On the afternoon of May 3, the Provincial Party Committee's Internal Affairs Committee coordinated with the Party Committee of the Provincial People's Procuracy to hold a conference to sign an inter-sectoral resolution on coordination in detecting, transferring, receiving, and handling denunciations and reports of crimes, recommending prosecutions, and violations of the law in Lao Cai province.
Comrade Ly Van Hai, Standing Committee Member, Head of the Provincial Party Committee's Internal Affairs Committee; Duong Hung Yen, Secretary of the Party Committee, Head of the Provincial People's Procuracy co-chaired the conference.

At the conference, agencies and sectors including: Provincial Police, Provincial People's Procuracy, Provincial People's Court, Provincial Military Command, Provincial Border Guard Command, Provincial Inspectorate, Department of Justice, Provincial Forest Protection Department, Provincial Market Management Department, Provincial Economic Zone Management Board, Department of Natural Resources and Environment, Provincial Customs Department, Department of Civil Judgment Enforcement, Provincial Tax Department discussed, agreed on the contents and signed an inter-sectoral resolution on coordination in the work of detecting, transferring, receiving, handling denunciations, reports of crimes, recommendations for prosecution and violations of the law in Lao Cai province.




This inter-sectoral resolution stipulates the principles, methods, mechanisms, and contents of coordination in receiving, classifying, transferring, and handling denunciations and reports of crimes, recommendations for prosecution, and violations of the law in Lao Cai province.
Accordingly, in principle, all denunciations, reports of crimes, recommendations for prosecution and violations of the law must be received, classified, transferred and resolved in accordance with the prescribed legal procedures and regulations in this inter-sectoral resolution. Coordination is carried out on the basis of the functions, tasks, powers, organizational principles and operations of each sector participating in the coordination in accordance with the provisions of law and the direct and unified leadership and direction of the Provincial Party Committee. Coordination must be regular, timely, synchronous, close, unified, ensuring State secrets and in accordance with the provisions of law.

Regarding the responsibility for coordination, the sectors in the process of performing their functions and tasks as prescribed by law are responsible for exchanging and providing full information on violations of the law, crimes detected, received and the results of settlement. The Provincial People's Procuracy is the agency in charge of implementing the coordination mechanism; directly guiding and requesting the sectors to implement the reporting and information regime on the detection, transfer, receipt and settlement of denunciations and reports of crimes, recommendations for prosecution and violations of the law in Lao Cai province; promptly recommending and requesting the heads of agencies and units to strictly implement the coordination work in transferring, receiving and settling denunciations and reports of crimes, recommendations for prosecution and violations of the law in accordance with the provisions of law and the provisions of this inter-sectoral resolution.
Regarding coordination methods, the parties coordinate through organizing regular meetings; through implementing information reporting and coordination regimes in resolving specific cases.


In his concluding remarks at the conference, Comrade Ly Van Hai, Standing Committee Member, Head of the Provincial Party Committee's Internal Affairs Committee, requested that agencies and sectors, based on the signed contents of the inter-sectoral resolution, organize and implement it seriously, closely and effectively.
