The 21st session - Provincial People's Council, term X, passed 12 resolutions

Attending the meeting were comrades: Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the XV National Assembly Delegation of Tra Vinh province; Lam Minh Dang, Deputy Secretary of the Provincial Party Committee; Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Thanh Binh, member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of the province, Vice Chairmen of the Provincial People's Committee, Commander of the Provincial Military Command; members of the Provincial People's Committee; heads of a number of provincial departments and branches; Chairmen of the District People's Committees; leaders of the Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council; Office of the Provincial People's Committee.

Comrade Nguyen Van Phuong, Provincial Party Committee member, Director of the Department of Finance presented draft resolutions related to the financial sector.

At the meeting, the provincial People's Council delegates reviewed, decided and issued resolutions, revolving around the following issues: approving the investment policy for the coastal corridor construction project; supplementing the budget estimate, supplementing with targets and adjusting the provincial budget estimate for 2025; adjusting the provincial budget expenditure estimate for 2024; assigning and adjusting the medium-term public investment plan for 2021 - 2025, public investment in 2025 with provincial budget capital;

Comrade Tran Truong Giang, Director of the Department of Agriculture and Environment, presented the draft resolution related to the agricultural sector.

Regulations on decentralization of authority to decide on management and use of public assets at agencies, organizations and units under the management of the province; regulations on principles, scope, support levels and use of support funds for activities on rice-growing land; adjustment and supplementation of the List of projects that must change land use purposes with areas of rice-growing land, protective forest land, production forest land, etc.

Comrade Nguyen Van Khiem, Head of the Culture - Social Committee of the Provincial People's Council presented an audit report on the field of culture - society.

At the same time, the Provincial People's Council considered dismissing the members of the Tra Vinh Provincial People's Committee for the 2021-2026 term for the following comrades:

(1) To Thi Thu Hong, former Director of the Department of Labor - Invalids and Social Affairs, reason, was transferred by the Standing Committee of the Provincial Party Committee to work at the Party Committee of the Provincial Party agencies, holding the position of Deputy Secretary in charge of the Party Committee of the Provincial Party agencies, term 2020 - 2025;

(2) Truong Van Huy, former Director of the Department of Natural Resources and Environment, reason, was transferred by the Standing Committee of the Provincial Party Committee to work at the Tra Cu District Party Committee, appointed to participate in the Party Executive Committee, the Standing Committee of the District Party Committee, holding the position of Deputy Secretary of the Tra Cu District Party Committee, term 2020 - 2025; at the same time, introduced to the Tra Cu District People's Council to elect to hold the position of Chairman of the Tra Cu District People's Committee, term 2021 - 2026;

Provincial People's Council delegates voted to elect additional members of the Tra Vinh Provincial People's Committee for the 2021-2026 term.

(3) Tieu Thanh Tan, former Director of the Department of Finance, reason, was transferred by the Standing Committee of the Provincial Party Committee to work at the Party Committee of Tieu Can district, appointed to participate in the Party Executive Committee, the Standing Committee of the District Party Committee, holding the position of Deputy Secretary of the Tieu Can District Party Committee, term 2020 - 2025; at the same time, introduced to the People's Council of Tieu Can district to elect to hold the position of Chairman of the People's Committee of Tieu Can district, term 2021 - 2026;

(4) Truong Thanh Phong, former Commander of the Provincial Military Command, reason, was appointed by the competent authority to hold the position of Deputy Chief of Staff of Military Region 9;

(5) Le Minh Tan, former Director of the Department of Construction, reason, was agreed by the Standing Committee of the Provincial Party Committee to retire early according to Decree No. 178/2024/ND-CP of the Government.

Consider electing additional members of the Tra Vinh Provincial People's Committee for the 2021-2026 term for comrade Phan Minh Hung, Commander of the Provincial Military Command.

Comrade Nguyen Hoang Khai, Provincial Party Committee member, Secretary of Cau Ke District Party Committee, Provincial People's Council delegate of Cau Ke district spoke at the meeting.

At the meeting, the Provincial People's Council delegates discussed, exchanged, analyzed, clarified and reached high consensus, voted and unanimously passed 10 thematic resolutions and 02 resolutions on personnel work.

In his closing speech, comrade Kim Ngoc Thai requested the Provincial People's Committee to focus on directing provincial departments, branches and localities to urgently organize and implement the resolutions just passed by the Provincial People's Council. In particular, urgently and seriously, synchronously and effectively implement the arrangement of the apparatus and merger of administrative units to ensure compliance with regulations and in a timely manner. Pay attention to and ensure policies for comrades who quit their jobs according to their wishes and retire before the prescribed age.

Comrade Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered a closing speech at the meeting.

Focus on leading, managing and implementing socio-economic development targets, proposing breakthrough solutions to achieve the GRDP growth target of 8% or more in 2025; well implementing the public investment plan in 2025 and other important targets to ensure compliance with the plan.

Party committees and authorities at all levels should strengthen the direction of information and communication agencies, socio-political organizations to promptly disseminate information and disseminate the People's Council resolutions and the results of the session to all voters and people, monitor and participate in supervision. The Standing Committee of the Provincial People's Council, committees, delegations of the Provincial People's Council, and delegates of the Provincial People's Council should promote their role in supervising the implementation of the resolutions that have just been passed, grasp the implementation situation to make timely adjustments and corrections.

(1) Resolution on supplementing the budget estimate, targeted supplementation and adjusting the provincial budget estimate for 2025 (phase 1); adjusting the provincial budget expenditure estimate for 2024; (2) Resolution on assigning and adjusting the medium-term public investment plan of provincial budget capital for the period 2021 - 2025 (phase 8); (3) Resolution on assigning and adjusting the provincial budget public investment plan for 2025; (4) Resolution on approving the investment policy for the project to build a coastal corridor route in Tra Vinh province; (5) Resolution promulgating regulations on decentralization of authority to decide on purchasing, leasing, exploiting, using and handling public assets at agencies, organizations, units and projects using state capital under the management of Tra Vinh province; (6) Resolution stipulating principles, scope, support levels and use of support funds for activities on rice-growing land in Tra Vinh province; Provincial People's Council delegates voted to pass the meeting resolution. (7) Resolution on approving the adjustment and supplementation of the List of projects that must change land use purposes with areas of rice fields, protective forest land, and production forest land according to the planning in 2025 in Tra Vinh province; (8) Resolution to abolish Section III of the Appendix issued together with Resolution No. 10/2023/NQ-HDND dated July 14, 2023 of the People's Council of Tra Vinh province stipulating the revenue, collection levels and revenue and expenditure management mechanism for services serving and supporting educational and training activities for public educational institutions in Tra Vinh province; (9) Resolution on abolishing Point a, Clause 4, Article 1 of Resolution No. 34/NQ-HDND, dated June 29, 2024 and abolishing the entire Resolution No. 35/NQ-HDND, dated June 29, 2024 of the Provincial People's Council; (10) Resolution on dismissal of members of Tra Vinh Provincial People's Committee, term 2021 - 2026; (11) Resolution on the election of members of the People's Committee of Tra Vinh province, term 2021 - 2026; (12) Resolution on the 21st Session (Special Session) - Provincial People's Council, 10th term.
