the Thanh Hoa Town Party Committee decided to establish the Tran Phu Party Cell, and comrade Hoang Van Gian was appointed as the cell secretary. This was an important event, marking a major turning point in the revolutionary movement in Phu Son at that time.
...to the marks of achievement
In 1960, Phu Son sub-region was established on the basis of Tran Phu, Tay Tho, Nam Tho, Lam Son and Phu Tho hamlets. Tran Phu Party Cell was also renamed Phu Son Sub-region Party Cell, with comrade Luu Doan Hoi holding the position of Party Cell Secretary. Eight years later, local grassroots party organizations and party members grew stronger. Under the direct leadership of Thanh Hoa Town Party Committee, Phu Son sub-region established three independent Party Cells: Tran Phu, Phu Tho and Chau Lam Son. To adapt to the revolutionary situation in the new period and facilitate direction and management, on August 20, 1969, the three Party Cells merged into Phu Son Sub-region Party Cell with 46 Party members. Comrade Trinh To was appointed by the City Party Committee to hold the position of Party Cell Secretary.
Since the merger, the Phu Son sub-region Party Committee has led the people to successfully carry out the task of restoring, renovating and developing the economy, culture and society, contributing human and material resources to defeating the two destructive wars of the US imperialists. As an important area, with Thanh Hoa Station, an anti-aircraft artillery position to intercept American aircraft bombing Ham Rong Bridge, the sub-region Party Committee has led the people day and night to stick to the land and the area, both producing and steadfastly fighting and serving the fight. In the battle to fuel the southern battlefield, with the spirit of "Not a pound of rice is missing, not a soldier is missing", Phu Son sub-region has fulfilled its noble duty to the great frontline. More than 1,150 outstanding sons of Phu Son's homeland have enlisted; 430 laborers and youth volunteers have volunteered to serve the fight; The people of the sub-region have sent hundreds of tons of food to the frontline. In recognition of the contributions of cadres, party members, and people of Phu Son, the Party, State, and all levels and sectors awarded 92 First Class Resistance Medals, 92 Second Class Resistance Medals, and 53 Third Class Resistance Medals, highlighting the glorious revolutionary tradition of the Party Committee and the heroic homeland of Phu Son.
After 1975, in response to new development requirements, on January 3, 1981, the Government Council issued Decision No. 03/CP "On unifying the names of administrative units in the inner city and inner town". Based on the Government's decision, on July 3, 1981, the People's Committee of Thanh Hoa province issued Decision No. 511-TC/UBTH, converting the sub-areas of Thanh Hoa town into wards. Phu Son sub-area was converted into Phu Son ward. On April 11, 2002, the Government continued to issue Decree No. 44/2002/ND-CP on the establishment of wards in Thanh Hoa city. Phu Son ward was divided into 2 wards, Phu Son and Tan Son. After the separation, Phu Son ward Party Committee had 334 party members, operating in 16 affiliated party cells. Immediately after the separation, the Party organization and government of Phu Son ward quickly stabilized the situation and continued to lead the people to successfully implement the socio-economic development goals of the new administrative unit.
Inheriting and promoting the indomitable tradition and strong will of previous generations, after nearly 40 years of implementing the country's renovation, with solidarity, high determination and great efforts, the Party Committee of Phu Son Ward has led the people to carry out the cause of industrialization and modernization of the homeland, bringing the locality to develop rapidly and comprehensively in all aspects. The economic structure has shifted towards increasing the proportion of services - trade, industry - handicrafts, gradually reducing the proportion of agriculture. Currently, there are 900 business households and 513 enterprises in operation in the ward. The ward has successfully built 2 OCOP products that meet the 3-star criteria: Tuan Hop sour sausage and Gia Huy peanut candy. The material and spiritual life of the people is constantly improving. In 2021, the ward will have no more poor households, in 2023 the average income per capita will reach 92,645 million VND/year (higher than the average of the city). In 2022, the Provincial People's Committee Chairman recognized the ward as meeting advanced food safety criteria. Social infrastructure is focused on investment, traffic routes are concreted, asphalted, clean and beautiful, environmental sanitation is ensured.
The correct leadership of the Party Committee, the dynamic and creative management of the government, and the efforts of the business community and all classes of people have helped Phu Son create many strong marks not only in economic development but also in the cultural and social fields. Currently, Phu Son is determined to strive to lead the city in urban management and implement the program of building "Civilized urban areas, friendly citizens", focusing on the campaign "Thanh Hoa City people speak good words, do good deeds, act friendly". The education and health care systems are taken care of and built to meet national standards. The whole ward has 95% of households achieving the title of cultural families, 10/10 streets achieving the title of model streets. Regimes, policies, and social security are fully and promptly implemented; political security, social order and safety are ensured. In 2021, Phu Son was recognized by the Chairman of the Provincial People's Committee as a "Model Ward", reaching the finish line 1 year earlier than the target set by the Resolution of the 18th Ward Party Congress, term 2020-2025.
Party building work and the activities of the political system have achieved many important results. From the first Tran Phu Party Cell when it was established with 5 party members, up to now, after 18 congresses, the Phu Son Ward Party Committee has 927 party members, operating in 20 affiliated party cells. Through each congress, the aspiration to build Phu Son into a rich, strong, fast-developing and comprehensive one has always been jointly and unanimously implemented by cadres and people. In particular, entering the 2020-2025 term, with the highest political determination, and receiving much attention from the City Party Committee, People's Council, and People's Committee of Thanh Hoa City, the Phu Son Ward Party Committee has developed strongly and comprehensively in all aspects. For many consecutive years, the Ward Party Committee has been recognized as a Party Committee that has excellently fulfilled its tasks, worthy of the role of the "nucleus" of leadership, the center of solidarity, promoting the revolutionary cause of the locality to constantly break through and rise up.
70 years of construction and growth, with many great achievements in various fields, the people and cadres of Phu Son ward have been honored to receive many noble titles from the Party and State: Hero of the People's Armed Forces; Third-class Labor Medal; Second-class Labor Medal; Flag of the unit leading the emulation movement. In particular, on the occasion of the 70th anniversary of the founding of the ward party committee, Phu Son was honored and proud to receive the First-class Labor Medal from the President... These are noble awards, affirming the remarkable growth of the ward party committee throughout history. These achievements are a great motivation, adding strength for Phu Son to promote the highest spirit of "Self-reliance, self-confidence, self-reliance, self-strengthening, national pride" with the country entering the "New Era, the era of national development".
70 years of establishment and leadership of the revolutionary cause, through many arduous and glorious stages, with many outstanding marks and achievements, Phu Son Ward Party Committee has fulfilled its historical mission. Each revolutionary stage has passed, adding many invaluable lessons to be drawn, to serve as a fulcrum, as a foundation for the traditional golden pages of the local history to be continued to be written in the future.
