Vietnam's digital economy is the fastest growing in the region

On the afternoon of February 6, at the Government Headquarters, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the 10th meeting to summarize the activities of the Committee and Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation in 2024, and key directions and tasks in 2025.

Also attending were comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister, Permanent Vice Chairman of the Committee; comrades of the Party Central Committee, leaders of ministries, branches and central agencies.

The meeting was broadcast live to the connecting points of ministries, branches, and People's Committees of localities nationwide.

E-government Development Index at 'Very High' Level

In its report on national digital transformation in 2024, the Ministry of Information and Communications said that Vietnam has risen to 71st place out of 193 countries in the United Nations e-Government rankings (announced in September 2024), up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with an e-Government Development Index (EGDI) at the "Very High" level.

In terms of institutions, many long-standing bottlenecks have been resolved and new development space and momentum have been created for the economy. The revised Telecommunications Law has come into effect. The Data Law, the Decree and the National Data Strategy have created a breakthrough in data institutions, resolved bottlenecks in data segregation, opened up new development space in providing new products and services on data processing, turned data into important means of production, and formed a data market.

Decree No. 82/2024/ND-CP and Decree No. 138/2024/ND-CP of the Government resolve bottlenecks in the use of regular expenditure funds in investment, in the allocation of funds for administration, operation, maintenance of information technology applications, and digital transformation that have existed for a long time.

Decree No. 147/2024/ND-CP of the Government addresses bottlenecks in identifying subjects and handling violations of the law by social network users.

The semiconductor industry development strategy opens up a new path and space for development in the digital technology industry, with a unique approach, demonstrating great aspirations and high determination.

Digital infrastructure has been expanded and developed. For the first time in 15 years, Vietnam successfully auctioned frequencies, helping to add 300 MHz for 5G to improve the quality of mobile broadband; being one of the few developing countries to stop services for 2G subscribers when the number of remaining 2G subscribers is only about 0.2% (compared to the average of other countries of about 2-5%), this is a great effort by telecommunications enterprises and the information and communication industry in converting mobile subscribers.

Mobile information quality increased, mobile broadband download speed reached 86.96 Mbps, up 14 national rankings (to 37/110 countries); fixed broadband download speed reached 159.32 Mbps, up 7 national rankings (to 35/154 countries).

Vietnam has put into operation a new submarine cable, the 6th and the largest capacity cable in Vietnam (20Tbps), helping to improve internet speed and ensure the sustainability of Vietnam's international connections. The rate of households with fiber optic internet reached 82.4%, exceeding the target of 80% by 2025.

Digital data and digital platforms continue to be built and developed. Data transactions via the national data sharing integration platform) increased by 57%, from 647 million in 2023 to 1,013 million transactions in 2024.

Digital economy grows over 20%/year

Regarding digital government, the Prime Minister has resolutely directed ministries, branches and localities to carry out digital transformation with focus, key points and breakthroughs; bringing direction and management activities online and based on data.

The rate of online records nationwide reached 45%, 2.5 times higher than in 2023. The National Public Service Portal continued to be effective with 4,475 integrated procedures (70.8% of total administrative procedures). From July 2024, VNeID will be used to log in and use online public services (about 425,000 times/day), creating convenience for people and businesses.

Regarding the digital economy, the proportion of the digital economy in 2024 is estimated to reach 18.3% of GDP, with a growth rate exceeding 20%/year, 3 times higher than the GDP growth rate, the fastest in Southeast Asia.

Retail e-commerce revenue reached 25 billion USD, up about 20%. Vietnam is among the top 10 countries with the fastest e-commerce growth rate in the world. The annual growth rate of cashless payments increased by more than 50%, leading Southeast Asia.

Regarding digital society, for the first time, the access rate of "Make in Vietnam" digital platforms compared to foreign digital platforms exceeded 20%, reaching 25.25%, an increase of 5.62% compared to 2023. With this result, Vietnam has become one of the few countries with a high number of domestic digital platform users. Many domestic digital platforms in the fields of banking, social networks, television, media, etc. are increasingly loved by users and chosen to replace foreign digital platforms.

Digital signature certificates issued to adults in 2024 will reach 12.5 million, an increase of 58.61% compared to 2023, raising the proportion of adults with digital signatures to 25%.

The number of activated VNeID accounts is over 55.25 million, exceeding the target of 40 million user accounts in Project 06/CP; 90% of people participating in insurance have electronic health books; 100% of students have digital learning records; 100% of hospitals, public health centers, and higher education institutions implement cashless payments.

Regarding information security, Vietnam rose 8 places from 25th to 17th out of 194 countries, in Group I - Model; ranked 4th out of 38 countries in the Asia-Pacific region. Viettel's information security team, representing Vietnam, has won the "World Cup" of the global network security industry for the second consecutive year. The total IT workforce reached 561,000 people, accounting for 1.1% of the total workforce.

The Ministry of Information and Communications said there are some shortcomings and limitations, such as the rate of online public service records is still low. The rate of digital signature usage is still low. Data is still fragmented, not connected, shared and exploited effectively.

Besides, although the Prime Minister has issued Directive 34/CT-TTg, many ministries, sectors and localities have not yet clearly identified breakthroughs in implementing digital transformation in their sectors, fields and localities.

Information security and network security face many challenges, online fraud, transnational high-tech crimes, and increasingly complex cyber attacks.

Human resources specializing in information technology and digital technology in agencies, organizations, and emerging economic sectors are still lacking and uneven. Digital skills of the people are uneven, especially people in rural, mountainous, and disadvantaged areas do not have much access to digital services.

The Ministry of Information and Communications said the theme of national digital transformation in 2025 is "Comprehensive digital transformation to develop the digital economy, creating new momentum for economic growth".

Ministries, branches and localities will continue to resolutely implement digital transformation to create breakthroughs, determined to complete the targets and tasks on digital transformation set out in Resolution No. 03 of the Government implementing Resolution No. 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

In 2025, the National Committee on Digital Transformation will focus on directing the implementation of comprehensive digital transformation in all sectors and fields, contributing to achieving the economic growth target of 8-10% in 2025.
