Creating a trusted environment for the development of digital government, digital economy, and digital society

On February 23, the main contents and implementation plan of the 'Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050' were disseminated by the Ministry of Information and Communications to representatives of ministries, branches and large enterprises in the information and communications industry.

The planning of information and communication infrastructure for the period up to 2030 and vision to 2050 was approved by the Prime Minister on January 11 and has just been officially announced by the Ministry of Information and Communications.

Chairing the conference to announce the planning, Deputy Minister of Information and Communications Phan Tam emphasized that the planning of information and communications infrastructure has a particularly important meaning and role in implementing strategic breakthroughs in building a synchronous and modern infrastructure system.

Because this plan defines the space and resources for the development of IT&T infrastructure, with the orientation of developing IT&T infrastructure into a new generation infrastructure, creating a new development space for the country, creating favorable conditions for the development of digital government, digital economy, and digital society.

“Effective implementation of planning will help to smarten socio-economic infrastructure, thereby effectively exploiting development resources, as well as creating new driving forces to promote faster, more effective and more sustainable socio-economic development,” the Deputy Minister emphasized.

According to Mr. Tran Minh Tan, Deputy Director in charge of the Institute of Information and Communications Strategy, the unit assigned by the Ministry of Information and Communications to develop the plan, in recent times, Vietnam's information and communications infrastructure has achieved many remarkable achievements. However, the digital era places high demands on the development of information and communications infrastructure to ensure the connection of development in the digital environment with the traditional physical development space, thereby creating a more favorable environment for innovation and enhancing national competitiveness.

Therefore, in the planning of the new phase of information and communication infrastructure, Vietnam sets high goals in developing information and communication infrastructure, creating infrastructure for the development of digital government, digital economy, and digital society. Information and communication infrastructure is a unified whole based on the connection between the postal network, digital infrastructure, IT industrial infrastructure, national digital transformation platforms and the system to ensure network information security and network security.

Information and communication infrastructure is also placed in the connection and synchronization within and between sectors to become the infrastructure of infrastructure, the foundation for the development of sectors and fields. In addition, information and communication infrastructure also aims at solutions to ensure social security, support the development of disadvantaged areas, narrow the regional development gap, and promote regional advantages across the country.

Mr. Tran Minh Tan also said that to achieve the high goals of the planning, many key solutions have been proposed, including some breakthrough solutions such as: stopping the deployment of old-generation mobile telecommunications technology according to the roadmap to convert the use of frequency bands for new technology, while planning to add new frequency bands to develop new-generation mobile technologies 4G, 5G and next generations; focusing on developing 5G networks from 2025; allocating telecommunications resources according to market mechanisms sufficient to ensure the provision of telecommunications service quality on par with the region and the world;

The policy allows data centers to apply the mechanism of direct electricity purchase at the source, allows regional data centers to apply specific mechanisms, prioritizes locations in regional and international financial centers of Vietnam; promulgates policies to encourage and require the use of shared national digital platforms; promotes data connection and interconnection to improve the efficiency of infrastructure exploitation, saving social resources; builds key laboratories to develop key Make in Vietnam products to serve the digital government, digital economy, digital society, digital transformation, smart manufacturing, smart agriculture, etc.

Ministry of Information and Communications calls for cooperation in planning implementation

Speaking to the delegates at the conference, Deputy Minister Phan Tam affirmed that the implementation of the new phase of the IT&T infrastructure planning requires great efforts, initiative, positivity, creativity, timeliness and the participation of many agencies, organizations and enterprises. "The Ministry of Information and Communications calls for the companionship, cooperation and support of all ministries, branches, localities, organizations and enterprises, especially key IT&T enterprises in the process of organizing and implementing the planning" , said the Deputy Minister.

Specifically, in addition to taking the lead in implementing tasks and solutions according to their functions and duties, units under the Ministry of Information and Communications need to proactively coordinate with ministries, localities and enterprises to promptly remove difficulties, especially guiding the implementation of planning contents and solutions.

Deputy Minister Phan Tam emphasized: the implementation of IT&T infrastructure planning is very important to the overall socio-economic development of Vietnam.

As the focal point for planning management, the Institute of Information and Communications Strategy will focus resources on building a Planning Management Information System, connecting with the national planning database. The purpose is to be able to proactively monitor and promptly coordinate in the context where we need to strengthen industry linkages as well as share infrastructure.

The Deputy Minister further noted that the Institute of Information and Communications Strategy not only needs to be proactive in implementation but also needs to be proactive in coordination, finding new ways of doing things, and finding good solutions in implementation. To be timely, planning management data must be correct, complete, comprehensive, and most importantly, aiming for "real-time, live data", applying digital technology to automatically warn based on scenarios to be ready to adapt to fluctuations.

In addition to specific recommendations for ministries, branches, localities and media agencies, the representative of the Ministry of Information and Communications also requested that corporations and enterprises in the field of information and communications soon develop plans or integrate and update the contents of this plan into their strategies, plans and development plans, with 5 main focuses.

Pointing out the new point in the implementation of the 2017 Planning Law is the integration, synchronization, and connection in the planning system and planning levels, the Ministry of Information and Communications also requested ministries and branches to coordinate with the Ministry to promptly propose updating and amending the issued sectoral plans to ensure synchronization and connection; as well as in coordinating the construction and sharing of planning databases.

Prioritizing the development of IT&T infrastructure in the direction of Make in Vietnam. A viewpoint of the newly approved 'IT&T infrastructure planning for the period 2021 - 2030, vision to 2050' is that IT&T infrastructure is prioritized for development in the direction of Make in Vietnam.
