According to forecasts from authorities, storm No. 3 (international name Yagi) has strengthened into a super typhoon, with the strongest wind near the storm's center reaching level 16, gusting over level 17, affecting many provinces in the Northeast and North Central regions, of which Ninh Binh province is likely to be directly affected by the storm.

Kim Son is an important area, with nearly 20km of coastline, so up to this point, the Party committees, authorities, coordinated forces and people in the district have proactively implemented the "4 on-site" motto to be ready to respond to storm No. 3.

Comrade Tran Xuan Truong, Chairman of Kim Son District People's Committee, said that the district has coordinated with functional forces to implement the evacuation plan and call on boats to enter safe shelter areas. Up to this point, all ferry piers have been blocked, sea bans have been set, operations have been temporarily suspended; and people from the area outside Binh Minh II sea dike (including workers farming oysters on the Day River) have been evacuated to safe shelters.

As of 6:00 p.m. on September 5, 2024, all 119 vehicles including 267 crew members have been called to safe storm shelters; all 347 workers on 218 huts in the area from Binh Minh III sea dike to Con Noi; 4 workers anchoring 42 rafts, 2 wooden boats from opposite sluice C2 of Binh Minh IV sea dike to the beginning of Lach Nghen have entered safe storm shelters.

District police coordinated with armed forces to deploy security and order in the evacuation area so that people can safely comply with the evacuation.
