After nearly 240 days of construction at lightning speed, the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) is about to complete construction and energize the line. This is a project of special national importance, ensuring energy security and providing enough electricity to serve the socio-economic development of the North. In this miracle, Thai Binh has contributed a lot of human and financial resources with a spirit of dedication to the project.
In Thai Binh province, there are 107 pole foundation locations for 500kV line 3.
In May 2023, the Prime Minister approved the National Power Plan VIII. The plan identifies that the power industry must go first, paving the way for development: “Electricity is an important infrastructure sector, power development must go one step ahead to create a foundation to promote rapid and sustainable development of the country, build an independent and self-reliant economy, improve people's lives and ensure national defense and security”.
For the development of the North
In the current context, the total power capacity of the country is not lacking with about 75,000MW, while the available source is about 50,000MW. However, the North still has local power shortages, due to poor management. At the end of January 2024, at the online meeting of the Government with ministries, branches and localities on the implementation of the 500kV line 3 project, Prime Minister Pham Minh Chinh directed to focus on drastic and effective implementation of solutions to ensure power supply in 2024 and the following years. One of those solutions is to promote the 500kV line 3 project, because this is a national key project, urgent, playing an important role in national energy security, especially for the Northern region.
The 500kV line 3 project from Quang Trach to Pho Noi is divided into 4 component projects: 500kV Quang Trach - Quynh Luu line; 500kV Quynh Luu - Thanh Hoa line; 500kV Nam Dinh I Thermal Power Plant - Thanh Hoa line; 500kV Nam Dinh I Thermal Power Plant - Pho Noi line. The project has a total length of about 519km with 1,179 column foundation locations, with a total investment of about 22,000 billion VND. The 500kV line 3 passes through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. According to experts, this is a very important project in electricity supply in general and electricity transmission in Vietnam in particular. The completion of the project will help increase the power transmission capacity from the Central region to the North from 2,200MW to 5,000MW to solve the problem of power supply for the North, which is facing many difficulties and is urgent because the demand for electricity for consumption, production and business is constantly increasing.
With such significance and importance, the Government has directed ministries, branches and localities to join with Vietnam Electricity Group (EVN) to simultaneously implement 4 component projects of the 500kV line 3. To complete the project in conditions with many difficulties, the head of the Government emphasized: We must mobilize local forces, local means, local materials, and local command to implement the project; both mobilizing the combined strength and creating jobs for people in the project area. This is the benefit of the country, of the nation, of the entire people, not the work of any individual, so together with the main and core units, the entire political system must join in, mobilizing total strength to implement, determined to complete and put the project into operation in June 2024.

"One call, hundreds respond", "top and bottom are of one mind"
Understanding that investing in the 500kV line 3 is to ensure sufficient electricity supply for the North, serving production, business and consumption of the people during the peak period of 2024 and the following years, the people of Thai Binh agree with the policy and unanimously respond to the project implementation.

Mr. Pham Van Nhan, in Tho Loc village, Minh Khai commune (Vu Thu) said: After a summer of electricity shortage in 2023, I saw that the daily life of my family and the people was very miserable. The most worrying thing is that the electricity shortage caused businesses to temporarily stop production, tens of thousands of workers were unemployed, and their income decreased, greatly affecting the quality of life. Therefore, when we learned that the Party and the State were investing in building a 500kV line 3 to bring electricity from the South and Central regions to the North, we were extremely excited and told each other to create all favorable conditions for the project to be implemented soon.
Not only agreeing and supporting the project implementation policy, people from all walks of life, especially households whose land was recovered to serve the construction of the 500kV line, circuit 3, in Thai Binh, were also excited and actively cooperated in measuring, counting and clearing the land.
Mr. Do Van Phong's family, Dai Phu village, Chau Son commune (Quynh Phu) has an aquaculture pond with an area of over 3,000m2 . In addition to agreeing to hand over land for the project, his family also proactively pumped and drained the pond, harvested aquatic products to help the construction unit conveniently dig holes, cast foundations and install electric poles.
Mr. Phong shared: From before the Lunar New Year of Giap Thin 2024 until now, my family has not yet taken water into the pond, accepting the loss of an aquaculture crop so that the electricity industry is not hindered during the construction of poles and wire pulling. Although there is an economic loss, the big gain is that it contributes to the early completion of the project, the whole North no longer lacks electricity, so my family is still happy to wait until the 500kV line is completed to raise aquatic products again.
The 500kV line 3, which passes through 4 districts of Thai Binh province, including Vu Thu, Dong Hung, Hung Ha, and Quynh Phu, has a total length of 38.93km, with 107 pole locations. To implement the project, the government had to reclaim land from 505 households and 77 households whose houses were affected in the power grid safety corridor. Local people with the 500kV line running through, especially households whose land was reclaimed for the project, were happy to dismantle the construction, harvest rice, crops, and aquatic products to hand over the land. In particular, the people were also willing to join the construction force in digging the pole foundations and transporting materials to the foot of the construction site, helping to speed up the project implementation in Thai Binh.

To build and install the power line, the government reclaimed land from 8 households with a total area of over 5,000m2. All households whose land was reclaimed agreed with the project implementation policy. The people proactively cleared trees, crops, and dismantled the construction to hand over the land to the government, creating favorable conditions for the construction unit to build the foundation, install the poles, and pull the wires. Although under pressure of time, working in hot weather conditions, large and very heavy structures, very hard work, I and the workers of Thai Binh Power Company tried our best to complete the assigned tasks, coordinated with the construction unit to bring the project to the finish line ahead of schedule. |
