NTO - Eliminate temporary and dilapidated houses

On March 21, 2025, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses issued Plan No. 1227-KH/BCĐ to deploy the "90-day and night campaign in response to the emulation movement to join hands to eliminate temporary and dilapidated houses" in the province. The campaign will take place from April 1 to June 30, 2025; the launching ceremony will take place on March 29, 2025. On this occasion, Ninh Thuan Newspaper interviewed comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Permanent Deputy Head of the Steering Committee.

* Reporter: Dear Chairman of the Provincial People's Committee, the work of poverty reduction and job creation has become a widespread movement, a "bright spot" in sustainable poverty reduction. Could you tell us about the results of this work in recent times in Ninh Thuan?

- Comrade Tran Quoc Nam: The emulation movement "The whole country joins hands to build a new countryside and a new people" launched by the Prime Minister is a program with profound humanistic meaning, imbued with "comradely love and compatriotic sentiment", with the whole people's and the whole political system's comprehensive nature, aiming to create a large-scale movement to achieve the goal of having stable housing for people with revolutionary contributions, poor households, households affected by natural disasters... Deeply aware of this humanistic meaning, in recent times, the Party Committees and authorities at all levels of Ninh Thuan province have focused on leading and directing the synchronous implementation of many mechanisms and policies to support housing, especially housing for people with revolutionary contributions, poor households, and near-poor households. The movement has attracted the participation and positive response of all levels, sectors, business communities and people from all walks of life. Localities and political organizations have resolutely mobilized resources to support the repair and construction of houses for poor households and those in difficult circumstances, especially ethnic minorities, creating motivation to help the poor stabilize their lives and contribute to socio-economic development. In 2024 alone, the whole province supported the construction and repair of 823 houses for poor and near-poor households, with a total cost of over 61 billion VND. The results achieved affirm the political determination of the political system from the province to the locality in realizing the major policies of the Party and State when put into practice.

Through review, the province currently has 1,943 houses that need support for housing construction and renovation (1,422 new houses and 521 houses repaired). According to the roadmap set by the Prime Minister, the work of housing construction and renovation must be completed in 2025. Although there are still many difficulties in mobilizing social support for the Housing Construction and Renovation Fund for poor and near-poor households, the Party Committee and the government of Ninh Thuan province set a goal and are determined to strive to complete the work of housing construction and renovation in the province in June 2025.

* Reporter: In order for the campaign to spread widely, be effective, and be completed on time, what solutions does the Steering Committee need, comrade?

- Comrade Tran Quoc Nam: During 90 days and nights, the whole province will focus all resources to complete the construction and repair of houses for poor households, near-poor households, and households in especially difficult circumstances. Along with that, mobilize the participation of all levels, sectors, organizations, businesses and philanthropists inside and outside the province to join hands to realize this noble goal. The focus is on implementing the following tasks and solutions:

Firstly, continue to carry out advocacy work to mobilize maximum resources from the State, armed forces, Vietnam Fatherland Front, socio-political organizations, business community and all people to accelerate house construction and repair, create emulation movements for the poor, and be determined to complete the campaign's goals.

Second, departments, branches, and localities are responsible for implementing the campaign proactively, actively, publicly, transparently, effectively, without formality, without waiting, relying, or shirking responsibility, ensuring that support is provided to the right subjects, on schedule, and with the quality of the project according to regulations, so that each house is guaranteed to be of the best quality, in the fastest time, and at the lowest construction cost.

Third, media and press agencies should strengthen propaganda work on this humane policy of the Party and State, creating social consensus for everyone to support, share, and share responsibility in caring for the material and spiritual life of the people, especially the poor, the disadvantaged, and people in difficult circumstances in the province.

In addition to the efforts of all levels and sectors, to complete the set goals, there must be consensus among all classes of people; the initiative and determination of poor households and disadvantaged households so that each house named "Great Unity" is not simply a place to live, but also shows the sharing, solidarity, and consensus of the community, the responsibility of society, conveys trust, and creates motivation for poor households and households in difficult circumstances to rise up in life, gradually escape poverty sustainably, and become rich legitimately.

I believe that, with the strong determination of the entire political system, the joint efforts of the business community and the people, this 90-day and night campaign will achieve great success, contributing to improving the quality of people's lives, ensuring social security and building Ninh Thuan province to develop more and more strongly.

* The campaign is divided into 3 phases; in which: Phase 1: From April 1 to April 30: Ninh Son District focuses on completing the construction and repair of 183 houses; Bac Ai 130 houses; Thuan Bac 150 houses; Ninh Hai 79 houses; Phan Rang - Thap Cham City 10 houses; Ninh Phuoc 55 houses; Thuan Nam 140 houses; (Ninh Hai District completed in phase 1).

Phase 2: From May 1 to May 30: Ninh Son district focuses on completing the construction and repair of 64 houses; Bac Ai 240 houses; Thuan Bac 190 houses; Phan Rang - Thap Cham city 12 houses; Ninh Phuoc 33 houses; Thuan Nam 101 houses; (Phan Rang - Thap Cham city and Ninh Son district complete in phase 2).

Phase 3: From June 1 to June 30, 2025: Bac Ai district focuses on completing the construction and repair of 284 houses; Thuan Bac 106 houses; Ninh Phuoc 40 houses; Thuan Nam 33 houses; (The remaining localities will complete in phase 3).
