This keyword was emphasized by General Secretary To Lam in his articles and speeches and became a major orientation agreed upon by the 10th Central Conference in the draft documents submitted to the 14th National Party Congress. 
General Secretary To Lam analyzed that the new era, the era of the Vietnamese people's rise, is the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers. The top priority in the new era is to successfully implement strategic goals by 2030, Vietnam becomes a developing country with modern industry and high average income; by 2045 it becomes a developed socialist country with high income. The starting point of the new era is the 14th National Congress of the Party, from now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, bring the country to comprehensive and strong development, breakthrough and take off. General Secretary To Lam proposed 7 strategic orientations to bring the country into a new era, an era of national development. Specifically, they include: Improving the Party's leadership method; strengthening the Party spirit in building and perfecting a socialist rule-of-law state of the people, by the people, and for the people; streamlining the apparatus for effective and efficient operation; digital transformation; fighting waste; cadres and cadre work; strategic orientations for economic development, repelling the risk of falling behind and the middle-income trap. 
According to General Secretary To Lam, to reach the goal of high average income for the people by 2030 and high income by 2045, Vietnam's economic growth rate must reach double digits continuously in the following years. This is a very difficult problem, so the Party Central Committee, the Government, and the National Assembly are focusing on solving bottlenecks and creating fundamental factors for the country to "take off". The General Secretary said that the socio-economic development policies and guidelines are quite adequate. Now is the time to act. Localities must ponder and think "on their own land", promoting the spirit of initiative and creativity for development. "More than ever, cadres and party members must uphold their sense of responsibility, set an example in performing their tasks in the spirit of putting the common interest above all, boldly innovating, creating, making breakthroughs, and bravely sacrificing for the country's development", the General Secretary called. The General Secretary also hopes to receive the response and participation of the people: We must liberate labor and production capacity, mobilize material and spiritual capital among the people, and the people must feel that they are the ones enjoying those achievements, then everyone will join hands and work together to achieve them.
The General Secretary's strong message about "a new era, an era of national development" is gradually being realized. This includes the revolution of streamlining the apparatus of the political system, which is being vigorously implemented from the central to the grassroots levels, and is expected to be completed in the first quarter of 2025.
